Details@capitalone.com Live from NPR News, I'm Dale Willman. A makeshift memorial is growing in Kerrville, Texas, just a few hundred feet from the Guadalupe River. The memorial pays tribute to the victims of the July 4th flooding that has killed at least 128 people. At least 160 other people are still missing. Celia Arunda of Texas Public Radio reports.
Celia Aranda
Every day more pictures are added to the memorial, and every picture is surrounded by flowers, turning what was a chain link fence into a tribute to the victims. Alicia Duff brought her daughter Eliana to the memorial after picking her up from a camp about an hour away. Duff decided to stop by because one of the camp mystic girls who died in the floods was Iliana's friend.
Alicia Duff
It's kind of hard to get through this stuff as an adult.
Eliana Duff
You know, I can protect herself.

It's a whole other thing when, you know, kids are losing a friend that's a child of a child age, I think, is a whole nother, whole nother process of grief.
Celia Aranda
The search and recovery mission was halted Sunday due to rain, but many still showed up at the memorial to pay their respects and grieve. I'm Celia Aranda in Kerrville.

One of the big questions for investors is when we are going to start seeing the effects of President Trump's tariffs. Although he's put on hold many of them, others are still in place, including a 10% tariff on nearly everything the U.S. imports. But inflation has been fairly tame so far, in part because companies got ahead of the import taxes by bringing in their shipments as quickly as they could. And many companies have also chosen to eat the cost.

For now.

We'll also get the latest retail sales data giving US an indication of whether consumers are getting cautious. And several big companies will start reporting earnings, including Wells Fargo and Citigroup. Rafael Nam, NPR News.

President Trump says he'll send Patriot air defense missiles to Ukraine. Speaking with reporters on Sunday, he said the missiles are needed to defend Ukraine because Russian President Vladimir Putin talks nice, he said, but then he bombs everyone in the evening. Trump says the US Will be reimbursed for the cost of all the missiles sent by the European Union. I'm Dale Willman and you're listening to NPR News. In a major speech on the eve of France's national holiday, Bastille Day, President Emmanuel Macron says the country will double defense spending within two years. He pointed to multiple threats facing the country, particularly from Russia, for the increase. NPR Zellander Birza reports that Macron said to be free, you must be feared.
Eleanor Beardsley
Macron said France would increase defense spending from 32 billion a year to 64 billion by 2027, mostly because of the threat from Russia. The permanence of a Russian threat on Europe's borders, organized and long term, is something we have to be capable of facing, said Macron. He said Europe's future would be determined by that and by the necessity of organizing to respond to it. France's top defense chief of staff said this week that Russia posed a durable threat to Europe and that the, quote, rank of European countries in tomorrow's world was being decided in Ukraine.
