Live from NPR News. In Washington, I'm Windsor Johnston. A federal appeals court in Washington, D.C. has upheld a law that would ban TikTok in January unless it's Sol. NPR's Bobby Allen reports. President elect Donald Trump once wanted to get rid of TikTok, but now he's promising to find a way to save the popular video app.

The federal appeals court in Washington wrote that TikTok's First Amendment arguments failed. Since lawmakers view the app as a national security threat. Authorities have said the app is vulnerable to manipulation by the Chinese government because TikTok's parent company, ByteDance, is based in Beijing. The law states that TikTok is set to be banned on January 19, but the app's future is now uncertain. When Trump assumes office, he may be able to extend the ban date. He can also order the law not to be enforced. Tech experts say it's possible for Trump to cut a deal with China to have TikTok sold off to American investors. Bobby Allen and PR News.

New details are emerging about the suspect wanted in the shooting death of a United Healthcare executive in New York City this week. Investigators are working to piece together the timeline of the gunman's whereabouts before the shooting. They're also examining security camera footage and have tested a water bottle and a protein bar wrapper for his DNA. President elect Donald Trump is backing up his nominee to serve as the next secretary of defense despite a number of allegations against him. NPR's Elena Moore reports. Pete Hegseth is facing accusations of sexual assault, financial misconduct and excessive drinking.

In a post on Truth Social, Trump said Hegseth was, quote, doing very well. He called him a winner and added there is nothing that can be done to change that. Over the past few weeks, Hegseth has been meeting with Senate lawmakers on Capitol Hill trying to shore up support. But as he remains at the center of a number of allegations, it's left some lawmakers concerned. And it's unclear whether Hegseth has the support needed to be confirmed. That said, Republicans will hold a majority in the Senate next year. And while no GOP senator has said they would be a deafening Senate, no vote enough have expressed reservations to potentially sink his nomination if Hegseth is ultimately unable to gain their support. Lebanon has shut down its border with Syria after a series of Israeli airstrikes overnight. NPR's Hadil Al Shalchi reports. Israel says it's targeting Hezbollah supply routes in Syria.

Hama has regional significance. The city is a main supply route that Iran uses to move weapons to its Lebanese ally, Hezbollah, who's fighting war with Israel right now. The Israeli military said that it conducted strikes on what they are calling weapons smuggling routes used by Hezbollah at the Syrian Lebanese border last night.

Parts of the state were slammed by a winter storm earlier this week as a storm system moved out of Canada two days after the French government fell. In a vote of no confidence, moderates on the left say they're willing to compromise. French President Emmanuel Macron said he will name a new prime minister in the coming days. NPR's Eleanor Beardsley reports. Macron is also consulting with various political parties today.

In a televised address Thursday evening, Macron told the French he would finish his term. And since he can't run again, his only ambition is for the country to succeed. Macron implored the French to work together over his last 30 months as president. This morning, moderates in the leftist coalition said they would be willing to work in a broad coalition with mainstream conservatives and Macron's centrist party. The moderate leftist voted with the hard line left and far right to bring down the government. Earlier this week, Macron said the French have shown what they can do with the renovation of Notre Dame and the Olympic Games. Now let's work together and do that for our own country, he said.
