Live from NPR News in Washington, I'm Lakshmi Singh. The Trump administration's now arranging a bilateral meeting between Russia and Ukraine, following meetings with leaders of each country in a span of 72 hours. On Fox News today, President Trump said he wants to end the war, but acknowledged Ukraine's President Volodymyr Zelensky and Russian President Vladimir Putin are, quote, the ones who have to call the shots.

Ukraine and European allies want Putin to first commit to halt in fighting, but Trump's calling for a permanent peace deal. Ukraine wants security guarantees against a future Russian invasion should this war end. Trump says there will be some form of it, but echoed Putin's opposition to Ukraine's entry to NATO. A senior Hamas official has confirmed to NPR that it has accepted a ceasefire proposal for Gaza. The move comes as Israel is gearing up for a major military offensive into Gaza. NPR's Jackie Northam has more from Tel Aviv.

Hamas came under heavy pressure from Egypt and Qatar to accept a deal and said there would be rounds of negotiations if and when Israel accepts. The terms of the proposal are similar to one recently put forth by President Trump's special envoy, Steve Wyckoff. It included the redeployment of some Israeli troops and more humanitarian aid going into Gaza. Israel had previously agreed to it, but since then the government has been preparing for an offensive into Gaza City. An anonymous person in Israel familiar with the negotiations told NPR the government received Hamas response from mediators and is studying it and would respond. Jackie Northam, NPR News, Tel Aviv.

Home building activity in the United States picked up last month. NPR's Scott Horsley reports on the latest figures from the Commerce Department.

Builders broke ground on 5.2% more homes in July than they did the month before. Construction of single family homes jumped nearly 3%. Last building permits, which are considered a guide to future construction plans, offered a more mixed picture. Permits for single family homes rose slightly last month, while permits for multi family housing fell. A survey shows Many home builders are still gloomy about the housing market, with elevated mortgage rates keeping a lot of would be buyers on the sidelines. Home Depot says its sales picked up in the most recent quarter, but the home improvement chain sales and profits still fell short of what analysts had expected. Scott Horsley, NPR News, Washington.

Major stakeholders in the future of the Amazon are holding a summit in Bogota, Colombia. Indigenous leaders are urging South American presidents to commit to stronger protections of the rainforest, which they note is a lifeline for the planet's survival. Groups from eight Amazonian nations are in attendance at the Bogota summit. Fish may experience something akin to pleasure, according to scientists, and fish appear to work pretty hard to experience that pleasure. Ari Daniel has more.

The team of researchers wondered whether fish could feel good, so in the lab they studied butterfly fish and a wrasse that parasites off other fish. The butterflyfish preferred being where it had interacted with the wrasse even when it had no parasites. But when the butterfly fish was injected with naloxone, a drug that blocks opioid receptors, it lost interest in the cleaners, suggesting there may well be pleasure involved with the massage and that this is mediated by those natural opioids in their brains. Caio Maximino is a neuroscientist at the Federal University of the south and Southeast Pera in Brazil. Other research researchers may need more convincing, but this could mean rethinking how we treat fish. For NPR News, I'm Ari Daniel.
