Welcome to the show. Was the head of the CIA killed from Havana Syndrome? James Woolsey just died. His family claims Havana Syndrome was the heart of it and he suffered complications from it and that's why he passed away. This is an astonishing claim. And all of this is happening just as one of Britain's former intelligence assets came forward claiming he was used in secretive experiments involving implantable nanotechnology, covert communications, and technologies that allegedly left him permanently changed. Joining him is researcher and friend of the show Jesse Beltran, who has spent years documenting these allegations and the growing body of evidence surrounding them, including Havana Syndrome. So Rafe, I mean, I just maybe get your response to the news that we've just learned obviously about James Woolsey, the head of the CIA and the family's claims of Havana Syndrome.

Well, I take those claims extremely seriously and I think they're likely true. And he wouldn't be the first very senior intelligence officer to have succumbed to illnesses that have been claimed to be associated with Havana Syndrome. The whole concept or practice of so called microwave diplomacy since the 1970s has had fallout. It has had casualties ranging from very high ranking intelligence and State Department officials working in that case in Russia, they came down with leukemia and they have maintained, although it was never fully accepted, that this was to do with exposure microwave radiation while in post. I think what has happened now is that, well, we have a claim from a very senior member of the intelligence establishment who has now unfortunately succumbed to their injuries. And, you know, it's a continuation of the same trend. And I think there is no reason or certainly I don't have any reason to doubt that claim at all.

Yeah, well, this is really, really front and center right now. Obviously I've been covering this topic since 2010 and our US government has denied that this affliction, Havana syndrome AHIS. Back then in 2010, we called it electronic terrorism. They are denying that this is happening to United States civilians. They're only claiming that this is happening to federal employees and their family members. But they have to remember that their family members are civilians as well. They are. They are now offering compensation. I think over $3 million has been paid out now to Havana Syndrome federal employees who had claims that they've been afflicted by this. But the. The bigger story here is, you know, who's doing it, Is it still going on? And is this a continuation of the MK Ultra experiences? And I claim under the data that I've collected over the last 20 years that it's all of the above.

Jesse, how did you learn about Rafe's story?

Yeah, well, when I did my first interview with you, Clayton, you know, that had. I mean, it's seen. Been seen over a million times now. Rafe saw me in that interview and he mentioned to me that for the first time he had hurt someone who, who very methodically explained the signs and symptoms and the methodology that goes around this phenomenon. And then he had reached out to my staff and quite frankly, when I heard that Rafe was an MI6 whistleblower, Oxford educated, GS15 clearance, just had extensive experience in overseas, and he can expound upon that. Now back to the interview. Rafe? Yeah, I just wanted to sort of set the stage there with Jesse on how you guys came to meet after seeing our show. Why did you decide to come forward? And maybe you can just. I'll give you the floor and you can just maybe tell us why you decided to come forward.

It's a really good question and I think there was a certain degree of impulse impulsiveness about it. I listened to your conversation, I heard Jesse speak and I understood that this was a. Yeah. Someone who had studied this phenomenon to a great extent and had. What I've come to learn is, and I had an intuition about. Is an unparalleled experience dealing with, dealing with literally thousands of people. I from. From a technical perspective as well as a sort of hu. Human one. And I knew that certainly a percentage who could put a figure on it of those people that he was working with would have been bonafide experiences or experiences rather of some of the effects and some of the tools and techniques that I had, was aware of and had used and had experience of and that this was someone who yeah, certainly I could have a conversation with. And I know Jesse uses the term whistleblower, but I'm not really whistleblowing from an organization. I'm whistleblowing about a practice or let me say a set of activities that is undertaken by people who are in my position. And I had views on that and certainly I wanted to give Jesse what information that I could that might assist him from my position in terms of someone who is familiar with the things that he's. He's documenting and talking about in his day to day role.

So maybe we could be specific for our audience that may have missed our earlier interview. We could talk about specifics. What things specifically were you saying these people were afflicted by? And I know what they're going through because I was using it at the agency or I was using it at MI6 or we were trained in this. Like what things stood out to you that like lit a light bulb moment for you?

Gosh, I'd have to look back at the interview. I mean I, I would be misrepresenting the truth if I could remember a specific thing. It probably was the issue of directed energy weapons, which is something that is, well, let me say the less pleasant side of the whole technology. It is also by far and away the most dangerous. It's lethal and it's incapacitative. And I think.

Can you just talk about the mechanisms of that? I'm sorry this is your world. And for the layperson, sure. Are we talking about a machine? Are we talking about nanoparticles? Are we talking about medicines? Can you maybe describe the type of directed energy weapons that you are familiar with? And this. This, when you heard it in Jesse's interview, you said, wow, I know, I know that.

