New York City Mayor Zohran Mamdani talks with Jen Psaki about the need to hold ICE agents, including the one who shot and killed Minneapolis mother Renee Good, to the same justice as everyone else in America. Mamdani also highlights a new universal childcare initiative in New York, proving that government can still work for good outcomes and doesn't have to be all terror and chaos like the Trump administration produces.

Okay, we're following a lot of stories right now, of course. And just one day after the fatal shooting by ICE in Minneapolis, federal immigration agents have now shot and wounded two additional people today. And just we learned about this in just the last couple hours, this time in Portland, Oregon. Officials are holding a press conference tonight to update the public. We're going to be monitoring that to bring you any new at all that comes out of it, but at this point, we just don't have a lot of information. What we do know is that DHS confirmed a shooting that took place just after 2:00pm Pacific Time involving Customs and Border Protection, better known as Border Patrol, the agency which of course, along with ice, has been leading Trump's immigration crackdown across the United States. Now, in a statement, Portland police said the victims, a man and woman with apparent gunshot wounds, were transported to a hospital, but their conditions were. And of course, we will bring you anything we learn about this developing situation. Of course, this also comes on the heels of yesterday's deadly shooting of 37 year old mother Renee Goode, who was killed at the hands of an ICE agent in Minneapolis. And tonight, the outcry over that shooting is reverberating not just in Minneapolis, but across the country. This was the scene in Asheville, North Carolina, Today, more than 1,000 miles away from the city of Minneapolis, where demonstrators turned out in droves to protest the Trump administration's deadly approach to immigration enforcement. Also in Cleveland, Ohio, where folks showed up in big numbers with signs. You can see some of them on your screen that say Stop ICE and ICE out of our communities. In Boston, Massachusetts and New York City, people marched and protested throughout the course of the day. You can see those photos on your screen in Durham North Carolina and Louisville, Kentucky, and Indianapolis and Philadelphia. Philadelphia. People everywhere protesting against the killing of this young mother and ISIS tactics in general. This was the scene right here in Washington, D.C. earlier this evening, just before we got on the air. And in Portland, Maine, where protesters held a candlelight vigil. You can see that there. And of course, in Minneapolis, there have been sustained protests even as ICE officers continue to patrol the streets, even as that community grapples with the very real danger that those ICE officers pose to everyone there. Despite what they saw happen on a video Yesterday to a 37 year old woman, despite frigid temperatures and icy streets, people have not stopped showing up in big, peaceful demonstrations, making their opposition to the cruelty and brutality of this administration crystal clear and just. Part of what is incredibly sick about all of this is that over the past year, Trump has been promising that his crack ton on immigrants was gonna somehow be good for everybody else, that it would help everyone else in this country, that the unending cruelty toward those vulnerable communities would make everyone else safer. That's his argument. But the opposite is true. His immigration crackdown is making communities less safe. The officials working for the agencies he directs are making them less safe. The killing of Renee Goode made that abundantly clear. But the only thing Trump and his cabinet know how to do is to continue demonizing immigrants as well as basically anyone else who might question their reckless actions. And so if they. They have spent the last 36 hours doubling down. This is what I was talking about. The lack of moral clarity or humanity. I mean, today Vice President Vance even proactively went out to the White House briefing room, which means it was on his schedule. They planned for this and spent 35 minutes at the podium smearing Renee Goode's reputation and continuing to defend the person who shot her while attacking the press for simply asking the basic questions we all have after watching the video of her tragic death.
J.D. Vance
This was an attack on federal law enforcement. This was an attack on law and order. This was an attack on the American people. That woman is part of a broader left wing network to attack, to dox, to assault, and to make it impossible for our ICE officers to do their job. Many people in this room have been lying about this attack. She was trying to ram this guy with her car. He shot back. And everybody who's been repeating the lie that this is some innocent woman who was out for a drive in Minneapolis when a law enforcement officer shot at her. You should be ashamed of yourselves.
