Foreign ministers from Europe and the Middle east are meeting in Paris today to discuss the implementation of President Trump's peace plan for Gaza. French President Emmanuel Macron says a lasting peace must be anchored in a two state solution. More from NPR's Eleanor Bearsley.

Europe has largely been sidelined when it comes to brokering peace in the Middle East. Macron and other European leaders were criticized by Israel and the Trump administration when they recognized a Palestinian state last month at the U.N. but some analysts say those moves, especially the intensive diplomacy of the French Saudi declaration of recognition, paved the way for Trump's plan in such key points as the placing of an international force in Gaza and in getting Arab states to commit, engage and work together. The French Saudi declaration also led Arab states and Palestinian Authority head Mahmoud Abbas to unequivocally condemn the Hamas atrocities committed on October 7th two years ago and to say there is no future with Hamas. That's Senate Majority Leader John Thune, Senate Minority Leader Chuck Schumer, House Speaker Mike Johnson, and House Democratic Leader Hakeem Jeffries. They're fighting a daily messaging war with little signs of a breakthrough to end the shutdown. Senate Republicans want a handful of Democrats to sign off on their stopgap bill, but won't agree to their demands. Democrats want an extension of the Affordable Care act subsidies to keep health premiums from spiking soon. Claudia Reesales, NPR News.

A federal grand jury in Virginia has indicted New York Attorney General Letitia James on charges of bank fraud and lying to a financial institution. The indictment comes two weeks after President Trump publicly pressed the Justice Department to prosecute his perceived enemies.

James won a civil fraud case against the Trump Organization, but an appeals court threw out the massive financial penalty. This is npr. The Trump administration's efforts to deploy Texas National Guard troops in Chicago is on hold at least for two weeks. A federal judge has issued a temporary injunction saying there is no substantial evidence that the troops are needed there. She also said an Oct. 22 hearing to determine if her order should be extended. Rainbow crosswalks could soon be erased from streets across Texas. This after Governor Greg Abbott issued a directive that's aimed at removing any road markings he says convey political messages. From the Texas newsroom, Lucio Vazquez has details.

Governor Abbott warned that Texas cities refusing to comply could lose state and federal funding for road projects. The state's transportation markings that don't directly support traffic control or safety can confuse drivers and automated vehicles. This includes decorative crosswalks like the rainbow ones that have been installed in several major cities across the state over the last few years, honoring LGBTQ pride. Abbott says the order is meant to keep taxpayer dollars focused on road safety rather than political ideologies. Local governments have 30 days to remove any non compliant markings on Texas roadways. A major earthquake has rocked the southern Philippine island of Mindanao. There were no immediate reports of severe injuries. Emergency workers were evacuating coastal areas early today following a tsunami warning that has since been lifted. The Philippines is still recovering from a deadly earthquake that killed 74 people in Central Cebu Province just two weeks ago. This is NPR News.