Yeah, well, they are. They're. They basically fall into two. Two categories as far as I'm concerned. But they both. Both involve the same idea, which is remote action using electronic means. So that would be to use the electromagnetic spectrum. It would elementary particles in a particle beam. It would be to use infrasound or any other tool or technique that is not visibly obvious but is still has a physical effect. And if you use it in a high enough intensity or power setting, that can then have impacts on human. On the human biology. And so if you can talk about it from one side, you have surveillance tools and techniques that have traditionally relied on, you know, radio broadcasts, for want of a better word. But that's exactly the same phenomena. But that can be dialed up and dialed down. And so that can be repurposed for directed energy effects. But then you have weapons. And that's why they're called directed energy weapons, because they are. They designed to. In fact, they range from the whole spectrum from highly lethal to temporarily incapacitating, like you might find in an lrad. And so where I'm interested in this or where I have experience is on the clandestine use of these tools to enhance or to support intelligence work. And that's done in the shadows. It's designed to be. To have. To leave no trace. It's designed to blend in with the background noise in inverted commas. And that is what Jesse is dealing with. You know, we are talking about people who are. Have been or claiming to have been attacked by directed energy and how you are able to understand what it is precisely that they've been dealing with and how you disaggregate that from other things. That's where I thought I might be able to help Jesse with, because I could explain how I've seen it used, how I've seen it deployed. And certainly he knew what to look for. So it was kind of another way to like support him in that. I mean, I don't know whether that's fully answered your question, Clayton, but.

Right. I guess, yeah, that's part of it. It's multifaceted. So, Jesse, are there specific applications where. Where Rafe was able to confirm what you had been researching to say this was a remotely accessed. Because he mentioned a broad range of ide radio waves or something that's not. That can be triggered remotely. Things that could be temporarily incapacitating someone all the way up to far more severe.

Yeah, well, Rafe really explained it. Well, when we went there and did his original interview, he talked about the system being multifaceted. And that really piqued my interest because I said, well, what do you mean by multifaceted? And. And Rafe had explained to us how he had been on clandestine missions, and he was basically told by his handlers or his superiors that he was going to like this and. And just accept it. And you're. You're gonna. You're gonna think this is pretty cool. I'm just. I'm making inferences at this point, and

And he can explain what that. And maybe, Rachel, you can explain what that was about and why you said it actually may have saved your life at times.

Well, that is true, but can I first say that both of you are much better at summarizing succinctly what I've been saying. And that was very good. Clayton, I thought that you sort of were able to pick apart the kind of word salad that I'm delivering.

Yeah, well, I think it's for a lot of us who live in something for so many years. You know, you live in something for 20 years, and then someone comes along who has no idea what. What you're talking about. You know, I can kind of see it from fresh eyes. And so to see this sort of panoply, this sort of multifaceted tool set that they have access to, which I'd never heard that before, I mean, that's stunning to me that, you know, they have a. They have a. They have a toolkit that they can use. We just want to. We want to interfere with someone a little bit, or we really want to incapacitate them.

Yeah, absolutely. And I think that is actually. And you're right, sometimes you don't see the wood for the trees. And it can be. Living in it, which I was for several years, can be. Well, it's totally overwhelming in many. In many respects, because it can pop up pretty much in every avenue of life. And the sort of human experience, cybernetic in the sense that it can, you know, these tools. It is a toolkit. And that is how it was referred to the cyber tools of some description. They are able to, like, reach out and undertake actions from a distance. And. Yeah, it ranges from, like, surveillance all the way through to, you know, almost. They don't call it kinetic, but it is essentially kinetic in the sense that the outcome is the same. Jesse did mention that, you know, there were some sort of, you know, at the time it was ex. You know, I didn't take it in a humorous way at all. You know, it's with hindsight that I can look at it and sort of think, gosh, yeah, that was a bit absurd and maybe, you know, would I enjoy it? I mean, you know, quite honestly, I don't know how. The thing is, if I look at it from the other perspective, you've got to keep. You've got to keep an asset going, right? You've got to keep them motivated in some ludicrous respect because, you know, this is a very unusual and what's the word I'm looking for, Unpleasant scenario in which to find yourself and you've got to keep people motivated. There's a lot of risk, there's a lot of personal risk, there's a lot of threat. And you know, well, you've got to appeal to perhaps things that, you know, seem could be anything. Right. But I mean, maybe you want to like, imply that, you know, maybe I can help.

Yeah, yeah. Rick, can you, can you talk about the multifaceted aspects of it? You talked about the, the communication aspect of it. You talked about if you stepped out of line, didn't follow protocol, what they would do. And then ultimately you already expressed about it could become lethal, that, you know, you were. Yeah, basically you and your significant other were given cancer at the same time because of being exposed to this. So if you can explain to the audience, if they can hear that from you, I think that's important.

Okay, well, I mean, I think I then will explain because I think. But the best way is to say that there are two types really, like two main categories. One is the surveillance tools which rely on remote electromagnetic communications sensing and interpretation of signals. Data that's basically coming from a human being is one. It's relatively easy to provide a signal. It's a lot more challenging to get a signal back. But once you can achieve that, then you have a two way multiplexing communication system and that, that itself has, you know, various power and signal signaling requirements. And that this tool itself, it can be repurposed to cause discomfort, pain.

And I'm sorry, just to be clear, this is something that was when you worked for the agent. Is this something they injected into you, something that you were.
C
No. So I was provided with a dental implant back in 2013, the summer of that year, against my knowledge. And that has now since been identified but at the time it was done without my knowledge or consent. And then in 2016 that was, it was made clear to me that this was the case and that this device could be used for two way communications. And up until that point I'd been using other means of communicating with handlers with. Communicating with a covert human intelligence sources, both sort of foreign, domestic and had been providing information through more traditional inverted commas ways like electronic Dropbox and so on. Electronic Dropbox.

