It essentially signals the world that in the Western Hemisphere we are going to act, I'll put it diplomatically, with great independence. Some might say critics might use the word impunity to promote ends, to advance interests as we see them. And in this case, there's obviously an interest in bringing about a change in regime and in Venezuela. And this is one way of what escalating, graduating incrementally, increasing the pressure on the government.

Richard Haas, speaking there to NPR's Morning Edition. Venezuela has the world's largest proven oil reserves, with about 1 million barrels produced daily. The Indiana Senate is set to meet today to consider President Trump's call to redraw that state's congressional districts. As Ben Thorpe of member station WF YI reports, the move follows months of pressure from the White House.

The Indiana House has already passed the redistricting plan that could help Republicans win two seats in Washington now held by Democrats. Senate Republicans have been deeply divided on the issue. Republican Greg Good held a town hall to hear from constituents and was one of several lawmakers to face a swatting attempt recently that he says brought armed law enforcement into his House over a fake emergency call. Good says he's still undecided.

On Wall street, stocks opened mix this morning as the Commerce Department reported a drop in the U.S. trade deficit. NPR Scott Horsley reports. The Dow jumped 200 points in early trading.

The U.S. trade gap narrowed by almost 11% during September. Exports and imports both increased during the month, but exports jumped more. New applications for unemployment benefits rose sharply last week after a Thanksgiving lull the week before, 236,000 people applied for jobless aid. The number of applications can be useful in assessing the pace of layoffs. Stock in Oracle tumbled after the cloud computing giant reported disappointing earnings. Oracle's been investing heavily in artificial intelligence. Despite the dip, co founder Larry Ellison is still a very wealthy man. Asian stocks were mostly down overnight. The man accused of killing conservative activist Charlie Kirk is scheduled to make his first court appearance today. 22 year old Tyler Robinson allegedly fled the scene, prompting a massive manhunt before he surrendered. He's charged with aggravated murder, among other charges. 31 year old Kirk was shot and killed at an outdoor event at a university in Utah in September. Jury selection starts in Milwaukee today in the federal criminal case of Hannah Dugan. She's the county judge accused of helping a man evade immigration authorities when they showed up at her courtroom to arrest him. The case has become a flashpoint in the Trump administration's mass deportation efforts and its battle with the courts. Ayan Silver from member station WUWM has more.

Judge Hannah Dugan has pleaded not guilty to federal charges of obstructing a proceeding and concealing an individual to prevent arrest. The parties are now focused on finding an unbiased jury, says Josh Blackman. He's a law professor at South Texas College of Law in Houston.

I think there's a lot of, you know, scrutinizing every juror. What have they said on social media? What are their views on Trump? What are their views on immigration?

Prosecutors will likely argue Dugan tried to impede ICE agents from making an arrest. The defense is expected to argue that Dugan was trying to run her courtroom and follow court protocol in unchartered waters. Her trial starts Monday. For NPR News, I'm Ayan Silver in Milwaukee.
