Rain came down at the rate of 1 to 2 inches per hour. Kerr county officials suspended all search and rescue operations along the Guadalupe River. Here's meteorologist Joseph Wegman.
Joseph Wegman
We're still, unfortunately looking at at least some rain into the headwaters of the Guadalupe river, which could likely cause at least some rises.
Amy Held
The rain should ease by early this week, but Wegman notes these kinds of cluster thunderstorms prove difficult to pre it.
Joseph Wegman
Certainly is unusual to have this much rain in a specific area on multiple days over and over and over again.
Amy Held
Climate change is making intense rainfall and flooding worse as a warmer atmosphere holds more moisture. Amy Held, NPR News.

The European Union is pushing back the planned start date for retaliatory tariffs, but stands ready to react to President Trump's threat to enact 30% tariffs on EU ports. Terry Scholz reports. EU leaders say they prefer a negotiated solution.
Terry Schultz
The EU believed trade talks with the US were making progress on a solution which would avoid the tariffs Trump has announced will go into effect August 1st if no agreement is reached. European Commission chief Ursula von der Leyen says the EU will hold off for now, imposing the tit for tat tariffs that would have started Monday.
Amy Held
We will use the time we have now till the 1st of August. We can respond with countermeasures if says.
Terry Schultz
It'S too early to say whether the bloc would consider using its anti coercion instrument, a regulation which allows the EU to seek reparations for economic damages. But she says the measure's existence shows the EU is prepared for all eventual scenarios. For NPR News, I'm Terry Schultz in Brussels.

Superman is the first film in what director James Gunn says will be a wholesale restructuring of the DC Universe.
Joseph Wegman
Hey, quit messing around.
Amy Held
I'm not messing around. I'm doing important stuff.
Bob Mondello
There was some concern that the director referring in an interview to Superman, who was born on another planet as an immigrant, might be box office kryptonite in red states. But the entertainment analysis firm Intelligence reports that the film's reception in all regions of the US has been right in line with that of most PG13 family adventure films. The European Union (EU) has postponed the implementation of retaliatory tariffs in response to President Donald Trump's threat to impose 30% tariffs on EU exports to the United States. EU leaders, expressing a preference for diplomatic resolution, indicated ongoing trade negotiations aimed at avoiding the contentious tariffs set to commence on August 1st.
European Commission Chief Ursula von der Leyen remarked:
“We will hold off for now, imposing the tit-for-tat tariffs that would have started Monday” ([01:51]).
She further elaborated on the EU's preparedness to act:
“We can respond with countermeasures” ([01:59]).
While it remains uncertain if the EU will activate its anti-coercion instrument—a regulation permitting the EU to seek reparations for economic damages—the existence of this tool underscores the bloc's readiness for potential escalations. Terry Schultz concluded the segment emphasizing the EU's strategic stance in these trade disputes.