So they could just.

So like, so no, like you, you remember General Petraeus that he was communicating with his. I want to say I, I don't know who he was actually communicating with but they're writing emails in Gmail. You know, he would make a draft, she would sign into the same account, they would read the information, delete the information. That is effectively an electronic Dropbox. So it's designed to circumvent traditional means of communications. You didn't have to send anything in the traditional sense and. But yet you could still send and receive information in a covert manner. Well, that's what they had hoped. I mean the idea is the same. So using email or using any other means. So when I talk about an electronic Dropbox that could range from anything typically, typically using email but to unused accounts or duplicated accounts and so on. But in the summer of 2016, I was encouraged, let's use that word to get off these methods. But for operational reasons it then came obvious with hindsight, but I didn't understand at the time. And that's when the method of methods of communication were introduced to me. And that took several months. It wasn't something that, you know, you can just switch on just like that and expect someone to deal with it. It's an incredibly invasive and wholly occupying mentally.

So how do you, can you talk about how you experience it? I mean, is it almost like voices in your head? Are you

synthetic? Telepathy is what he's describing.

Yeah, yeah, yeah. I mean it's like a, you know, it's, you know, if you are receiving an instruction, it would be something that is like, it's a, it's a voice that kind of appears in your head. And this, it's a very strange, strange phenomenon. And as you know, the first time it happened, I was, I was shocked, I was kind of scandalized I think would be a good word. But that, but because of this and I, my reluctance to have the commands given to me that in that way that wasn't used very often at all and other methods Were, were used. But the idea that it could be used was, was always available to me. I mean, I, I can tell you it's, it really is not. It, it's not something that a person, a human being is designed for. And you know, we are social creatures. We have evolved genetically over millennia. We're not designed to have this kind of. Well, as far as I know, you know, we're not designed to, to, to communicate in this manner. And the idea that your. One's internal monologue or your thoughts, or in particular my thoughts, my internal monologue could be understood and have information extracted from that, whether or not I liked it is another unbelievably. What's the word. The word I use is a panopticon. You know, you have literally nowhere to hide. You have nowhere you can seek sort of privacy. I think that's the end that. Yeah, that. I think that's the best way to put it. It is the end of, end of all notion of privacy that you may have, you know, range from your reactions to meeting people. You know, maybe you've see someone, you think they're attractive or you think the opposite. You know, these, those kind of things are no longer things that you can keep to yourself. It's all there for the taking. And because of that it has an. Yeah. The impact psychologically is, well, let me say devastating. And I read back to some of my communications which I submitted to the Invest Investigatory Powers Tribunal quite recently, actually. I looked through at some of the, some of the communications at the time and you know, I, I was writing at that time. I don't know how I'm going to get over this. This is like, this is psychologically absolutely devastating. I can't see how I will ever recover actually, because. But then in order to sort of like, as I say, it was introduced a bit like boiling a frog in water. I mean, not everything was introduced at once. And it kind of would sort of go along and then there'd be like a jump in, you know, exposure to something new until eventually, you know, I was fully kitted out with it. But it took months and it required a support structure around me of COVID human intelligence sources who were in one way or another able to support me through that. And that was. Well, it wouldn't have been possible otherwise. And then, yeah, so very difficult. But because there was a threat, threat of sanction at any time, you know, like if someone is going through that in preparation for something that's upcoming and there is, there is a real risk. And I acknowledge It, I acknowledge it now, there's a real risk that person is going to go into a flat spin and fall apart. And you have to be disciplinarian. Let me say you, you. Otherwise this person's going to go off the rails. I nearly, I nearly went off the rails.

Did you then remove this implant? I mean, when you were starting to, when you were confiding in other people and you, you found out that this was because of this dental implant, that you were, you know, getting these messages and did you have it removed? Did you try to do it covertly? What did you do?
C
No, such a thing would have been absolutely unthinkable because the way the, the, the equipment operates is in, basically in, in real time. And you know, the idea that I could even think of reporting it to Exam, for example, to the police was totally off the table. You know, I wasn't allowed to go within a certain amount of, you know, certain radius of, of a police station and especially in, in the early days. And then if, if I even, you know, moved in that direction, it would be made very clear to me that, you know, you, you're not going in there, mate. And so.

Yeah, could you just give me an example? I mean, it's so, it's mind blowing, but if you're. So you're out on a case, you're dealing with, you know, you've got a source or something like that that you're dealing with, as in a, in a, in the field, so to speak, how can you give me the application of how it might be used? Would you be sitting there interacting with a confidential source or something like that and suddenly you're receiving sort of messages from, from headquarters?

Not really. It was mainly used to move from one place to another to. And in the cases where my basic communication system, like, I tried to keep things as normal as possible, you know, so that would be a mobile phone to most people. And so every opportunity I had would be done the traditional way. And so the only reasons that I would really be leaning into that system and I did would be when my means of communication completely went down. So I'd run out of batteries. I was far away from being able to resolve that situation. I needed to move from one place to another. It wasn't entirely clear to me where I should be heading to or there was a priority that absolutely needed to be dealt with and that I had to make, make myself available in such and such a location to do such and such a job.

