Live from NPR News in Washington, I'm Windsor Johnston. Search and recovery efforts are slowly resuming in the Texas Hill country following additional rain over the weekend and new flood warnings. NPR's Martin Costi reports at least 131 people have died in the floods and more than 160 others are still missing.

24 states and the District of Columbia have filed a lawsuit against the Trump administration. NPR's Sequoyah Carrillo reports. They're calling on the White House to release billions of DOL in frozen education funding.

California, Colorado, Massachusetts and Rhode island lead a coalition of states from across the country in a lawsuit asking for the release of more than $6 billion in federal education grants. In the rapid lead up to the school year, many school districts are in limbo without the previously approved funds to round out budgets. The six grant programs under review help fund English language programs, provide resources for migrant students, and support after school programs. The largest pot of money affected is for teacher professional development. The Education Department did not respond to a request for comment and gave no timeline on their review of the programs. More than a dozen large wildfires are burning in the West. NPR's Kirk Sigler reports. Federal fire managers say the nation's firefighting fleet is close to being fully deployed.

The National Interagency Fire center in Idaho has raised its national preparedness level to 4, 4, with the top being 5, which means all resources are deployed to fires nationwide. This is not that unusual for July in the west, but fire managers say continued dry and windy conditions are a concern from western Colorado to Arizona, where out of control fires have forced evacuations. President Trump's Agriculture Secretary, Brooke Rawlins, says the Forest Service has the resources it needs and is close to full staffing at more than 11,000 seasonal wildland firefighters. But sources inside the agency say that's not the whole story. Trump's Doge laid off hundreds of agency staffers who also hold red cards, meaning they deploy to fires. Kirk Sigler, NPR News.

At the close on Wall street today, the dow was up 88 points. The Nasdaq composite rose 54. This is NPR News. A fast moving wildfire has destroyed a historic lodge and a number of other structures on the Grand Canyon's North Rim. The the fire was sparked by lightning on the Fourth of July and grew rapidly because of high winds and dry conditions. The park says the North Rim will be closed for the rest of the season. Former governor of New York Andrew Cuomo has announced that he'll continue to seek the office of New York City mayor. NPR Sarah Ventri reports. This comes less than three weeks after he lost in the city's Democratic primary.

Andrew Cuomo has relaunched his run for mayor as an independent, which means a crowded ballot in November. Cuomo will be up against current Mayor Eric Adams, who is also running as an independent, as well as Republican Curtis Sliwa, founder of the Guardian Angels, and New York State assembly members Oran Mamdani, who defeated Cuomo in the Democratic primary in June. When Cuomo conceded, he said that Madani had put together a great campaign and inspired young people. In a video announcing his run as an independent, Cuomo said Mamdani offered, quote, slick slogans but no real solutions. Cuomo resigned as governor following a number of sexual harassment allegations, which he denied. Sarah Ventri, NPR News, New York.

Sesame street character Elmo was the target of a cyber attack over the weekend. Hackers took over his official account on X, posting a series of anti semitic and racist messages.
