The 28 point plan as it stands is seen by many as demanding the complete capitulation of Ukraine. President Zelensky has strongly suggested he cannot accept it, but that there is room to negotiate. That process will take place in Switzerland, according to one of his chief aides, over the coming days where high level Ukrainian and US Delegations will meet. Plans to see Ukraine give up swathes of territory and limit the size of its armed forces will no doubt be discussed.
