Live from NPR News. In Washington, I'm Shea Stevens. A federal judge appointed by President Trump during his first term is blocking the deployment of federal troops in Portland, Oregon. Meanwhile, Illinois and Chicago are suing to keep National Guard troops out of that state. President Trump says he has the authority to send Guard troops to certain areas.

Well, I'd do it if it was necessary. So far it hasn't been necessary, but we have an insurrection act for a reason. If I had to enact it, I'd do that. If people were being killed and courts were holding us up or governors or mayors were holding us up, sure I'd do that. I mean, I want to make sure that people aren't killed. We have to make sure that our cities are safe.

Scott Horsley, Transportation Secretary Sean Duffy says funds for the Essential Air Service program could run out as soon as Sunday. But the program subsidizes commercial service to rural airports in about 170 US communities, including more than 60 in Alaska. Duffy said, quote, every state across the country will be impacted, unquote, but it's not immediately clear when passengers would notice any change. According to a Transportation Department website, airlines normally seek reimbursement from the government in the month after the flights. Earlier this year, the White House proposed cutting more than $300 million from the service, despite the program having broad bipartisan support in Congress. Joel Rose, NPR News, Washington.
Social Security Commissioner Frank Bisignano will add the new title of CEO at the irs, while Treasury Secretary Scott Bessen continues to serve as acting IRS commissioner. Bessant's held that role since August, when the former IRS Commissioner Billy Long was fired. The Treasury Department said in a statement that the tax collection agency and Social Security share many of the same goals for technology and customer service, making Bisignano a natural choice to run both sprawling agencies. But critics warrant Bisignano is likely to be stretched too thin. They say Social Security recipients deserve a full time commissioner, and they warn his split role does not bode well for a smooth tax filing season next year. Scott Horsley, NPR News, Washington.

Meanwhile, Israeli airstrikes on Hamas targets continued Monday despite President Trump's order for them to stop. On Wall street, stocks close mix. The Dow Jones Industrials fell 63 points. The NASDAQ gained 161. The S&P 500 added 24 points. This is NPR. Attorney General Pam Bondi is scheduled to appear at a Senate hearing on Tuesday on the Justice Department's autonomy. The Judiciary Committee wants to hear about White House influen over the doj. The indictment of former FBI Director James Comey is among the issues that could be discussed. It is harvest time for wine grapes, but this year could have a bitter finish for some grape growers because of a global wine glut. Anna King of the Northwest Public Broadcasting has more.

Many wine grape growers throughout the Northwest are set to drop a lot of fruit, leaving it to rot. Why? They're dealing with slow wine sales, reduced exports and a shift in consumer preferences. Tom Walliser is a grower in the Walla Walla Valley. He's seen fewer sales and several contracts canceled this year. That leaves Wallacer with tough decisions.
