Live from NPR News in Washington, I'm Shea Stevens. Residents of Kerr County, Texas, say the emergency alert system was spotty and unreliable ahead of the storm that unleashed deadly flash flooding there part Paul Flav with Texas Newsroom reports that local officials still have not explained how or if the system was used.
Paul Flav
Hours after flood waters swelled the Guadalupe River, Kerr County Judge Rob Kelly said the area had no early warning system. But the Texas newsrooms learned Kerr has had a mass notification system since 2009, but residents say it was not sending timely alerts on Friday. Audio recordings provided to reporters show first responders asking to send a code red System alert at 4:22am telling residents to seek higher ground.
Kerr County Judge Rob Kelly
Is there any way we can send a code red out to our hunt residents asking them to find higher ground or stay home?
Paul Flav
Dispatchers responded that they needed special authorization. Some people received alerts 45 minutes later. Others say no alerts came until hours later. I'm Paul Flav in San Antonio.

The State Department layoffs follow a U.S. supreme Court ruling that cleared the way for mass federal layoffs as part of a government restructuring. The Justice Department has fired a group of prosecutors who helped investigate the Capitol insurrection. DOJ is also demanding that several senior FBI officials retire by Monday or lose their job. The dismissals were ordered after President Trump granted clemency to the 1,500 people who had been charged in the January 6 Capitol riot. Ukraine's President Volodymyr Zelenskyy is calling for a Marshall Plan to his nation's post war recovery, referring to the U.S. program that helped Europe rebuild after World War II. As NPR's Joanna Kakistis reports, the idea was discussed at a conference held in Rome on Thursday.
Volodymyr Zelenskyy
In opening remarks at the conference, Zelenskyy said Ukraine's recovery is not just about Ukraine.
Ursula von der Leyen
It's also about your countries, your companies, your technology, your jobs. The way we rebuild our country can also modernize your infrastructure and industries, he said.

Frozen Russian assets, roughly $300 billion can be used to finance Ukraine's recovery. European Commission President Ursula von der Leyen said the EU has signed agreements to billion in Ukraine's recovery. Meanwhile, Russia is continuing its three and a half year full scale assault on Ukraine, pummeling Ukrainian cities with airstrikes. Joanna Kakis, NPR News, Kyiv.

This is npr. Federal agents clashed with protesters Thursday during a raid at a cannabis farm in the Camarillo area of Los Angeles County. Agents blocked roads in the area and launched smoke canisters while military style vehicles lined the fields. Helicopter hovered overhead. Multiple farm workers were detained during the raid. Mexico is reviewing the list of nations that receive its copper exports. As NPR's Ada Peralta reports, the move comes after President Trump announced new stiff tariffs on imported copper.
Claudia Sheinbaum
President Trump says he plans on slapping imported copper with a 50% tariff beginning August 1st. Mexican President Claudia Shimon says most Mexican copper goes to China, but the US does receive a good amount. So Xi says the government will try to find other countries where that copper can be exported. Copper, she says, is required in a lot of parts of the world, so we have some options. Mexico has navigated the Trump era with care, avoiding retaliatory tariffs and direct confrontation with President Trump. And so far, despite constant threats of tariffs, economists say most Mexican imports are not paying tariffs. Eda Pralta, NPR News, Mexico City.