And they would. I'm just sort of picturing this as a layperson, there's somebody in a booth somewhere, almost like a skiff with a communications box and they just press the, the Rafe button and they deliver like an audio message to you. Or is it like some sort of a text based message that you're able to understand that I need to leave here now?

No, I think there would be, I would already be been generally appraised of what I needed to do and so that, you know, it would be quite obvious what I was thinking at any point in time. And so, you know, the, the best route with me was always to kind of nudge me in one way or another. And as I mentioned to, to Jesse before, that could be the use of, in fact was the use of like, I want to say a jingle, but that's just the wrong word. Like clips, clips of music or like a refrain from something like that. That was very obvious that this was the link and that was where I, you know,

so I was responding to your thoughts like you're not speaking out loud, you're just thinking something. I'm kind of stuck in this situation. I'm not quite sure if I should go. I don't think right or left.

It's not. Yeah. I mean, the thing is there was a degree of uncertainty in this approach. It's not certainly like 10 years ago or we're talking about when I was doing this was between 2016 to 2018. In the beginning it was a bit hit and miss, I've got to say. It wasn't always. They weren't picking up everything that I was thinking at all. You know, they would make mistakes and I can actually document that. And in fact I've provided evidence of that to the, to this tribunal. It wasn't completely cut and dried that absolutely everything. So there was a degree of error, let me say, involved in that. I generally knew when I went left the house or left the house of like a covert intelligence source. I, I generally knew what it was I needed to do. There might be a bit of uncertainty here and there about how I needed to get there. And over time you build up a kind of store of light motifs. I, I don't really know the word. It's. It's very strange corner of tradecraft that, you know, you can provide an image or provide a jingle or perhaps some other, you know, a sound and that would like be associated with something or that. That would be the, the signal. Let me say a signal would be the best, the best way to describe it. I mean that'd be the traditional Way to describe it, to do X or. Yeah, sorry, don't expect to receive like really detailed.

Yeah, I just, I'm just shocked by the idea that you like. Well, I'm just shocked by the idea that they could sort of read your thoughts, you know, that they, they could read your thoughts. And it started out not very well and then it progressed to a point when they were able to more readily read your thoughts over time.

Yeah, yeah, I think that was the, I think that was the technology though. I, I like to, I don't know, I mean, I guess they got better

at what they were doing.

I think that that was it. And I'd sometimes notice like a change and it was like you've had a software upgrade somewhere along the line and yeah, it's got noticeably better. It's, you know, a lot. The error rate is dropping and.

Yeah, yeah. Jesse, your thoughts, I mean, did I miss something there? I'm just, you have to, you know, you guys again, swim in this for the last, you know, many, many decades. So for me as a layperson learning that these intelligence agencies would implant something in a dental capacity without your knowledge, you had no knowledge of it. And then to find out that they're able to start to read your thoughts and guide you as an intelligence asset is stunning to me. So Jesse, I don't know, just your thoughts on.

Well, yeah, it's very typical. You know, I've been covering this, like I said, for, since 2010 and I'm pretty verse on, on the topic. And what he's describing is the typical synthetic telepathy that a lot of the experiencers talk about. Where your, your thoughts, what you see, everything that you're experiencing in your environment is being monitored and captured through this RF Havana Syndrome phenomenon. And you know, what are we talking about? We're really talking about how the MK ULTRA phenomenon has basically accelerated with technology on steroids. You know, back in the MK Ultra days where they were doing electrical shock therapy, drug therapies utilizing hypnosis, which has been significantly covered up because the predominance of hypnosis in getting people to do things that they would not normally do against their moral compass has been the ultimate carrot that most intelligence agencies, government agencies, military agencies have been seeking. And MK Ultra developed into 150 sub projects that we're aware of. It could be more, more. And on June 30, Anna Paulina Luna, they held a hearing on whether or not MK ULTRA did happen and is it still going on. And what was interesting in that hearing is that they made inferences. Many of the, the participants there were questioning the witnesses and they were making inferences about RF emissions, directed energy weapons. So they are aware that this is happening. And what Rafe is describing is how intrusive and cognitively this can be to someone. In fact, in Rafe's initial interview, he eloquently expressed how it pissed him off. And he demanded that they stop communicating with that, him that way. And then he wanted to go back to traditional means like the electronic Dropbox this, the email type scenarios. And so that, that was quite striking because he, he had leverage. He has a unique skill set that most humans do not. Because if I think if he did not have that skill set of being in, in the magnetometry field and his expertise, they probably would have just left the system go. And, and he may not be speaking to us today. That's, that's my opinion. But that is exactly what he's talking about. Now when we talk about multifaceted, you know, the communication, synthetic telepathy aspect of it, we, we just covered, then if you get out of line you were talking about, they'll turn it up a little bit it and it becomes a torture device. That is exactly what every victim out there that I, that comes to me expresses that this is a 24 7, 365 day a year torture. And not only is that happening here in the United States, I get calls for help all over the globe at this time. And then ultimately we now know that it can be a lethal weapon. We know what happened down in Venezuela. President Trump said they used the discombobulator and he probably shouldn't have talked about it, but he slipped up and it brought attention to that, to what was that they were, they're specifically talking about. Rafe is describing directed energy, pulsed beam frequencies and this is why it's a multifaceted system.