Jen Psaki
There's somebody else who should be ashamed of themselves. And he's standing at that White House podium. I mean, he's Talking about a 37 year old woman who died yesterday. He's blaming her, saying her death was a tragedy of her own making. He also said that meanwhile, Trump's Homeland Security Secretary, Kristi Noem was in New York City today, where she also doubled down once again calling Renee Goode a domestic terrorist. But it turns out all of that gaslighting, that offensive rhetoric and the policies all behind it, which is also completely cruel, have done nothing to achieve what Trump promised. Of course not. So it's very easy looking at all of this to draw the conclusion that government isn't capable of doing anything good for you, that to think they are only capable of cruelty and scapegoating, to look away, to not pay attention. But I promise you, there is some light amidst the darkness we're seeing in this moment. And that was most evident today in New York. New York City, where the city's newly elected mayor, Zoran Mamdani, announced alongside Governor Kathy Hochul that they are making New York the first American city with free, universal childcare for children as young as two years old. It was in many ways the first real attempt at a huge, ambitious, positive social change, policy change that people have been demanding. It's the first one we've seen from elected officials, I should say, in a long while. And it felt like that may have been on the mayor's mind during this announcement.
Zoran Mamdani
To those who doubt the power of the people to make their own destiny, to the cynics who insist that politics is too broken to deliver meaningful changes, to those who think that the promises of a campaign cannot survive once confronted with the realities of government. Today is your answer. In short, my friends, we stand here today because of a movement brave enough to make a promise and even braver to know that it could fulfill it.
Jen Psaki
Joining me now is the mayor of New York City, Zoran Mamdani. You have had a hell of a week is one way to put it. You're just again eight days. I think this is day eight of your term. And you made this incredible announcement about child care. Today we're going to dig into much more of that, how it happened, what it means. But I just want to start with what we are watching unfold in Minneapolis right now, because I know you were watching this closely, too. It could happen in any city. New York City is certainly, we know, a target of this administration and their immigration policy. In a statement yesterday, you called this murder and I know you watched the video. We all did. As you thought about it. What should justice look like for that ICE officer?
Zoran Mamdani
It has to look like accountability. And I think for far too long, we've seen ICE operate as an agency with a complete sense of reckless impunity. And what we need to see across this country is an understanding that no one is above the law. And we all saw that video. We all can draw the same conclusions from it. And yet what is so often lost in a video like that or in the stories that we read is the havoc that this wreaks on the family of that woman that was killed, on the community that that woman was a part of. And we know that this is only one glimpse into what has been a year full of cruelty. And I know that for many New Yorkers, when they woke up this morning and they saw that video, they felt a deep sense of anxiety about whether they were safe in their own city. And as the mayor of New York City, I want to make it clear that I will stand up for each and every person who calls the city their home, no matter where they come from or where they were born.
Jen Psaki
This administration and the Vice President repeated this today, is saying he has immunity. I mean, do you think that should fly? This is something that could happen, unfortunately, in your city as well.
Zoran Mamdani
I think that accountability has to be true for everyone. I think that has to be true for the ICE officer that we're speaking about and every single person in this country. And I think you can see from the many attempts at mischaracterizing what actually took place as an attempt to evade that accountability. And I want to be clear that we should not have exceptions for the laws that we put forward forward for each and every person. They should be applicable to all of us.
Jen Psaki
I want to play something, I think as we watched the horror of yesterday and we've seen this doubling down of this administration, it is quite telling. And I want to play something that Vice President J.D. vance said today about the victim of this shooting and just get your reaction on the other side.
J.D. Vance
I think she is a victim of left wing ideology. What young mother shows up and decides they're going to throw their car in front of ICE officers who are enforcing legitimate law? You've got to be a little brainwashed to get to that point to where you're willing not. Not just to protest. That's fine, not peacefully protest, but throw your vehicle in front of legitimate law enforcement officers and drive your car into them. To get to that point, you have to be, I think, radicalized in a very, very sad way to be Clear.
Jen Psaki
There is a lot of disinformation and accurate information in there that they keep on doubling down on. But what's also telling is that this administration has basically been smearing the victim ever since she was killed. What do comments like that tell you about their motivations?
Zoran Mamdani
I think it tells you that they'd like to have any and all conversations other than the fact that an ICE agent killed a woman yesterday. That's the discussion that they would prefer not to have in this city, in this country, because it's one for which they don't have any answers. And we know that she leaves behind children, she leaves behind a family, she leaves behind friends, she leaves behind an entire city. And this is something that the administration cannot answer for because, frankly, there is no answer justifying that kind of an action today.
