I'm Dale Willman. A group of Senate Democrats have agreed to a deal with Republicans that could reopen federal agencies and end the government shutdown. But as NPR's Claudia Grisales reports, the plan still has a long way to go before it can clear both chambers of Congress.

In the end, seven rank and file Senate Democrats and one independent joined Republicans to vote yes to move forward on the bipartisan plan they say includes a list of wins. The bipartisan package includes a stopgap measure to fund the government through the end of January and includes full appropriations funding plans for some government services and agencies, including Agriculture and Veterans Affairs. The deal pauses plan cuts to snap, reverses federal worker layoffs conducted during the shutdown and installs new protections from more cuts to that workforce through the end of January. Most Senate Democrats, however, voted no, and House Democrats say they're against it because the plan does not address the Affordable Care Act's higher premiums. Claudia Grizales, NPR News.

The Israeli prime minister's office says forensic tests show the latest human remains returned to Israel belonged to Hadar Goldin, an Israeli soldier killed in action in Gaza in 2014 and then held there for more than 11 years. Goldin had become a national symbol. His parents waged a long public campaign. A hostage forum says the quote, people of Israel have walked beside them in their struggle. The Israeli military published photos of Goldin's flag draped coffin. This is a boost for the US Brokered seat ceasefire in Gaza, under which Israel is now required to return the bodies of 15 Palestinians it has been holding. Lauren Frayer, NPR News, Tel Aviv.

Super typhoon Feng Wong has left a trail of destruction in the Philippines as it's headed out to sea after killing at least two people. More than 1.4 million people were also evacuated before the storm hit, and several hundred thousand people remain in emergency shelters at this hour. Michael Sullivan has more on that story.

Phuonghuang weakened overnight after coming ashore in northeastern Aurora Province with sustained winds of at least 115 miles per hour and gusts up to more than 140. It knocked out power to entire provinces and set off floods and landslides before it left the Philippines into the South China Sea, heading northwest towards Taiwan.

Seven thousand other flights face delays. And Transportation Secretary Sean Duffy warned Sunday that air traffic could slow even further if the government shutdown continues into the holiday weekend. Under the conventions of British democracy, some dating back centuries, there are certain things a member of Parliament cannot say or do on the floor of the House of Commons. They cannot be drunk, they cannot call a fellow lawmaker a liar, and they, as mere commoners, must not criticize the conduct of a member of the royal family. A parliamentary committee had begun nipping at Andrew's heels when it announced a probe into the finances of how the late queen's second son was able to live in a mansion in the grounds of Windsor Castle. But now that Andrew has been stripped of his title and demoted to commoner status himself, it may be gloves off in Parliament this week. For NPR News, I'm Vicki Barker in London.

The company that produces whole nutritional infant formula has announced a recall of the product. The formula has been linked to 13 cases of infant botulism found in 10 states. All 13 were hospitalized after consuming the formula from two different lots. The movie Predator Predator Badlands took the top spot at North American box offices this weekend, bringing in $40 million in ticket sales. That's the best opening weekend ever for the series. Predator also brought in another $40 million in overseas sales, regretting you came in second with $7.1 million, followed by Black Phone 2 and Sarah's Oil, which had $4.5 million in ticket sales.