Can I ask you, the people that you're talking about that have Talked about the 247 torture, do they have some sort of an implant like Rafe has? Or is this something that they're able to do remotely from 100 yards away, 200 yards away, even miles away on a regular basis? Like I've talked to CIA whistleblowers who've obviously seen vans sort of just parked outside of their home with directed energy weapons sort of aimed right at them. So can you talk about that piece of it?

Yeah, exactly. Well, it's a, it's a very good question and it's important that everyone watching understands what, what you're referring to in my personal opinion. You know, on May 8th of 2024, Colonel Greg Edgrain retired Colonel Greg Edgar and gave testimony that indeed that this phenomenon is happening here on our homeland. Not only to the best of our best in the FBI, CIA, but we now know this happening to congressional members. And this is. He decides on the slow duration, long term exposure as being a slow kill. The system is designed to make a person look like they are crazy. Okay. Now in Rafe's case, he does have that documentation of that dental implant. But when I was there, we did test him and we were able to show that there is a visual frequency that we can show on a graph that is emitting from his person. We also used what was called a nonlinear junction detection, which is a type of device that shows checks for silicon harmonics. Now silicon is in every electronic semiconductor out there that is made. Now this back prior to the pandemic, I would test people and quite often if they were not symptomatic, they would test negative. And all of my victims who were symptomatic did test positive. Now what is happening post pandemic, everyone is testing positive for a semiconductive harmonic. What does that mean? We know that a lot of the nanotech that is, that was now being proven, that was in the injections. Is there this nanotech, nano robots, whatever you want to call it, they're 1 2,000 times the width of a hair. They're self assembling, self replicating. They cross the blood brain barrier and they have, they contain graphene and they contain silicon, which are amplifiers. So the amp, the amplification of signals to receive and transmit are enhanced. So I have taken people to two miles down into granite caverns in Jackson, California and we would test to see if there were still signal detections. And even deep down, two miles down in underground, we were still detecting that the bottom line is that no matter where you go on the planet, if you have been turned on in this system, you cannot escape that signal. I recently was down in California. I was hired by a client because he had created a lawsuit, sued his perpetrators and he actually won. But he believed that it was happening again. So he wanted me to come down and test his environment to see whether or not I could find anything. And to my surprise, we were documenting pulsed microwave emissions and which were predominantly strongest up in the upper levels of his home. So what he is experiencing now is exactly that. And that is where we're at today. Ultimately, we now know all the white papers are out, the scientific studies are out. We know that basically there was A Trojan horse. And the entire human species has been duped. You have been non consensually experimented on and basically infiltrated with this type of technology. Now the problem is, is that this is completely legal to do under the 21st Century Cures act under President Obama. Under Section 3024, it is legal to experiment on US citizens as long as it doesn't exceed minimal risk criteria. So the question is what is minimal risk criteria? And the answer to that is nothing that doesn't happen in normal everyday life. Does death happen in normal everyday life? And the answer is yes. And you have the fox basically governing the hen house on all that data that they are collecting under quote, unquote, experimentation is protected by national security protocols. Even if you did a FOIA request, you're not going to be able to obtain that information because they'll claim national security. But we're hopeful if Paulina Luna is sincere and we're not just going to say yes, we've proven that MK Ultra happened in the past. And really what needs to happen is they need to bring witnesses who are experiencers in this. I will say this, I have the world's largest independent database on Havana Syndrome victims. Hi victims, electronic terrorism, whatever you want to call it, it's all the same thing. And I'm a master hypnotist for one reason, because I wanted to understand how people with million dollar businesses and educations, PhDs, doctors, lawyers, attorneys, judges, you name it, every spectrum of life has come to me asking for help, how do we fight this? Rafe, can you talk about, you know, because Jesse talked about some of the torture level, the 247 torture. You talked about obviously the basic level of communications with this dental implant. But then obviously Jesse mentioned cancer and you and your wife simultaneously. So was there a point at which I don't want to say you went rogue but you went in an opposite direction and they decided to pull you back through this torture?

No, no, I actually it was, was part of the job description and that was that there, I call it 21st century war driving. I don't know if you know what that is, but there used to be, with the advent of wireless networks, people would go around to try and find network vulnerabilities. You'd set up basically a wireless router detector on your car. You drive around, you would, so, yeah, basically soak up as many wireless networks as you could and find passwords which were easy to crack. You then make that data available. People would take advantage, set up botnets, whatever. You know, it was a kind of, it was a practice by people who are interested, but it was also done routinely by any intelligence services because it's an absolute must to be able to understand all aspects of your electromagnetic environment if you are able to control it. And so that happens routinely. My job or a part of it, or a good maybe like 14, 15 months was to do something similar and to basically war drive around the capital in the UK and in certain other locations to try and get people to raise their heads above the parapet with this technology. And it was through that that I was exposed to, to a lot of harmful radiation. And I think after a while that kind of, that stacked up and because, well, I was an agent, I was living embedded within the community and there was no place for me to go home to other than my home. So that then you, you'd bring your work home with you, I guess would be, would be the, the best way to describe it in a kind of glib way. And that I can only assume exposed my girlfriend at that time to this, to the, to something similar because we both came down with exactly the same cancer within six months of each other and we both had to go undergo surgery. Could you talk about some of the other more advanced directed energy weapons? Again, we've talked about the communication piece to just sort of move people in a certain direction. But can you talk about some of What Jesse was talking about, where it's sort of a global infrastructure and is far more nefarious.

