China is fighting the technology war with licenses, inspections, procurement rules, and security reviews. It may sound like paperwork, but Beijing has turned bureaucracy into a precision weapon.

In today's Restricted Handling Daily Intel Brief, Ryan and Glenn unpack China's carefully calibrated retaliation against American technology restrictions. Beijing has barred dealings with seven US organizations, tightened reviews of controlled drone exports, suspended factory inspections by American agencies, and opened China's first foreign-trade national-security investigation into imported office equipment running foreign software.

That office-equipment investigation could become much bigger than printers and copiers. Modern enterprise systems contain software, telemetry, drivers, data connections, and remote update channels. By classifying those features as potential security threats, Beijing is creating a standard that could eventually reach across entire categories of foreign technology.

The genius of this approach is uncertainty. China does not need to announce a sweeping embargo. A delayed license, denied inspection, or expanded security review can make foreign companies change behavior before regulators impose the maximum penalty. Beijing can tighten each valve individually and watch how Washington and corporate America respond.

Across the Taiwan Strait, the Han Kuang exercise is testing whether Taiwan's government can survive the opening stages of an attack. President Lai Ching-te traveled in body armor inside an armored personnel carrier to a command center during a continuity drill. Taiwan also demonstrated air-defense systems, missile-capable coast guard vessels, alternative communications, and distributed forces designed to operate during a blockade.

This is not simply an invasion drill. Taiwan is preparing for isolation, degraded internet access, strikes on command centers, and the possible loss of fixed military sites. Roughly 20,000 reservists are participating, but exercises cannot replace delayed interceptors, communications equipment, ammunition, or trained personnel.

Japan is also moving closer to the center of Beijing's threat picture. China has condemned Japan's new defense white paper, while North Korea is attacking Tokyo's expanding Tomahawk capability. Beijing increasingly sees Japanese planning, Taiwanese resilience, and the US alliance system as pieces of one containment strategy.

Meanwhile, China's exports remain strong even as domestic factory, services, and construction indicators weaken. Artificial intelligence demand is helping Beijing bridge that gap, with printed-circuit-board manufacturers reportedly booked through 2027 and technology companies expanding applied AI recruitment.