Jen Psaki
DHS Secretary Kristi Noem, you were on her mind. Clearly. She was in your city. She was asked about your statement on the shooting yesterday. And she said. And you basically said that as ICE attacks neighborhoods across the country, New York stands with immigrants. That was a big thrust of your statement. She accused you of putting, quote, illegal people who have broken our law before New York City citizens. What is your response to that from Kristi Noem?
Zoran Mamdani
It's hard to truly make sense of that statement. All I can tell you is that here in New York City, we know that it's possible to be a New Yorker, to be an American, and also to be an immigrant. I'm one of the examples of all three of those things in one. And yet, what we have seen time and again is an attempt to have cities and states give up immigrants to a federal administration's attempt to fulfill its pledge to create the single largest deportation force in American history. And as the mayor of New York City, I'm going to stand up for everyone who calls the city their home. And I'm going to do so while following the laws we have in this city, laws which include sanctuary city policies that prohibit ICE agents from entering into New York City schools or properties unless they can actually provide a judicial warrant signed by a judge.
Jen Psaki
One of the reasons I was really looking forward to talking to you today, I mean, you never hold back, and I always appreciate that, is that in this moment of so much chaos and darkness in Washington, your announcement today was really a reminder that government can do good for the people. That if you have the will, if you have optimism about what is possible, that things can happen, people's lives can be made better. And this announcement today from you and Governor Hochul, I should Just note puts New York City on track to become the first city in the country to provide free universal childcare, which is incredibly significant. Again, you're on day eight. How did you make this happen?
Zoran Mamdani
You know, I think this comes from many, many conversations that I've had with the governor and that our teams have had all about fulfilling the commitment we have made of transforming the most expensive city in the United States into one that's affordable. But frankly, this day is a result not just of Governor Hochul and myself, but frankly a result of New Yorkers who knocked on more than a million doors, who made more than a million phone calls, all in the hopes of winning the city that they deserved. And today's announcement where the governor committed $1.21 billion to taking the first steps to est universal childcare here in New York City. It's a commitment that will provide universal childcare for every three year old and start to provide universal childcare for every two year old in New York City. And that means we will be taking off what has come to be a 22 and a half thousand dollars a year expense off the backs of working families. And that's because working people believed in the city they could have as opposed to the one that they lived in.
Jen Psaki
Childcare is one of the things that breaks people's backs in this country. As you've talked about so much, this comes kind of the backdrop of this is of course, that the Trump administration is threatening to cutis planning, I should say to cut off $10 billion in federal childcare funding to states, including New York. As I understand it, this has been allocated funding. But how do you account for, how do you plan for the protection of these programs and the funding needed, given how this administration is politicizing the pulling back of resources.
Zoran Mamdani
I think it makes it all the more important to start initiatives with city and state funding coming together in a partnership to deliver for New Yorkers. Because we're seeing an attempt at the federal level to play politics with our kids futures. And I am heartened by the confidence that Governor Hochul has shared in our chances of winning the battle in litigation, in court against this attempt. But we need to make clear that not only will we fight to retain the support that working class New Yorkers receive today, we will also fight to advance an agenda to make it more possible for them to live in the city that they call home.
Jen Psaki
I watched your announcement this morning. Very uplifting language. You and Governor Hochul seem to have developed a real partnership. She was out on the. I don't know if you've heard, but she's running for reelection this year. Are you prepared to endorse her?
Zoran Mamdani
You know, the governor hasn't yet asked me for my endorsement. But what I have appreciated is the relationship and the partnership that we have built. And it's been one that's been focused on affordability, it's been focused on delivering for New Yorkers. And I have to tell you, Jen, that sadly, in recent history, that hasn't always been the case. In the relationship between mayors and governors, it's almost felt as if there are two different constituencies that they represent when in fact, we're all representing New Yorkers. And I've appreciated this, Governor, Governor Hochul, in showcasing the leadership necessary to deliver for those same New Yorkers, I expect.
Jen Psaki
Governor Hochul may be giving you a phone call and asking for your endorsement. We will see. Before we let you go, there's so much going on. I just wanted to ask you about what we're watching in Venezuela, given that Nicolas Maduro is sitting in a prison in your city after the attack. You said you called the president and spoke with him directly to voice your opposition to what he did. What can you tell us about that phone call?
