Live from NPR News. In Washington, I'm Luis Schiavone. In Wednesday's now fatal shooting of one of two National Guardsmen in downtown Washington, D.C. the charge is now first degree murder. Police say Ramanula Lockinwall, one of Thacker thousands of refugees from Afghanistan had driven across country to launch the ambush attack. Staff Sergeant Andrew Wolfe and Specialist Sarah Beckstrom of the West Virginia National Guard were critically injured at the time. Beckstrom has now died. West Virginia Governor Patrick Morrissey said that Beckstrom was a treasure.

Governor Morrissey spoke to ABC affiliate wjlatv. The Federal Emergency Management Agency will have a new acting chief starting in December. NPR's Michael Copley reports. The shakeup comes ahead of a report that's expected to recommend sweeping changes at the department that manages federal disaster response.

Karen Evans takes over as FEMA's acting administrator on Monday. She's been serving as the agency's chief of staff. According to a spokesperson for the Department of Homeland Security. Evans predecessor David Richardson, left his post in November after six months on the job. FEMA has been in turmoil this year, with President Trump saying the agency should be eliminated. Earlier this year, another acting FEMA head, Cameron Hamilton, was replaced after he said the agency should not be abolished. A FEMA review council that Trump appointed is scheduled to present recommendations for the agency's future at a public hearing in December. Michael Copley, NPR News.

Just before a second round of peace talks, Russia hit Kyiv with drone and missile attacks. According to officials in Kyiv. They say dozens were hurt and at least two people were killed. Ukraine says it is committed to negotiating a ceasefire based on the latest U.S. proposal. NPR's Elmer Beardsley reports that Kyiv is under intense pressure from all sides.

First there was the 28 point U. S Russian peace proposal that read like a Kremlin wish list. It's now been altered with European and Ukrainian input and Ukraine has signed on. Russia has not. Media are now reporting Secretary of State Marco Rubio saying security guarantees for Ukraine would be negotiated after a peace deal is signed. Roman Kostenko is a Ukrainian member of parliament. We're fighting with the Russian Federation, but at the same time we're trying to explain to the US that Ukraine is a victim of and Russia is the aggressor, he says. In Hong Kong, the death toll is now 128 after firefighters located dozens more bodies in a massive apartment complex. Fire authorities say fire alarms did not sound. This is npr. President Trump plans to pardon former Honduran President Juan Orlando Hernandez, a convicted drug trafficker also charged with weapons crimes, who was sentenced to 45 years in prison. Trump announced his intentions on social media, stating that, quote, according to many people I greatly respect, Hernandez was treated harshly and unfairly. Hernandez had served two terms as the leader of Honduras. One of Colorado's largest ski resorts delayed its slated Thanksgiving opening due to unusually mild weather. Colorado Public Radio's Stena Sieg reports that Beaver Creek Resort has not set a new date.

Beaver Creek, about two hours west of Denver, isn't the only ski area in the state to push back opening day. Powderhorn Mountain Resort near the Utah border, was tentatively scheduled to open last week and is still closed. Forecaster Kate Abbott with the National Weather Service says the mountains are about 10 degrees warmer than average.

But we do start to see temperatures start to fall into the 20s and teens as the week progresses, which will certainly bring some relief to the snowmaking efforts.

The National Weather Service is forecasting heavy lake effect snow near the Great Lakes, with a major winter storm expected to deliver snow and high winds from the eastern Plains to the western Great Lakes.
