The Senate voted early Thursday to pass an amended version of the package, which rescinds about a billion dollars in funding for the Corporation of Public Broadcasting and more than $7 billion in foreign aid funding. Senators removed $400 million in cuts to PEPFAR, a program that funds HIV AIDS treatment and prevention around the world, from the original House version of the bill. The measure passed the House narrowly last month after several Republican holdouts flipped their votes to support the package. A vote on final passage could take place as early as this evening. Ahead of the vote, Office of Management and Budget Director Russ Vogt told reporters the administration will likely send additional rescissions packages to Congress once this one is across the finish line. Ukraine's President Volodymyr Zelensky has nominated a new ambassador to the United States as she awaits confirmation. He has appointed her as a special envoy for the development of of cooperation with the United States. NPR's Polina Litvinova reports from Kyiv. She was previously the Minister of Justice and the deputy prime minister for European and Euro Atlantic integration.

In his post on social media, President Zelenskyy wrote, Olha Stefanishina would work as the special envoy while, quote, all the necessary procedures for approving her candidacy for the position of ambassador of Ukraine to the United States with Washington are ongoing.
