Live from NPR News in Washington, I'm Jeanine Hirst. Parts of Texas are still struggling with the catastrophic July 4th flooding, and they got more heavy rain and high WATER Today as NPR's Frank Morris reports the new flooding volunteer relief efforts in hard hit Kerr county, parts of the Texas.

Hill country caught almost 10 inches of rain Sunday morning, driving upstreams including the Guadalupe River. Kerr County Judge Rob Kelly issued an emergency order, mostly closing off the main road along the river between Hunt and Kerrville and ordering most volunteers out of the disaster zone. Former Kerrville Mayor Judy Eichner says she was pleased with the decisive action, but she's tired of the rain.

President Trump's immigration policies and enforcement are continuing to cause division officials are talking with governors about creating another detention center. NPR's Mara Liasson has more.

Homeland Security Secretary Kristi Noem says there will never be amnesty on President Trump's watch. And Trump himself is telling immigration agents to use whatever means necessary to protect themselves during raids. This after a Los Angeles federal judge issued an order to stop the raids. Meanwhile, members of Congress have toured a new immigration facility in Florida called Alligator Alcatraz. Nigeria's former President Muhammadu Buhari has died at a hospital in London. According to a spokesperson, the 82 year old former military dictator and then elected leader was a towering and controversial figure figure in Nigerian politics. NPR's Emmanuel Ikemotu has more.

President Mohamedu Buhari's body is expected to be brought back to Nigeria ahead of funeral rites, according to the Nigerian Presidency. Buhari was one of the longest serving and most consequential leaders in Nigeria's history. He ruled for under two years in the 1980s after a military coup and launched a controversial crackdown on corruption that saw him imprison several politicians and critics. He then made a comeback as an elected leader in a historic election in 2015, but oversaw dramatic economic decline and rising insecurity. Buhari, a Muslim from northwest Nigeria, was, however, a cult figure in the majority Islamic north of the country and was seen by supporters as an unusually modest politician who didn't enrich himself in office. This is NPR News. The price of a U.S. stamp is going up again starting today. As NPR's Hansi Lo Wang reports, the price hike is part of a plan to stabilize the Postal Service's finances for.

The seventh time in four years. The price of a first Class Forever stamp is moving up. It now costs 78 cents, an almost 7% increase and still one of the world's lowest prices for mailing a letter domestically. But compared to decades ago, fewer people and businesses are using first class mail to send bills, payments and advertising, and that's destabilizing the U.S. postal Service, which generally receives no tax dollars to keep it running. It relies instead on selling stamps and other service fees. USPS has also had trouble dealing with legal requirements to pre fund health benefits for its retired workers to cut costs. This month, the Postal Service ruled out more changes to delivery times that may further slow down mail sent from some rural communities. The U.S. postal Service is a financial supporter of NPR. At the weekend box office, James Gunn's Superman debuted in the top spot with an estimated $122 million in ticket sales. It's the first release fully steered by Gunn and Peter Safran since they were handed the keys to DC's superhero cinematic universe.
