Texas Governor Greg Abbott is calling a special session of the state legislature to address the state's deadly flooding emergency that's left at least 120 people dead and more than 100 as Texas public Radio's David Martin Davies reports. Congressional districting is also on the agenda.

The special session begins on Monday, July 21. In Abbott's announcement, he said in the aftermath of the devastating floods in the Texas Hill country that the state must ensure better preparation for such events in the future. This includes legislation to improve early warning flood systems in flood prone areas throughout Texas, as well as relief funding for the impacted Hill. Abbott is also directing the lawmakers to redraw the state's congressional map, which would increase the number of Republican seats. This could help preserve the GOP majority in the Texas House of Representatives after the midterm elections. I'm David Martin Davies in San Antonio.

Meanwhile, hundreds of people gathered at a vigil last night for the victims and the missing. The Supreme Court has rejected Florida's emergency request to implement its ban on undocumented immigrants entering the state. The law imposed criminal penal penalties. NPR's Jasmine Gartz has more.

Florida officials have stated they hope to spearhead the Trump administration's immigration enforcement campaign. As part of that, this measure made it a state crime for unauthorized immigrants to come into Florida with a mandatory prison sentence. Two non profits, the Farm Worker association of Florida and the Florida Immigrant Coalition sued to block enforcement of the law. The Supreme Court's order was brief. There was no written opinion. In recent years, several states have passed similar laws, including Texas, Oklahoma and Iowa. Four of those, including Florida, have now been blocked by lower courts who say they interfered with federal immigration law. Jasmine Garst, NPR News, New York.

Russia bombarded Ukraine overnight in an hours long assault that left at least two people dead. This is top US And Russian diplomats are expected to meet and after after months of skepticism toward Ukraine and favorable relations with Russia from President Trump, he and top Republicans have now shifted course. Senate Majority Leader John Thune says a vote could come this month on a bipartisan legislation imposing severe sanctions on countries that continue to buy Russian oil.

The goal is to raise pressure on Russian President Putin as he escalates his war against Ukraine and Trump's growing frustration with Putin over his lack of interest in working on that ceasefire. U.S. futures contracts are trading lower. This is NPR. Performers in the union SAG AFTRA have ratified a new contract with major video game companies. As NPR's Mandalito Barco reports, they had been on strike for nearly a year. And a note, many NPR employees are members of the union, though under a different, different contract.

The newly approved contract gives voice over actors and body movement performers some protections, or in their words, guardrails, from the use of artificial intelligence in video game productions. As part of the agreement, the performers must now give consent and be compensated for any digital replicas used in the games. The use of generative AI had been a major sticking point between SAG AFTRA and the video game producers, including Disney Character Voices, Electronic Arts and WB Games. The performers went on strike last summer, and last month, negotiators finally hammered out the deal that also increases wages, overtime and retirement contributions.