Yeah. You know, that was never really my, in my purview, let's say the sort of the wider networks. I think it's totally fair to say from my perspective that the systems of communication are reliant on, you know, the public wireless communication network. Anyway. The systems that are used that are passive, they're re radiative, they require a certain amount of, in my case anyway, they require a certain amount of pumping radiation which is applied externally. If it doesn't receive that, there isn't really the likelihood that it would certainly in the positions where they are in my jaw, it wouldn't get out of the mouth the signal. It would be attenuated by my cheek. But with the pumping arrangement, then it has a much higher gain. And it can, yeah, it can. It's still very weak, but it can be detected. And Jesse was impressively actually able to detect it. And we had, he managed, his colleague managed to get it all on camera, which is fantastic. So there's one side that is related to the wider electromagnetic environment. However, in order to, you know, you can probably broadcast a signal pretty easily, actually. You can find videos online of people with speech jammers. Yes, you need a line of sight for that. But the principle is still the same. Instead of like transmitting tartini tones, it's known as heterodyning. And you can like pass to electromagnetic frequencies that superimpose on one another and they produce a. They produce. It's demodulated by the skull and it can produce kind of an internal voice. Let me say that's pretty standard. It's well known, it's uncontroversial in many ways. And you don't need line of sight for that as electromagnetic frequencies can obviously pass through walls and what have you. So there's that side and that is infrastructure based. And there is the other thing that is truly, let me say, directed. And in that sense you have someone sitting behind a piece of equipment that is aiming or locking on to your position in order to deliver. Yeah. A certain amount of power. And whether or what the mechanism of delivery of that is can vary. So on the one hand you have very simple systems that are designed to deliver just high powered microwaves, pulsed or not even pulsed. I've experienced very rudimentary systems that clearly not from, you know, they're not peer adversaries, let me say. And in a, in a way, I think they're in a sense more dangerous because There is, you know, even if you weren't trying to use them in a lethal manner, you might end up, you know, doing so unintentionally. And so there's on that side. But then you, you, you know, you know, again, it sounds ridiculous that I put it like this, you know, quality when you see it. And that sounds ridiculous, but it's true. I mean, the subtlety of the effect

displays the level of technological advancement of the person on the other end. And so, for example, there are systems that can direct particle beams. That is really the kind of exhaust end. And then with that you can, well, it depends what scale you're using. Typically these things are in low earth orbit. And you know, you could direct it down onto a target on Earth. And you're not going to, generally speaking, unless that's, you know, use that on an individual, unless they're the president of a country or so on. But then you have much smaller devices that do the same thing. But again, that is the sort of higher end of the technology spectrum. That is not, I wouldn't say that's particularly commonplace. And then in between those two things, you have a kind of spectrum. So you have things that are really sophisticated surveillance devices. You know, let me say any old, any old fool could set up a microwave gun. I mean, I could probably do that. And you could like get a really high power generator and direct it at someone. I would never do that. But I think that that's not beyond the capability of, you know, your average person in the street, given enough time and given enough, you know, enough information on how to do it. But certainly when you move to the level of, you know, the surveillance device, that's, that is incredibly delicate, sensitive precision engineering equipment. It uses a technique called optical phase interferometry. And actually it's not optical, that's used for creating holograms, but there's a microwave phase interferometry technique which is used for surveillance. And it scatters back information from the target, you know, the object of interest, your surveillance interest. And that can provide a very detailed volumetric view of what you're looking at now to, in order to, you know, create that kind of system, you need. Yeah, that requires, you know, very high high tech, high precision engineering. You know, we're talking about extremely accurate pieces of antenna systems. We're talking about very complex circuitry, control circuitry and so on. And then on the, the other side of that is if you're going to use those sort of things for surveillance and you actually want to get involved in the communications, two way communications game. Well then you have a whole other issue of signals interpretation that requires like machine learning or you know, artificial intelligence, to use that term loosely, in order to get your return signal. And so to do that requires, you know, a high degree of technological advance, advancement. The thing is, you know, this technology was first, you know, debuted back in the late 70s, you know, the Moscow signal and the thing and all those other things you can go and read about. It's in the declassified pieces in the National Archives. You know, that was further, you know, further back in time than I've been alive. And in that time there has been no let up. You know, the competition, global competition has not changed, it's not abated. And in many senses it's got, you know, more complicated. And the only way to sort of stay abreast or stay afloat rather. That's probably the better way, isn't it? That is to maintain your edge in the technological space. And this is, you know, where you find this technology is the bleeding edge.

If there's any like, any news items recently in the past year that everyone else has been so consumed by and you've sort of sat back and said, I know what that is. That's the work of X, Y and Z directed energy weapon. Whether it's the Maui wildfires or God knows what else, I cannot wrap my head around it. But is there anything you're aware of that people would just have their jaws agape?

