Live from NPR News in Washington, I'm Dave Mattingly. Leaders of the European Union are condemning the latest Russian air attack on Ukraine. It was the largest aerial assault since Moscow launched its full scale invasion more than three years ago. As Terry Schultz reports, the Russian airstrikes targeted a Ukrainian government building for the first time.

Top officials in the European Union vow quick work on tightening up sanctions against Russia. European Council President Antonio Costa wrote On X, talking about peace while escalating bombings and targeting government buildings and homes. This this is Putin's version of peace. EU Foreign policy chief Kayakalis also addressed Putin's seriousness about the peace talks President Trump is trying to arrange. Every Russian attack is a deliberate choice, callis wrote on X and a message Russia does not want peace. European Commission Chief Ursula von der Leyen described the Kremlin actions as mocking diplomacy, trampling international law and killing indiscriminately. The bloc aims to approve its 19th sanctions package against Russia this month. For NPR News, I'm Terry Schultz in Brussels.

Speaking to reporters yesterday, President Trump said he's ready to impose more sanctions on Moscow. President Trump says he does not want to go to war with American cities. The president was responding to criticism of his online post about Chicago, where he invoked the Vietnam War film apocalypse Now. As NPR's Joe Hernandez reports, the president has been suggesting for weeks he intends to deploy National Guard troops to Chicago to combat crime, as he's done in.

Washington, D.C. on Saturday, Trump posted on Truth Social that Chicago was, quote, about to find out why it's called the Department of War. That's his alternate name for the Department of Defense. When asked Sunday whether he was threatening war with Chicago, Trump said, no, we're.

Administration officials have said they may deploy the National Guard to Chicago to help with deportation operations or to combat crime, even though Chicago's mayor says violent crimes, including homicides and shootings, are down. Jury selection begins today in South Florida for a man charged with trying to assassinate then presidential candidate Donald Trump as he was playing golf. Senate Secret Service agents spotted a gun barrel poking through a perimeter fence of Trump's golf course in West Palm beach back in September of 2024. That led to the arrest of Ryan Wesley Ruth. About two months earlier, a would be assassin grazed Trump's right ear with a bullet fired from the roof of a building on the perimeter of a Trump rally in Butler, Pennsylvania. This is NPR News from Washington. Maryland Governor Wes Moore says he will not run for the White House in 2028. Moore tells NBC's Meet the Press he wants to serve another term as governor and won't be running for president. Moore's name has been floated as a possible contender for the Democratic presidential nomination. Chrysler is recalling one of its most popular SUVs because of a safety defect. NPR's Chandelyse Duster has more.

The National Highway Traffic Safety Administration says more than 90,000 Jeep Grand Cherokees are being recalled because of a software error that could lead to loss of drive power. A safety recall report says, quote, an unexpected loss of propulsion can cause a vehicle crash without prior warning. The recall includes 2022-2026 plug in hybrid electric models. Chrysler said in the recall report it was not aware of any any injuries or accidents caused by the defect as of Aug. 18. Vehicles impacted can be searched by VIN numbers starting Sept. 11. Vehicle owners will also be notified by mail in late October. Chandelyse Duster, NPR News.

Spain's Carlos Alcaraz is this year's US Open men's tennis champion. He defeated Italy's Jannik Sinner in four sets yesterday to claim his second US Open championship in New York. The victory means Alcaraz will reclaim the world number one ranking on the men's side. Moving ahead of Sinner, Alcaraz is now a six time Grand Slam champion. Wall street futures are higher this morning. Dow futures are up 84 points. I'm Dave Mattingly in Washington.
