In Washington, I'm Korva Coleman. The federal government shutdown is more than one month old. Republicans want Democrats to vote for a spending bill in Congress to reopen the federal government. Democrats say Republicans need to restore enormous cuts to federal health care programs, such as the Affordable Care Act. Starting tomorrow, people using the ACA will see what their new premiums will cost next year. For many, the premiums will more than double. Julie Rovner of KFF says consolidation in the healthcare industry is also driving up costs.
Julie Rovner
We've seen what we call this vertical consolidation where insurers are buying doctor practices and pharmacy benefit managers and all the people who are supposed to provide the checks and balances are now all under one umbrella and that enables them to basically have monopoly prices. That was something that the Federal Trade Commission was actually working on, and that's been pretty much stopped under the Trump administration.

That's Julie Rovner of kff. A slim majority of the Republican led Senate has voted to end President Trump's emergency tariffs program. But NPR's Claudia Grisales reports the Republican led House is not expected to take up this effort.
Claudia Grisales
The series of three votes this week amounted to a test for Senate Republicans divided over the president's emergency tariffs in Brazil, Canada and around the globe. Despite passage, the resolutions are not expected to get a vote in the House. Speaker Mike Johnson earlier this year installed a rules change to block resolutions challenging the president's tariffs authority from reaching the House floor. Even so, President Trump would veto the measure if it reached his desk. Earlier this week, Vice President J.D. vance lobbied Republican senators to vote no, but a handful were not convinced. Kentucky's Rand Paul and Mitch McConnell, Maine's Susan Collins and Alaska's Lisa Murkowski defected to vote with Democrats. Claude Rizales, NPR News, the Capitol.

A new national poll by Gallup shows Americans are less concerned about crime than they were a few years ago. NPR's Martin Costi says the public's perception of crime appears to be following the downward trend of reported crimes.
Martin Kosti
Criminologists and pollsters will tell you that Americans tend to say that crime is getting worse even in times when crime is actually going down. That's been true for the last two or three years. But now for the first time in more than two decades. Fewer than half of respondents in Gallup's poll say there's more crime now than last year. The perception of the seriousness of crime in the US has dropped among Republicans and Democrats, though Republicans are still more likely than Democrats to see crime as a serious problem. Perhaps Most revealing, only 30% of respondents said crime got worse where they live. That's down from 56% last year. Martin Kosti, NPR News.

You're listening to NPR News from Washington. The National Hurricane center says Hurricane Melissa is moving away from Bermuda. The storm's top sustained winds are still about 90 miles per hour. Several dozen deaths are reported in the Caribbean, where the hurricane struck this week. Big tech company Apple raked in a record $102.5 billion in its most recent quarter. The company expects more strong growth this quarter. NPR's John Ruich reports. There's been huge demand for iPhones.
John Ruich
IPhone sales hit $49 billion during the July to September quarter, helping drive overall revenue after the company unveiled fresh iPhone designs. IPhone revenue fell short of analysts expectations, however, and Apple says that was because of supply constraints. CEO Tim Cook says demand is off the charts, though the company says it's significantly increasing its investment in artificial intelligence. To date, it's stayed on the margins as others have poured cash into data centers and personnel to try to gain advantage in a fiercely competitive AI arena. Apple says it's on track to unveil an upgraded AI enhanced version of its personal assistant Siri next year as planned. Its share price jumped in after hours trading following the news add to a market cap that rose above $4 trillion earlier this week. John Ruich, NPR News.

The Federal Aviation administration says a JetBlue Airways flight going from Mexico to New Jersey made an emergency landing in Tampa, Florida, yesterday. The FAA says the jet had a flight control issue and experienced a sudden drop in altitude. Local media outlets say several passengers suffered non life threatening injuries.
