Live from NPR News in Washington, I'm Shea Stevens. A massive recovery team is combing flood ravaged parts of Central Texas in search of more flood victims. At least 160 people are still missing from the July 4 storm in the city of Fredericksburg, northeast of hard hit Kerrville. Fire Marshal Reagan Robke says the crews are having to navigate piles of debris.

When I say piles, we're talking about debris piles 20, 30ft high that are big enough to have a whole RV still in them and not be seen.

Romke says searchers must comb the debris by hand. The FAAA has declared a no fly zone along an eight mile stretch of Central Texas to avoid interference with search and rescue helicopters. Meanwhile, the legislature in Texas is preparing to meet in special session to deal with the catastrophic flooding in the state's Hill Country. From the Texas newsroom, Blaise Gainey has more.

The select committees will have 30 days to create legislation that will upgrade flood warning systems and emergency communications and provide relief funding for areas impacted by the floods. Andrew Kruchkevich, a hydrometeorologist and senior researcher at Columbia University at the Climate School, says that lawmakers should get answers to what took place.

Secretary of State Marco Rubio says Russia is offering some new ideas in negotiations on ending the war in Ukraine. NPR's Charles Mainz has more on Rubio's comments after his meeting with his Russian counterpart on the sidelines of the Asia Pacific summit.

Speaking in the Asian Pacific nation of Malaysia, Rubio says he and Russian Foreign Minister Sergey Lavrov discussed a new and different approach to resolving the Ukraine issue, one Rubio says he'll now take back to Washington for review. Without elaborating on details, Rubio says he also made clear the US Wants to see more flexibility from Moscow in negotiations on Ukraine than it has seen so far. President Trump, in particular, has expressed growing frustration with the lack of progress in peace talks and continued Russian attacks on Kyiv and other Ukrainian cities. The Kremlin insists it remains engaged in negotiations, but primarily as a means to achieve Russian military objectives through diplomatic means. Charles Maynes NPR News, Moscow.

Palestinian American activist Mahmoud Khalil is suing the Trump administration for alleged false imprisonment, malicious prosecution and defamation. The Columbia University grad student was arrested in March for alleged anti Semitism and threatening U s Born policy. He was sent to a Louisiana detention center where he was held until his release last month. This is NPR. President Trump has announced a 35% tariff on imports from Canada beginning August 1st. In a letter posted on Truth Social, Trump said he would consider an adjustment if Canada stops the flow of fentanyl. He also warns of consequences if attempts are made to circumvent the new import levies, which come days after tariff letters were sent to more than a dozen nations. France and Britain have signed a historic agreement to coordinate their nuclear deterrence. As NPR's Eleanor Beardsley reports, the deal aims to protect Europe against threats from Russia amid uncertainty about US Commitment to European defense.

Until now, Europe was always under America's nuclear defense umbrella. But with the US Pulling back, France and Britain, the continent's two strongest militaries and nuclear powers, are coming closer to defend it. Standing side by side in London, French President Emmanuel Macron and British Prime Minister Keir Starmer said their two nations had agreed to reinforce the cooperation of their respective nuclear arsenals. Starmer said, quote, any extreme threat to this continent would prompt a response from our two nations. He said there was no greater demonstration of the importance of their relationship.
