Moore-Butts: Do Advisory Councils Make A Difference Or Are They Just Show?

Amid much fanfare the government announced last week that it has established a new advisory council on trade with emphasis on the challenging situation with the United States. Looks impressive with some big names and a non partisan flavour. But do these work or are they just a gimmick?
