Live from NPR News, I'm Jeanine Herbst. A federal appeals court has struck down most of President Trump's worldwide tariffs, but as NPR Scott Horsley reports, the government will continue to collect those taxes for now.

The appeals court agreed with the specialty trade court that President Trump overstepped his authority in ordering tariffs on virtually everything the U.S. imports using a 1970s era law that doesn't mention the word tariffs and had never been used for that purpose before. The court ruling is a major blow to the president's economic agenda and a victory for the small businesses and states that challenge the import taxes. The appeals court will hold off enforcing its order, however, to give the administration time to appeal to the US Supreme Court. The government's been collecting about $30 billion a month in import taxes. Most of that revenue would be jeopardized if this ruling stands. Scott Horsley, NPR News, Washington.

Secretary of State Marco Rubio revoked the visas of a number of Palestinian Authority and Palestine Liberation Organization officials ahead of next month's high level meeting of the UN General assembly in New York. He also ordered that some new visa applications from Palestinian officials be denied. It's not clear how many visas were revoked or applications denied or whether the actions affect Palestinian Authority President Mahmoud Abbas. The Trump administration has taken steps to target Palestinians with visa restrictions. Texas Governor Greg Abbott signed a new congressional map into law today that Republicans say will win them new inroads with Latino voters. NPR's Claudia Grizales reports the GOP is wagering a Texas hold' em that could dictate if they get to keep control of the U.S. house.

Local business owner Tomas Hernandez Jr. Says the political environment in south Central Texas is more heated than ever with plans to move his community into a new district. Hernandez, a Democrat who runs a frozen drink stop in the town of Seguin, doubts many of last year's Latino GOP voters, including relatives, will stay loyal as a result of a struggling economy.

Wall street lower by the closing bell. You're listening to NPR News from Washington. Spirit Airlines has filed for bankruptcy protection for the second time in a year. This after struggling with strong competition and weak demand in a crowded market for U S based Leisure Trav. Last November, the budget airline filed for bankruptcy the first time, exiting it in March. Now the company's CEO says they need to make more substantial changes, including cutting costs, reducing flights in some areas to focus on more profitable routes and cutting its fleet of planes. The college football season kicks off in earnest this weekend with three top 10 matchups, the most ever for an opening weekend. NPR's Becky Sullivan reports. At the top of the rankings are the Texas Longhorns, their much anticipated new starting quarterback, Arch Manning, the latest generation of the famous football family.

Manning spent his first two years at Texas as a backup, so he hasn't even thrown 100 passes yet in his collegiate career. Still, the hype is so huge he's already the betting favorite to win the Heisman. His first test comes quick. Texas opens the season against number three Ohio State, the defending national champions. Other title contenders include last year's semifinalist, Penn State, ranked number two, and Clemson four, which hosts number nine Louisiana State, to start the year.
