In Washington, I'm Nora Ramm. Utah officials say criminal charges will be formally filed Tuesday against a 22 year old man suspected of the shooting death of conservative activist Charlie Kirk. Investigators are trying to learn more about Tyler Robinson. Utah Governor Spencer Cox appeared on CNN State of the Union this morning. He said it has been established that Robinson lived with a transgender person.

I know that has been reported and that the FBI has confirmed that as well, that the roommate was a romantic partner, a male transitioning to female. I can say that he has been very cooperative. This partner has been incredibly cooperative, had no idea that this was happening and is working with investigators right now.

Cox says it's not clear if the roommate is relevant to establishing a motive for the shooting, that that's one thing investigators are trying to figure out. Congress has until the end of the month to agree in a funding bill or else the government will shut down. NPR's Mara Liasson reports.

Members of Congress are facing a deadline of midnight on September 30th, and the only way they can avoid a government SH shutdown is with a bipartisan vote in the Senate. Republicans do not have the votes by themselves to overcome a filibuster. A large part of the Democratic base wants their party to fight, to refuse to vote to keep the government open unless they get concessions on Medicaid and Obamacare subsidies. But other Democrats say that's a trap. They say Republicans don't care whether the government stays open or not and that Democrats would be blamed for a shutdown. Mara Liasson, NPR News.

Israel has issued a travel advisory warning that Iran and Hamas are stepping up efforts to attack Israelis and Jews around the world. The warning comes as Israel's war against hamas has intensified. NPR's Daniel Estrin reports from Jerusalem.

Israel issued the travel warning ahead of the Jewish high holidays, when many Israelis travel abroad. The Israeli assessment is that Iran is seeking to retaliate for Israel's recent war on Iran, that Hamas is expanding efforts to attack Jews and Israelis abroad and that the Gaza war is motivating individuals to carry out attacks. Israel says attacks and attempted attacks against Jews or Israelis took place every month this year in Australia, Greece, Germany, France, Turkey, Switzerland, Cyprus, the Netherlands, Sri Lanka and the U.S. israel's military today collapsed more buildings in Gaza City, accusing Hamas of using them and ordering Palestinians to leave the city. In Qatar, officials from Arab countries are gathering to coordinate a response to Israel's recent attack on Hamas leaders in Qatar. Daniel Estrin, NPR News, Jerusalem.

Secretary of State Marco Rubio arrived in Israel today in a two day visit. It comes as Israel faces criticism over its airstrike in Qatar. This is NPR News. In Nepal, an interim prime minister took office today and appealed for calm and cooperation and to rebuild after last week's violence. Antigovernment protests began Sept. 8. Demonstrators set government offices and other buildings on fire. Officials say at least 72 people died. Rescue workers are still trying to find more bodies in the rubble. Comedian Nate Bargetzi will emcee the Primetime Emmy Awards tonight. The ceremony will air live on CBS and Paramount. Plus, NPR's Mandali del Barco reports.

Former world boxing champion Ricky Hatton has died. Police say he was found dead at his home in Greater Manchester, England. No cause was given, but they are not treating his death as suspicious. Hatton was planning to return to boxing in December in a professional bout in Dubai. Ricky Hatton was 46. I'm Nora Rahm, NPR News, in Washington.
