Live from NPR News. I'm Dale Willman. A federal appeals court has ruled that President Trump does not have unlimited authority to impose tariffs. NPR's Franco Ordonez reports on how the case could affect some of Trump's other priorities.

A U.S. appeals court upheld a lower court ruling that said Trump did not have the authority under what's called the International Emergency Economic Powers act to impose his sweeping tariffs. Trump has sought to use his emergency powers liberally. That was the justification for sending the military to the border as well as the National Guard to Los Angeles to quell protests and try and take over law enforcement. Here in Washington, D.C. the White House is defending the legality of the tariffs and plans to appeal the ruling to the Supreme Court. The outcome could have implications for other cases where Trump's opponents challenge the administration's use of emergency powers. Franco Ordonez, NPR News.

Russian President Vladimir Putin is in China for a four day visit that will include meetings with President Xi Jinping and India's leader Narendra Modi. As NPR's Charles Mains reports from Moscow, the gathering comes during talk of global realignment.

President Putin has long argued for a new multipolar world less dominated by the U.S. his visit to China will see that vision on full display. Putin will join a regional security summit in which anger over punitive US Economic policies are expected to take center stage. That includes by India, a US Ally increasingly adrift after President Trump imposed steep tariffs over its purchase of discounted Russian oil amid the war in Ukraine. Yet Russia's biggest trading partner remains China. Putin will meet separately with Chinese leader Xi Jinping. He'll also join North Korean dictator Kim Jong Un among Xi's guests of honor at a military parade to commemorate the 80th anniversary of the end of World War II and the symbolic show of a new global order. More Democrats are speaking out about President Trump's plan to use the National Guard to patrol more U.S. cities. The administration has indicated that Chicago may be next, along with Baltimore. Trump says the troops are needed because of high crime, even though crime has dropped drastically in those cities. Maryland Governor Wes Moore calls Trump's actions performative.

Trump is targeting Democratic led cities even though most high crime states are controlled by Republicans. Officials in Colorado say one person was killed and three others injured Sunday morning after two small planes collided while they were attempting to land at an airport. The FAA says the planes were both approaching Fort Morgan Airport northeast of Denver when they hit mid air. The occupants of one of the planes received minor injuries in the crash. You're listening to NPR News. The Israeli military says it has killed the longtime spokesman for the armed wing of Hamas. Israel has killed many military and political leaders of Hamas in its efforts to dismantle the group's military capacity. The announcement was made on Sunday as the country's security cabinet was meeting to discuss expansion of its offensive into some of Gaza's most populated areas. Labor unions are protesting the Trump administration's stop work order on a major wind farm project. As NPR's Andrea Hsu reports, the project off the coast of Rhode island is nearly complete.

The Trump administration abruptly halted work on the Revolution wind project on Aug. 22, citing national security concerns. Brent Booker, general president of the Laborers International Union of North America, said the move had caused chaos. Booker says 2 million hours of work have already been completed and hundreds of workers were out over the water working to get the project online.

Not only does that affect the individuals who are working on that, but an entire industry now is, you know what's going to happen, who's going to invest right now in renewable energy, and that just takes away future jobs and future opportunities.

Interior Secretary Doug Burgum told CNN there are concerns of undersea drone attacks and that the project did not receive a full review under former President Biden. Andrea Hsu, NPR News.
