Live from NPR News. I'm Dale Willman. A federal judge has temporarily blocked the Trump administration from deploying any National Guard units to Oregon. California and Oregon had sought the restraining order after the Trump administration sent Guard troops from California to Oregon on Sunday. Trump says the city of Portland is crime ridden and troops are needed to protect federal property. But Oregon Governor Tina Kotek says Trump has no idea what Portland is really like.
Tina Kotek
The facts on the ground in Oregon haven't changed. There's no need for military intervention in Oregon. There's no insurrection in Portland. There's no threat to national security. Oregon is our home. It is not a military target. And Oregonians exercising their freedom of speech against unlawful actions by the Trump administration is their right and should be done so peacefully.

The Trump administration says Hamas has accepted its plan to release Israeli hostages. The announcement came before a Sunday night deadline imposed by President Trump. As NPR's Luke Garrett reports, talks continue on who will govern Gaza after the war.
Marco Rubio
Secretary of State Marco Rubio says nothing is guaranteed, but he celebrated President Trump's peace plan. Here's Rubio on FOX News.
Luke Garrett
Hamas has accepted the entire construct of President Trump's proposal for releasing the hostages.
Marco Rubio
This plan has Hamas releasing all remaining 48 hostages in exchange for nearly 2,000 Palestinians. Rubio says he is confident in this first phase. But the second portion, deciding who will govern Gaza after the war, that is still under negotiation.
Luke Garrett
We've got a general outlines of it and which Hamas has generally accepted, though not entirely. Some of it is going to have to be discussed.
Marco Rubio
Moving back and forth in Trump's 20 point plan. Hamas has no role in governing Gaza and it allows for a Palestinian state. Luke Garrett, NPR News, Washington.

British police and the British government are tiring of what has become weekly demonstrations of civil disobedience. Now Vicki Barker reports from London that they're being given more power to restrict certain protesters once again.
Vicki Barker
On Saturday, London police officers carry demonstrators from their silent sit ins supporting the banned group Palestine Action to sit sympathetic applause. It takes five officers to carry away each protester. Each protester trying to make the process of arrest as slow and laborious as possible. Now forces in multiple cities say their officers are exhausted and spread thin with security beefed up outside synagogues and Jewish schools following last week's synagogue attack. So the British government says it's going to give police more powers to put conditions on repeat protests, possibly moving them to more containable locations locations. For NPR News, I'm Vicki Barker in London.

At least five people were killed in Ukraine early Sunday morning after Russia launched drones, missiles and guided aerial bombs at the country. Ukraine officials say the attack targeted nine regions across the country and hit critical infrastructure. You're listening to NPR News. Steep discounts on college tuition are fueling skepticism about the value of higher education. And as Kirk Carapeza from member station GBH in Boston reports, a new study finds that families are confused about the real cost of college.
Kirk Carapeza
Tuition. Discounting is the practice private colleges have long used to manage revenue, cutting costs for some students while keeping a higher sticker price for others. Now the Strata Education foundation reports public universities facing funding caps and enrollment declines are adopting the same approach. In the past decade, the share of Undergrads at public four year schools receiving aid rose from 49 to 62%. Average discount rates also jumped from 24 to 31%. The result? Families are left confused and skeptical about the real cost and value of college. For NPR News, I'm Kirk Carapeza in Boston.

The Las Vegas aces took Game 2 in the WNBA Finals Sunday with a 9178 win over the Phoenix Mercury. Jackie Young scored 32 points in the win, while Asia Wilson finished with 28 points and 14 rebounds. Game 3 takes place Wednesday in Phoenix. In college football, Ohio State remains first in this week's AP Top 25 poll. So far this year, the smothering defense of the Buckeyes has allowed an average of just five points a game for their opponents. Miami is now in second place, followed by Oregon, Ole Miss and Texas A and M. Oklahoma's in sixth. Indiana, Alabama, Texas Tech and Georgia round out the top 10. I'm Dale Willman, NPR News.