Zoran Mamdani
You know, I called the president and I said directly to him the thoughts that I had and that I was also about to share with others across our city, which is that this was an act in pursuit of regime change. It was something that was violating both international law, but also federal law. And it was something that I was in opposition to. And I wanted to both say that plainly and directly. And I've appreciated the fact that when I have conversations with President Trump, they are honest, they are straightforward, and they have New Yorkers at the heart the.
Jen Psaki
Of Mayor Zoran Mamdani. Thank you. A huge day. Congratulations to you and to all the people who will benefit from this tremendous announcement.
Zoran Mamdani
Thank you so much. It's a real pleasure to be back.

Okay. We are continuing to follow a number of breaking news stories tonight, including in Portland, Oregon, where we learned late today that two people were shot and wounded by federal agents. This news broke even as anti ICE protests were already spreading across the country in response to an ICE officer killing a US Citizen in Minneapolis yesterday. You're looking right now live at protesters gathering tonight at the scene of that shooting. And as the Trump administration doubles down, which is what they're doing on their assertion that people should not believe the evidence of their own eyes in Minneapolis, they're also declaring that the federal officer who killed 37 year old Renee Goode cannot be prosecuted for it.
J.D. Vance
The precedent here is very simple. You have a federal law enforcement official engaging in federal law enforcement action. That's a federal issue. That guy is protected by absolute immunity. He was doing his job.
Jen Psaki
Okay? Absolute immunity is not a thing, but the Trump administration clearly wants it to be a thing. And they clearly want people to believe they can apply that immunity to any way they operate anything their officials do across the country. Today, in an interview published by the New York Times, Trump even claimed that the only limits on his global powers were, quote, my own morality, my own mind, both of which need some work. Now, he also threatened that that limitless power applies here at home, reiterating that he's willing to invoke the Insurrection act and deploy the US Military in the United States, but that so far he just hasn't really felt the need to do it. So there's that. Now beside how badly Trump and his administration want everyone to believe their power is limitless. That is not the case when people push back, and they are. We've showed you all these protests and when leaders like my next guest push back and he Governor Josh Shapiro is going to join me after a very quick break. Welcome back. And joining me now, as promised, is Pennsylvania Governor Josh Shapiro. Governor Shapiro, you announced today, as I said earlier on the show, you're running for reelection. You put out a great video where you talked about getting stuff done. I'll call it use another word, which you can certainly use stuff. And we're going to talk about that. And we want to dive into it and all the things you may be planning, which a lot of people out there are wonder. I just want to start with the horrifying news out of Minneapolis where Of course, an ICE agent killed a 37 year old woman. And we just learned tonight, and I should note for viewers, we've been watching the press conference. There's not really we will keep you updated on anything new that happens. There's not a lot of details we know, but there were two people shot in Portland, Oregon as well. Point is, this could happen in really any city. I know you think about it. What's your reaction to the news over the last two days?
Josh Shapiro
Well, Jen, I'm glad we're starting here because this is an unbelievably important issue and this is a scary time. I know a lot of people are very fearful. I think the first thing I would just say is this is not how you keep a community safe. The way you keep a community safe is, by the way, what I just talked about in my address to the people here in Pennsylvania. You hire law enforcement, you invest in the community, you find ways to bring them together and you foster trust by the president. Sending masked people unannounced into communities, not at the urging or invitation of a governor or of a mayor, creates chaos and wreaks havoc on a community. And we saw a tragedy fall upon Minnesota. And I just, I mourn for the loss of life and the children she left behind and the spouse she left behind. I think I'd say this as. As not just a governor, but as a former attorney general, a former chief law enforcement officer of this commonwealth. What is needed now is a full and thorough and complete investigation. I've been part of those investigations. And unfortunately, what we're seeing are the federal authorities seemingly not cooperating with local and state authorities in Minnesota. And that makes it incredibly dangerous and incredibly difficult to get at the truth of what occurred here. I know I've been involved in these investigations, and it's important that local, state, and federal law enforcement work together. And then to have J.D. vance and Kristi Noem, two people who, by the way, are wholly unqualified for the positions that they hold, go in and throw gasoline on the fire, go in and gaslight a community and go in and make clear that they are not going to cooperate in an investigation, further erodes the kind of trust that we build in communities here in Pennsylvania. So I'm just devastated by the loss of life. I'm concerned about the fear that not just people in Minnesota, but I think all Americans feel, many Americans feel as they watch these horrifying images out of some cities across America. And we need to do better. And I'd really urge the President to get serious about law enforcement, to get serious about keeping people safe, and to cut this out, because what the President of the United States and his enablers are doing are making people less safe.
