Details@capitalone.com Live from NPR News, I'm Dale Wilman. President Trump has announced massive new tariffs on Chinese goods. The new import taxes are in response to restrictions China placed on rare earth minerals this week. Trump made the announcement today on social media after markets closed. NPR's Daniel Kurtzleben has more wrote that.
Daniel Kurtzleben
New 100% tariffs will be imposed on Chinese goods starting on November 1st. That's in addition to the 30% tariffs Trump has already imposed on Chinese goods this year. The president had threatened the higher tariffs earlier in the day in another post railing against China's new export controls on rare earth minerals. Those are used in many high tech goods, including smartphones and defense systems. China processes the overwhelming majority of the world's rare earths. Trump had been set to meet with Chinese President Xi Jinping during a visit to Asia later this month. However, Trump also wrote Friday that, quote, now there seems to be no reason to do so. The Trump administration says more than 4,000 federal employees received notice Friday that they would be laid off. And in court filings late Friday, government officials say those numbers are subject to change. NPR's Stephen Fowler has the latest.

About 4,200 people across seven agencies were slated to receive reduction in force notices Friday, including about 1500 in the Treasury Department and 1200 at the Department of Health and Human Services. Earlier in the day, the White House Budget Office called the layoffs, quote, substantial. And President Trump said the cuts would be, quote, a lot after earlier cuts to the federal workforce made by the DOGE effort and voluntary buyouts. There are about 2 million civilian federal employees. Stephen Fowler, NPR News, Atlanta.

Travelers might see a new video message from Homeland Security Secretary Kristi Noem at their local airport. In it, no one blames Democrats for the government shutdown. NPR's Jacqueline Diaz has more on that story.

The ongoing government shutdown is causing some delays at airports across the country and people perhaps waiting in line for TSA security a bit longer might see a new video from the Trump administration that acknowledges the slowdown. The video blames the delays on Democrats in Congress for refusing to fund the federal government. Both Republicans and Democrats have refused to negotiate over the terms of a short term spending bill. The videos will be rolled out in airports across the country. TSA checkpoints can have videos featuring government officials, but they normally don't contain partisan messages Jacqueline Diaz, NPR News.

Palestinians are moving back into the heavily destroyed northern portion of Gaza this weekend following the announcement of the latest ceasefire there. The Israeli military confirmed the start of the truce on Friday. The remaining 48 hostages are expected to be returned to Israel on Monday. About 20 of them are believed to still be alive. Stocks plummeted after Trump's tariff threats on Friday. The Nasdaq closed down 820 points, or 3.56%. This is NPR News. Some creators have used Sora 2 to make unauthorized videos of famous people such as Mr. Rogers, Tupac Shakur and Michael Jackson. The Motion Picture association says SORA2 videos infringe on the copyrights of films, shows and characters. The three top Hollywood talent agencies also weighed in on the new tech CAA says clients intellect properties are at risk. UTA says it's exploitation. And WME announced all its clients are opting out, so Sora, too, cannot use their names, images or likenesses. Mandalit Del Barco, NPR News.

National Guard troops are now patrolling the streets of Memphis tonight. It's unclear, though, how many Guard members are in Memphis right now and how many are expected to arrive later. The deployment comes one day after a federal judge in Illinois blocked troop deployments in the Chicago area for at least two weeks. At least 19 people are missing and fear dead following an explosion at Tennessee explosives plant. The cause of the blast is still not known. It occurred Friday at the Accurate Energetic Systems facility about 60 miles southwest of Nashville. The company processes explosives and ammunition for the military. Energy emergency officials say there's no danger of any other explosions. I'm Dale Willman, NPR News.
