I'm Dale Willman. Parts of Texas that are still struggling with the catastrophic July 4th flooding got more heavy rain and high water on Sunday, as NPR's Frank Morris reports. The new flooding interrupted volunteer relief efforts in hard hit Kerr County.

Parts of the Texas Hill country cut almost inches of rain Sunday morning, driving upstreams including the Guadalupe River. Kerr County Judge Rob Kelly issued an emergency order, mostly closing off the main road along the river between Hunt and Kerrville and ordering most volunteers out of the disaster zone. Former Kerrville Mayor Judy Eichner says she was pleased with the decisive action, but she's tired of the rain.

Medics said a water distribution site was hit, killing 10 Palestinians and most of them were children. The Red Cross says it treated more than 130 wounded people Saturday after a mass casualty incident. The BBC's Nick Beek has more.

A video which is said to record the aftermath of the attack shows the bloodied bodies of children and adults surrounded by yellow water containers. There are screams and panic as the injured are carried away. Eyewitnesses said a drone fired a missile at a crowd waiting to collect water. Yesterday, the Red Cross said 31 people had been killed trying to get food at a distribution site in southern Gaza. The Israeli military said there were no known injured individuals from yesterday's incidents.

Park officials say the Grand Canyon Lod, a visitor center, a gas station and a wastewater treatment plant were all lost. The UNESCO recognition coincides with the 50th anniversary of the Communist Khmer Rouge's rise to power. An estimated 1.7 million Cambodians died through starvation, torture and mass executions during their four year reign. UNESCO says the tool slang President Phnom Penh, the the Cheongek killing fields and the M13 prison in Kampung Chang Province have made the transition from centers of repression to places of peace and reflection. They are also now tourist attractions. But Cambodia remains an essentially one party state where opposition politicians and others who speak out against the government are frequently jailed, forced to flee the country or worse. French President Emmanuel Macron said Sunday that he's adding another $7.6 million in defense spending. He said the increase comes because of what he called unprecedented threats from Russia, terrorism and online threats. Macron also said he plans to double the money spent on defense by 2027. Chris Goderup won the biggest title of his career on Sunday when he won the Scottish Golf Open in North Berwick. He held off Rory McIlroy and Marco Penge and finished with a 66 and a two stroke win.