Yeah, well, you've used the right expression, expression there actually, because it's known in the business as jaw dropping. And as I remarked to, to Jesse the other day, it's probably because you couldn't use the term eavesdropping. It's something, something slightly different. But actually that's the humorous. My hu. The humor in my response is, is gallows humor really, because this technology can be used in extremely lethal, playful way. Yes. There have been times when I've seen something and I've thought to myself, well, gosh, I, yeah, if I'm a, I'm a better, you know, if I'm a betting guy, I can tell you exactly what has happened here. There's no doubt in my mind how such and such a thing has been accomplished or so. Yes, that does happen. It hasn't happened for a little while. You know, I can say that I watch sometimes debates between, you know, very eminent and very, what's the word, smart people in the online world debating things like, you know, I can't remember what it's called now ghost murmur and yes, you know, I. I see that they are grappling with the normal standard physics ideas about how such a thing can work. But unless you understand that what would these systems are dealing with a certain amount of pulse pumped radiation. They're re radiating devices. They're not like harvesting in. In my experience, you know, biological energy, it's. It's related to that. You can tell someone's heartbeat because the whole system is integrated with your own biological, electronic, electro. Biological bioelectric field. So yes, you could detect someone's heartbeat but the manner in which you get a signal is not fire. You know that providing its own power. No, that wouldn't work. But if you pump a device and it's re radiating then you know, you can start to get. Especially if you're you know, observing from 40km away. But you make an assumption that you're observing like horizontally. No, you're observing straight up. There's actually. That's an unimpeded low attenuation path into low earth orbit and that's probably how you're getting your signal. So. Yes. So when I'm looking at these things being talked about in the mainstream, the mainstream town hall, let me say I see a very, you know, rational, reasonable, wellth thought through scientific reactions. But once you know the kind of tricks of the trade, let me say and that that's what it is, then you know, it's like any old, any magic trick, it becomes a little more. Yeah. A little less interesting once you know how it's done.

Yeah, yeah. Well, you know, the ghost murmur was pretty significant. You know that's the pilot that was downed in Iran. How they were able to locate him and you know the tracking his heartbeat. Correct. The. They were able to see the signal and that's what Rafe is. Is describing. And you had asked earlier, you know, you had mentioned, you know, you've spoken to CIA agents and are talking about this device being aimed at them. That happens in very few cases and I believe it's a psyops and it's done on purpose because they don't want the majority of the population to understand that this is the only way this is a global event is because it's exactly what Rape described. It's in our orbit. This is coming from satellite. It's a complete, complete network that's integrated with our ground based systems and, and ultimately if they can find this, this down pilot's heart signature. Why aren't we using Technology in a way to find all these missing children, people that go missing. The Guthridge case, why didn't they use it? Because they could have. They would have been able to read that pacemaker. Why. Why aren't these technologies being disclosed? And the issue is because it's about power and dominance. And once they can control the entire globe, then you have one unification. You have basically a global government. Here's what needs to happen right now. We know with this phenomenon, they can. A lot of the victims talk about how their thoughts are being read. Okay, Very intrusive. Everything that they see, visualize, experience. So that's being retransmitted, and that's called metadata. And the issue is metadata is not illegal to capture, and our government is capturing in mass groves. I strongly feel, and many others and experts feel that a lot of these data centers. The United States has 4,000 data centers currently and is building more. Why do they need these huge capacities to capture data? The bottom line is that metadata is your intellectual property, and they're profiting off of your intellectual property. And it's very important that everyone understands that once the human brain has been conquered, your thoughts, when they are no longer private, you are no longer a free species. Everything, if you have a great idea or a great technology that you want to develop, that can be stolen from you, and there's nothing that you can do about it. There are many states that are waking up now that are now coming up with laws to protect your cognitive freedom. Because, you know, that's one aspect of it. The other aspect of is, what about future crimes? Can you be prosecuted for your thoughts, these predictive algorithms? Because all of this mass data, remember this data is the crack cocaine for Silicon Valley. All of these tech giants, and what is the ability for your children and your generations, their generations to come, your great grandchildren, to live a free life? Are you really free when your thoughts are no longer your own? That's the other aspect. We now know that through the new world Vistas report that and. And prior to that, other reports that were released about doing experimentation on prisoners who were incarcerated in prison, specifically in California. Even back in 1974, they were already talking about being able to remotely read biometrics. And in that report it said, including reading thoughts. That is the world we live in today. That is what we're facing. Because if you can erase memory sets with this technology and imprint memory sets, you will never know that they weren't your thoughts. As a hypnotherapist, if I was unethical I know that this can be done. And that is what everyone as a human species needs to consider. We need to have some serious discussions about this. We need to really start putting people in positions of power who are really going to understand, you know, you can only climb so far to the top. But those at the top, what do you think is going to happen when they've completely accomplished their mission? They're no longer going to need these captains, colonels and so forth underneath them, even they are susceptible. And they have family too. You, they have children. Their children are not going to be immune to this. So this is going to affect 99% of everyone, that 1%, and I can tell you why. The 1%, that elite 1%, believes that they are the only ones smart enough to decide what happens to you. In 2011, I was invited to the Presidential Bioethics Commission held in San Francisco at ucsf. There at the teaching hospital, Amy Gutman was the head. She was appointed by President Obama. I was going to be allowed to ask a question because they were talking about capturing all data on the Human Genome Project. My question that I wrote, my assistant wrote this. She was a witness there. And I said, I understand the import importance for your experimentation, but what safeguards do you put aside for when your experimentation goes wrong? And every major news network was there. And when she read the card, she tore it up and she says this statement, we are the elite 1% of the top 1% that should decide what happens, what people do to their bodies, because people are too dumb to make the right decision. That's what they believe at the top.

