In Washington, I'm Korva Coleman. The House is expected to vote today on a Republican backed bill to address health care costs, but the measure would not extend the enhanced health subsidies expiring at the end of this month. And NPR, Sam Greenglass reports.

For weeks, House Speaker Mike Johnson promised to unveil a health plan as Democrats and some Republicans warned of skyrocketing premiums if enhanced subsidies expire for plans purchased on the Affordable Care Act Marketplace. The Johnson backed bill packages a few health policies Republicans have long favored but would not stave off the premium spikes many people on Obamacare plans will face in January. Some House Republicans, mostly in competitive districts, have slammed Johnson for refusing to allow a vote on the subsidies and are trying to wield House rules to circumvent him. But with Congress leaving town after this week, it is all but certain the subsidies will expire. Sam Greenglass, NPR News, Washington.

President Trump says he'll give a nationally broadcast address tonight. He announced the news online but didn't say what he'd talk about. White House Press Secretary Caroline Levitt says Trump will discuss his accomplishments this year. She says they are, quote, historic. She also says Trump will talk about his plans for the rest of his term. Rhode island officials have released fresh videos of the male suspect sought in last weekend's mass shooting at Brown University. But Providence Police Chief Oscar Peres is looking for more images. He's asking neighborhood residents to review video footage from their home and vehicle cameras as far back as a week before the attack.

On Wall street in premarket trading, Dow futures and Nasdaq futures are higher. You're listening to NPR News from Washington. President Trump says he is ordering a blockade of all sanctioned oil tankers that are going into and out of Venezuela. Writing online, he says Venezuela is surrounded by the largest armada ever. Trump also said Venezuela has been stealing oil, land and other assets from the United States, but but he didn't explain what that was or offer any evidence. Maryland's Democratic led legislature has split from the nation's only black governor over a bill to study reparations for American slavery and segregation. From member station wamu, Ginny Abamu reports the reparations study will move forward.

Governor Westmore vetoed the bill last year, arguing he didn't need a study to no harm was done. He pushed his own approach, which included cannabis pardons. Those supporting his veto called the measure well intentioned but divisive, and questioned whether it's even practical to calculate compensation for the harms of slavery and segregation. Others say the state enforced slavery and segregation, so the state must make amends. Delegate Janelle Wilkins chairs Maryland's Legislative Black Caucus. She says the override isn't about opposing the governor. I think that people who are passionate.
