Live from NPR News in Washington, I'm Shea Stevens. Dozens of flood victims are still missing in central Texas. The disaster is prompting a number of cities to take a closer look at their flood readiness plans. But as Nathan Bernier from member station KUT reports, one of the most common flood dangers in Texas may take generations to fix.
Nathan Bernier
Texas already led the nation in flood deaths even before the recent storms claimed more than 130 lives. One of the most deadly flood risks is when fast moving water flows over the road.
Brent Johnson
So when it comes, it comes fast.
Katie Johnson
We've been up to our knees or our thighs on this road. It's just pouring.
Nathan Bernier
Brent and Katie Johnson live next to a low water crossing in northwest Austin. The city has nearly 70 of them. @ the current pace, Austin is fixing about one low water crossing every three years. That means it could take 200 years to fix them all. And across Central Texas, there are hundreds more. I'm Nathan Bernier in Austin, Texas.

Adelita Grijalva has won Arizona's Democratic primary for an open U.S. house seat that her father, Raul Grijalva, held for two decades until his death in March. And Alita Grijalva hopes to serve the remainder of her father's term. She'll face Republican businessman Daniel Butieres in a special election that's scheduled for September 23rd. The Republican led Senate is taking up a package of roughly $9 billion in spending cuts requested by the Trump administration. NPR Scott Matanis reports that a major global health program that provides HIV AIDS treatment is being spared from the cutbacks.

PEPFAR was launched by President George W. Bush and has been credited with saving 25 million lives by helping control the spread of HIV AIDS around the world. The Trump administration sought to cut $400 million in PEPFAR funds, along with billions of dollars in foreign assistance funds for global health and humanitarian assistance programs. But some Republican senators voiced concerns about cutting the popular program. And today Senate Majority Leader John Thune announced that PEPFAR funds would be spared. The White House is keen on having the package pass President Trump has said would withdraw support for any Republicans who did not vote for it. Fatma Tanis, NPR News.

Donald Trump
20 leading technology and energy companies are announcing more than $92 billion of investments in Pennsylvania. And if you want, we could probably get them up. Let's talk to him. Right.

Trump says the investments will put Pennsylvania on track to become a leader in artificial intelligence. He also says it should also ensure that the future economy will be designed and built in the United States. You're listening to npr. Western European nations have agreed to restore sanctions on Iran by the end of next month. Negotiators from the United Kingdom, France and Germany held several rounds of talk, but failed to get Iran to agree to end its nuclear program. President Trump has said that the US And Iran will hold more nuclear talk soon, but he did not say when. The amount of investment in global health is dropping and by a lot. A new study published in the Lancet shows that global health funding for 2026 is expected to drop to half what it was in 2021. NPR's Gabriela Emanuel has the story.
Gabriela Emanuel
Global health funding reached a historic peak in 2021 during the COVID pandemic, with some 80 billion committed to international health. Next year, the figure is expected to be 38 billion. That's because the US the UK France and Germany are all cutting back on foreign assistance. Angela Esia, PG, is with the Institute for Health Metrics and Evaluation and lead author on the study.

The landscape is now open, so non tradition donors could also move in China, India, Middle Eastern donor countries, even if.

Others increase their contributions. She says the dramatic drop in aid threatens to reverse decades of progress in global health. Gabriela EMANUEL, NPR NEWS.