Jen Psaki
One of the things that I think scares people, and I bet you you will hear, or you probably already have heard from people about this, is when you hear the Vice President of the United States go out to the White House briefing room, which, as I noted earlier, means it was on his schedule. He planned to do this. He's essentially defaming a woman who died yesterday. And he also says that this ICE officer has absolute immun. As you mentioned. I mean, you were on the forefront as Attorney General of fighting illegality, including by this Trump administration. Does he have absolute immunity? What do you make of that claim?
Josh Shapiro
No, of course not. Look, Jen, I have had to deal with incredibly difficult investigations where there's been a loss of life at the hand of a law enforcement official. And, Jen, we take these investigations so seriously, and we work with law enforcement at every level. We study the evidence, we follow where it leads. And in some cases, we prosecute police for doing something wrong. And in other cases, no matter how difficult it is for a community, when you follow the rule of law, when you follow the facts, you don't prosecute them. But the fact remains, you have to have a thorough investigation and by JD Vance saying what he said, denying that investigation, literally making up nonsense. What he's doing is he's creating more chaos in our communities. And I think he's come to define what this administration is all about. Chaos, cruelty and corruption. And I think J.D. vance summed it up yet again today from the White House briefing room.
Jen Psaki
There's no question as you continue to campaign for your election here and you continue to govern, you could be navigating what a lot of people in these other cities and states are navigating. We saw just yesterday Governor Walz asked ICE to leave Minnesota alone. The mayor of Portland is calling for a halt on ICE operations in his city. This could happen to Pennsylvania, as you well know. Have you thought or have you made any plans to change how you're directing state agencies to interact with ice?
Josh Shapiro
Not only have we thought, not only have we planned, we've gone through tabletop exercises. We've worked with law enforcement at every level to be prepared. We don't want law enforcement that is sent here without a coordinated effort into our communities. We want more law enforcement in our communities in a coordinated way, coordinated between law enforcement at every level and coordinated with our communities. Working in partnership, Jen, here in Pennsylvania, I made a commitment to hire 2,000 more law enforcement officers. We're at about 1,900. We're going to eclipse that 2,000 figure. And we work with our community organizations. And Jen, violent Crime is down 12%. Gun violence is down 42%. What we're doing here is working. We don't want the Trump administration, the Trump Vance administration to be sending people here against the will of a community that injects chaos and it erodes the trust that we have worked so hard to build.
Jen Psaki
It sounds like I know you're referring to your local law enforcement and all the incredible work they do. And certainly I is not reducing crime. That is not what they're doing actually in a lot of communities. Are you telling law enforcement to reduce their cooperation, to give them less information, not to give them information they request? Or is there anything you're changing, given what we've seen over the last couple of days?
Josh Shapiro
We follow state law. We work with law enforcement at every level to keep communities safe. What we don't want is the injection of people in our communities who are going to make our neighborhoods less safe. I think what we're doing here in Pennsylvania is working and we work with our federal partners. We engage with them, and we work with them in a way where we can build trust with them and they can build trust with the community. That's what we need. More of what we're seeing in other communities erodes that trust and injects a level of chaos in our communities that, as we're sadly seeing, is quite dangerous.
Jen Psaki
You've done a lot in your first term as governor. I appreciate it as somebody who grew up driving on i90 that you talked about fixing i95, something a lot of people care about, honestly, a lot of people care about. It's possible that, you know, you're working with a divided legislature, but there are a lot of elections that could come up. You could, there could be more congressional seats won, state legislature, you could win back more. What would you do if you won the trifecta? What would you love to accomplish in a next term as governor?
