Live from NPR News. In Washington, I'm Korva Coleman. Open enrollment has begun on healthcare.gov the marketplace for the Affordable Care Act. There's been a lot of attention on federal subsidies for ACA health insurance premiums. And as NPR's Selena Simmons Duffin reports.

About half of the 24 million people who enroll in Affordable Care act plans own or work for a small business. When they apply for a plan, they get a subsidy for their premium based on their estimated income. If they have a better than expected year, they have to repay some of the subsidy this year for the first time, there's no cap on how much people may have to pay back.

The U.S. supreme Court hears arguments on Wednesday over President Trump's tariffs. Opponents are challenging his presidential power to impose these taxes. This has historically been a right reserved to Congress alone. Trump says he needs this power.

I think it's the most important decision, one of the most important decisions in the history of our country, because without tariffs, without our being able to use tariffs freely, openly and in every way, we are really would suffer tremendously from a national security standpoint.

But American businesses have joined the legal cases against the tariffs. They allege President Trump's actions have imposed massive tariffs far beyond anything ever enacted by Congress. They say these tariffs are profoundly harmful to American small businesses. President Trump's ongoing crackdown on illegal immigration led to muted Halloween and Day of the Dead celebrations in Chicago. At least one Halloween parade was cancelled. NPR's Jasmine Garsd reports.

Leading up to the weekend, Illinois Governor J.B. pritzker called for federal agents to pause their immigration operations. Homeland Security Secretary Kristi Noem called the request shameful. On Friday, clashes between protesters and ICE agents erupted in Evanston, a suburb of Chicago. Agents threw tear gas and witnesses posted video footage of an agent holding a man down and repeatedly hitting him on the head. In a statement to NPR, a DHS spokesperson called the crowd hostile. DHS confirmed that three U.S. citizens were detained, as well as five undocumented immigrants from Mexico. The spokesperson said the immigrants had criminal histories, including trespassing and multiple illegal entries.

Into the U.S. nPR's Jasmine Gar is reporting. Trump tells CBS 60 Minutes that he's committed to continuing the raids by U.S. immigration and Customs Enforcement. This is NPR. Russia continues to strike Ukraine with missiles and drones. Several people were killed over the weekend, including at least two children. Many Russian strikes on energy infrastructure have left Ukrainians without access to heat. Cold weather is drawing near. Separately, President Trump told reporters on Air Force One he is not considering providing long range Tomahawk cruise missiles to Ukraine. There had been speculation that he might. Trump did say he could change his mind. Elections officials in New York City say there was a massive early turnout in the city's mayoral race. More than 730,000 ballots have already been cast. Frontrunners are on. Mamdani and former Governor Andrew Cuomo traded a town over the weekend, as NPR's Brian Mann reports.

Mamdani, who would be the city's first Muslim mayor, says his campaign has faced Islamophobic attacks from Cuomo's allies.

Cuomo, who's trailing in the polls, rejected accusations of bigotry and said Mamdani has been insensitive.

What he has his verbiage with the Jewish community has been highly offensive to the Jewish community. If you don't realize that, then you haven't been in this city.

In their closing policy arguments, Cuomo promised to hire 5,000 more police. Mamdani is promising to focus on affordability with a rent freeze for some apartments and free bus fare. Brian Mann, NPR News, New York.
