The man suspected in the shooting death of conservative influencer Charlie Kirk is expected to be formally charged Today in Utah. NPR's Tobias Smith reports. Reports 22 year old Tyler Robinson is facing numerous charges, including aggravated murder, which carries the death penalty in the state.

Authorities say they have, quote, mountains of evidence, including DNA at the scene of the shooting. And they say Robinson wrote a note ahead of the attack sharing his intention. As FBI Director Kash Patel told Fox.

The White House says it's planning to send National Guard troops to Memphis and says it's still eyeing other US Cities. It's part of a broader effort by the administration to crack down on crime in the country. Federal immigran immigration agents arrived in Chicago last week. Both the mayor and governor have pushed back on the plan, but Trump says local law enforcement would support the move.

Chicago is among several cities on the administration's list, along with Baltimore, St. Louis and Portland. Members of the National Guard have already been deployed to Washington, D.C. and Los Angeles. The Federal Reserve begins a two day policy meeting today that's expected to end with the year's first cut in interest rates. NPR's Scott Horsley reports. There's been a scramble over who can take part in that decision.

President Trump's been trying to exercise more control over the central bank in pursuit of his desire for much lower interest rates. Trump's latest nominee for the Fed governing board was confirmed by the U.S. senate Senate Monday night on a mostly party line vote. White House economist Stephen Myron has drawn criticism from Democrats for not giving up his job in the administration, merely taking a leave of absence. By design, Fed governors are supposed to operate independently of the White House. Trump's effort to oust another Fed governor, Lisa Cook, has failed, at least temporarily. An Appeals court ruled 2 to 1 Monday night that Cook can keep her seat on the board for now. The central bank is expected to lower its benchmark interest rate by a quarter percentage point. Stocks across Asia close mix today on Wall Street. Dow futures are trading lower at this hour. This is NPR News. The White House is adding Colombia to its list of countries not cooperating with the US in fighting illegal drugs. The move follows a surge in cocaine production and strained relations between the Trump administration and Colombia's leftist president. Octopuses are famous for their eight arms. Now, a new analysis suggests that every octopus arm is capable of doing every job. But as NPR's Nell Greenfield Boyce reports, these highly intelligent creatures use some of their arms more than others.

Researchers closely tracked every movement of octopus arms in a bunch of videos of these wild animals foraging for food in their natural environments. The scientists looked at a dozen kinds of arm movements used for 15 behaviors, like exploring a rock or digging or attacking prey. In the journal Scientific Reports. They say every arm is capable of the full range of twisting, extending, bending and shortening. So it looks like octopuses can use all of their arms for all tasks. And they saw no evidence that octopuses are right or left handed, so to speak. But the front arms are used more often for most tasks, except for a couple of maneuvers used for locomotion, which were done more by the back arms. Nell Greenfield Boyce, NPR News.