Josh Shapiro
Well, we've gotten a whole lot of stuff done even with the divided legislature. We've invested historic amounts in public education, universal free breakfast. We talked before about the investments we've made in law enforcement. Our economy is growing. In fact, we've got the only growing economy in the northeastern part of the United States. We've cut taxes seven times to put money back in people's pockets. And so we're finding ways to work together, Democrat and Republican alike. But to the heart of your question, Pennsylvania once again will be the center of the political universe in these midterms. That's why I am laser focused on these midterms, not just for my race and my great Lieutenant Governor, Austin D. Davis, but the balance of power in the U.S. house of Representatives is likely going to come down to these four seats. In Pennsylvania, my entire state legislature is divided by only three seats. Two in the Senate, one in the House. We get a trifecta. We're going to raise the minimum wage to $15 an hour. We're going to address gun violence even more head on. We're going to pass protections for victims of abuse and our LGBTQ brothers and sisters. We're going to continue to reduce costs. We're going to invest in building more housing and allowing people to get an affordable roof over their head and a whole lot more. I got a lot more work to do here, Jen, and I'll work with anyone, Democrat or Republican, but I'm going to be working real hard in these midterms to win these Democratic seats and do what we need to do to be able to govern effectively.
Jen Psaki
Governor Shapiro, I know you have a book coming out, something people never do if they're considering running for president, which I won't ask you about because I know you're not going to answer me, but I hope you'll come back and talk about that and also talk about. I appreciate how much you talk about rising political violence. Thank you so much for being here tonight. I appreciate it.
Josh Shapiro
Thank you, Jen.

As I've been telling you all evening, we have yet another report of federal immigration agents shooting someone, potentially two people, alleging that they did so defensively after the driver of the vehicle attempted to run the agents over Yesterday it was in Minneapolis. Tonight it was in Portland. DHS said tonight that U.S. border agents shot and injured two people in Portland. DHS says that the U.S. border Patrol agents were conducting a targeted vehicle stop and that after the agents identified themselves, the driver attempted to run over the agents. DHS also says that their target was the Passenger of the vehicle was a Venezuelan national and a gang member with a criminal record. We at Ms. Now have not been able to independently verify any of that information. And I would just note that the statement that they put out yesterday. But Minneapolis was rife and full of errors and lies. But that is what we have, information we have received at this point. Now, this news just broke a few hours ago, so again, we're still. We have very, very few details. It's really hard to take anything, of course, that DHS says and really buy into it or believe it. But here's what we have now, what we know from other than sources, other than dhs, I should say. The Portland Police Bureau says that at 2:18 local time this afternoon, Portland police officers responded to a report of a shooting near a hospital at this loc you can see on the map here. Six minutes later, Portland police officers received information that a man who had been shot was requesting help here at this second location about a 15 minute drive away from the site of the shooting. Officers say they responded to that call and found both a male and female victim with apparent gunshot wounds at that second location. Officers say that they had then applied a tourniquet and summoned emergency medical personnel. The wounded have been hospitalized. And at a press conference just this hour, the one I told you we were monitoring, officials said their conditions are current, but the Portland police have determined that the two people were injured in a shooting involving federal agents. Again, this situation is still unfolding. There's just a lot we don't know. But again, for the second day in a row, we still do not know how much of what the federal government is alleging, what they are saying from their official spokespeople we can trust tonight. Here is what the mayor of Portland, Keith Wilson, had to say.
Tyler Redick
We know what the federal government says happened here.
Peggy Flanagan
Here.
Tyler Redick
There was a time when we could take them at their word. That time is long past. That is why we are calling on ICE to halt all operations in Portland.
Zoran Mamdani
Until a full and independent investigation can take place.
Jen Psaki
Joining us now is Congresswoman Janelle Bynum, who represents the district next to where today's shooting occurred. I think so many people across this country are just really scared, right? For good reason. I know you've been in touch with people from your community and your neighborhood. How are people doing tonight with this news that we know, again, so very little about?
Janelle Bynum
Yeah, we had an intern start and she was answering the phones high school and one of the other interns reported that she was just taking a lot of incoming. People are really, really upset. We have worked very hard in Oregon to try and heal the wounds between police and the citizens, Law enforcement, enforcement. And this is just a huge setback.
Jen Psaki
Yeah, tremendous. We know so very little about the shooting. We've been trying to update people in the press conference. Is there anything you learned that can help people understand the context of what has happened here?
Janelle Bynum
Well, we know that we didn't ask for this type of enforcement. There is no coordination. We also know that there feel like there are no rules. There's no accountability. There's no rules to the. The game, the street. And these people are goons, and they're coming in terrorizing citizens. They're not verifying that who they're stopping is who they think they need to be looking for. And so there's just not a lot of accountability and there's not a lot of verification of the truth. And that, I think, is most disturbing.
Jen Psaki
Very disturbing. People don't know if they can trust the person is who they are, they say they are. Do you know anything local authorities didn't know at the press conference? But do you know anything about the individuals who were shot?
