NPR News in Washington, I'm Jack Speier. Authorities in Pennsylvania have arraigned a 26 year old man in connection with last week's killing of a health insurance CEO in New York City. Luigi Mangione was arrested after being recognized by an employee at a McDonald's in Altoona, Pennsylvania. Police found a weapon they believe may have been used in the killing of United Healthcare CEO Brian Thompson and a fake driver's license. He's charged there with weapons forgery and other charges. Pennsylvania Governor Josh Shapiro praised the individual who tipped off police and condemned those who sought to make the gunman a hero on some social media sites.

Authorities in Pennsylvania say Mangione is likely to be returned to New York at some point to face charges there. The Justice Department has announced war crimes charges against two high ranking officials in the government of former Syrian President Bashar Al Assad. The indictment was unsealed after the Assad regime collapsed after more than a decade of Civil War. Here's NPR's Ryan Lucas.

The two defendants are Jamil Hasan and Abdul Salam Mahmoud. The indictment says Hasan was the head of Syrian Air Force intelligence and Mahmoud was the top officer at the notorious Mesa Prison in Damascus. Prosecutors say the two men helped lead an effort to identify, threaten, punish and kill individuals who aided or supported the Syrian opposition. The detainees at Mesa Prison were mainly Syrian citizens, but also included Americans. Prosecutors say the prisoners were subjected to torture, including beatings, electrocution and burning. This is the first war crimes case brought by the Justice Department against Syrian officials. Both Hasan and Mahmoud remain at large. Ryan Lucas, NPR News, Washington.

President Biden has created a new national monument acknowledging America's troubled legacy of boarding schools for Native Americans. NPR's Kirk Zigler reports. The designation follows his formal apology for the forced assimilation of Native children for more than a century.

The new Carlisle Federal Indian Boarding School monument will be a 24 acre campus in Carlisle, Pennsylvania, site of the first off reservation boarding school for American Indian children that was set up in 1879. Over the next decades, some 7,800 native kids from more than 140 tribes would subsequently be subjected to what Secretary of the Interior Deb Haaland has since called coercive education.

The combined companies have annual revenues of nearly $26 billion. Windy conditions and low humidity sweeping through Southern California could create extreme fire danger this week. With wind gusts expected to reach up to 80 miles an hour in Southern California, even a small fire could be whipped into a fast moving and life threatening blaze within hours. Forecasters told those living in the valley, mountain and canyon areas of Los Angeles to be prepared to evacuate. And utility officials are warning they may have to shut off power. The last time the National Weather Service issued this particularly dangerous situation warning, the mountain fire ignited in Ventura county and burned more than 24040 buildings. That was earlier this year. In the past, these rare warnings were only enacted every three to five years. For NPR News, I'm Alexandra Applegate in Los Angeles.