Rafe, I'll get you out of here on this. You've been so gracious with your time and I could do another three hours with you. And I hope that we will. I hope that you'll come back and we can dive far more deeply into all of this. But what concerns you the most about the future and the future use of the. This technology? Jesse mentioned the MK Ultra hearings, which I think in many ways were a farce, because to his point, yeah, we, of course, we know MK ULTRA existed. It's just now morphed into something far more nefarious and it's now way bigger than it's, you know, was back in the 1960s and 70s in ways that we don't have a name for it. We probably don't understand how nefarious and widespread it actually is. So I guess I'll just ask you, what are you most concerned about with this technology? Where do you think our biggest blind Spots are.

Well, that's a very good point, a very good question. And Jesse raised the great point, which is that no one is immune to this. There's not a human being that can resist this technology if it is leveraged against them. You know, the, again, the expression resistance is futile. It really is. There's, there's absolutely nothing you can do about it if, if it's decided one way or another that you are going to be the, the, the beneficiary of its effects.

So there's that. So I would say that, you know, it's one thing to be in the driver's seat right now, and that's all well and good and you have your fingers on the levers and whatever else, and you're the one who can call the shots and, you know, make the decisions about who gets, you know, a dose of electricity here or whatever it is. That situation is always liable to change. And I think, you know, nowhere is that more. At no time in history has that been a more pressing or more relevant idea than in this day and age when things can change in a week. Different systems can come into existence in a few days. And so I think that, you know, that should be kept in mind by the people who are quite sort of laissez faire about the use of this technology. The other thing I would say is that until there is a recognition of, yeah, an acknowledgment, even if it's just the simple stuff that is, you know, for example, you know, LRADs or you know, voice to skull systems using acoustic laser devices, you know, things of that nature. Like, that's very easy. It's well accepted, it's in the peer reviewed literature, It's. But it's, I don't think in the uk, for example, it's even been acknowledged now that leaves a huge blind spot because until you actually call things out and the public is made generally aware of them, you can't develop policy around it. I mean, everything you do is couched in vague terms or catch all ideas, which is this very rich environment for producing loopholes. And so the other thing I see, and certainly from my own experiences, like on the one hand I can, I'm now far enough, there's enough distance between like my time and now that I can look back on those, that time and sort of look at it from a, from a, from the perspective of the people that had to handle me and I can say, well, you know what? I can, I, if I was in their shoes, what would I have done? And like, maybe sometimes I'm like, yeah, I could probably would have done same thing, but it's not legal, it's not lawful. And so while I can understand it, it's still, like, against the law. And the behavior was truly unlawful in many respects. And so, you know, that's just a small part of the picture. And I was doing something useful, you know, and so. Or I thought I was doing something useful and. Or at least I believed I was doing something useful, which is. I don't know whether that's equivalent, but, you know, I can't imagine what it might be like for people that you have no interest in, in getting them to do something useful to you. They can't offer you anything. All you need them for is something, and at the end you can just dispose of them. And that is. That's frankly quite terrifying that such a situation could develop. And I'm being clear with. With Jesse from the beginning, you know, I'm not what you might call a targeted individual. If I were or, you know, it, when I. The more I've learned about them, let me say is the more horrified I've been because there is to. There is going to be. And definitely a percentage, and who could say, like, how big that percentage is of people that are genuinely being targeted by this technology? It's not, you know, an artifice of their imagination or for any other reason. It's real. And the purpose behind that is opaque. And, you know, I was lucky in my sense, in my. In my situation, I genuinely would generally rather understood what this was all about. I mean, there were times when I really didn't, but then it was not an operational requirement. I had no need to know. And again, I can look back on that and say, yeah, that was the right call. Because actually, had I known what was coming down the pipeline, I would have, like, maybe freaked out. I would have, you know, something could have gone wrong. I just didn't need to know. And so, like, there was an element of, like, confusion or like a big question mark. And sometimes it felt very. Yeah, I'm fair and like, odds of other things. But for people who have literally no idea about why they might have been targeted or why they've been singled out, because the purpose or even the general scope of the purpose for that has never been made known to them, well, there's not much to hold on to at that point. And I think that that's an incredibly frightening, frightening situation to be in. And so, yes, that is what I would say is that not only is there no hope to regulate the space and as long as it's never been acknowledged. But also there is. That space itself is inherently unlawful. It's like, you know, it's a lawless place and, you know, some seriously bad things could happen and probably are happening and yeah, as far as I can see, likely are happening.

Well, you know, really, we just. Humanity needs to band together. The divide and conquer is by design. We all understand the language of love. We all bleed the same underneath. And it's important that we. We take our power back. The other thing is, is there are some things that you can do to help alleviate some of the RF exposure that you get. Melanin is a. Is a great thing to have. Studies have shown that those with less melanin are more susceptible to these RF emissions and manipulation. So that's one aspect. And the other aspect is to get these toxins out of you. These amplifiers out of you. The graphene oxide, the silicon, any of these poisonous, toxic toxins. It's important to. To get them out of you.