Janelle Bynum
We just know a husband and wife. And I was glad that you said that. We can't even really believe what the administration is saying. I did 21 town halls in 2025. What people told me the most about their concerns was that they didn't know what to believe. And I think that is the main challenge here, is that you can't trust your government. And if you can't trust your government, what do we have? We have, I guess, faith in community and faith in one another. And I think that's what's going to get us through. But we really are challenged with not being able to trust the Trump administration.
Jen Psaki
Including anything their spokespeople say from agencies that are supposed to be nonpartisan in law enforcement. It's really just not to restate too many times. You can't restate it too many times. Is there anything, as you think about this, there's been a lot of. And I was just talking to Governor Shapiro about kind of outcries. People in cities, governors, are saying, get out of my city. Ice. Get out of my town. There are questions about government funding and whether limitations on ICE should be a part of it. What can Congress do to put in place additional restrictions so that people aren't living in fear about ICE coming into their communities? So I would say, first of all.
Janelle Bynum
The fear is real. And here's the thing, people have to be aware that this this is the Trump administration's way of setting some bait out. And for people not to take the bait, meaning don't get violent. Don't give them a reason to come in and clamp down and do more and then act like you deserved it. Kind of like that domestic abuser thing, like I hit you because you wouldn't act right. That kind of thing. You deserved it. You made me hit you. They're going to try and come in and give themselves every excuse to come in and clamp down city after city after city. Where they're angry with Portland was that we made the whole world know how ridiculous their policies are. Cue the frog, cue the aerobics, cue the ice skating, cue the rollerblading. We showed the world how ridiculous the costumes during protests. Nobody does it like Portland. I mean, that's what gives me hope. But the truth of the matter is I want the public to know, do not take therapists bait. Do not give them a reason to try and come in and do more.
Jen Psaki
Well, thank you, Congresswoman for being here and a really developing story. And I'm sure this is going to be in the minds of members as well in the weeks ahead. Thank you again.
Janelle Bynum
Thanks for having me.
Jen Psaki
Coming up, officials in Minnesota are now saying that the Trump administration is shutting them out of the investigation into the deadly ICE shooting in Minneapolis. Unfortunately, quite predictable development. Peggy Flanagan is the Lieutenant Governor of Minnesota and she joins me next. Today, state officials in Minnesota announced that despite the FBI originally agreeing to a joint investigation of yesterday's shooting, that's where they were yesterday of 37 year old civilian Renee Nicole good by an ICE agent, the FBI was now freezing state officials out of the inquiry and blocking them from accessing. In a statement today, the state investigative agency said that had been told by the FBI that the U.S. attorney's office in Minneapolis had reversed course and that now the investigation would be led solely by the FBI. The Hennepin county district attorneys responded to that news by announcing that it was immediately exploring all options to ensure a state level investigation can continue. The office also confirmed that it believes that it has the jurisdiction to bring charges against the ICE agent in question. So with state and federal leaders so diametrically opposed, where do things go from here? Joining me now is Minnesota Lieutenant Governor Peggy Flanagan. What a less than 48 hours for your great state and it's been incredible to see the outpouring of peaceful protests in the community. I just noted and tried to give an overview of this. State and federal investigators are no longer cooperating with each Other on this investigation, really, I should say from the federal end, that's the case. We're. Where do you see these investigations going from here? What do you think justice would look like?
Peggy Flanagan
I mean, well, first of all, real justice would look like Renee Goode still being alive. And we have name that we need a full independent and transparent investigation. I don't trust the Trump administration to do that. And so a full transparent investigation needs to be done by, you know, state and local law enforcement. You know, our Attorney General Keith Ellison has said that, you know, federal government can't stop Minnesota from doing their, their own investigation. But it will be, you know, incredibly difficult now that the, you know, FBI is refusing to, to work with the Minnesota Bureau of Criminal Apprehension. So I think it's incredibly important that people continue to call for this and to make sure that there is justice for Renee Goode, justice for the people of Minnesota, and frankly, justice for Americans. And when we hear JD Vance spout off and say, you know, just this afternoon that ICE agents are allowed absolute immunity, and then we just heard that two individuals were shot in Portland, like this means that federal agents, mass federal agents were making all of us less safe, just have free reign to do whatever they want. It's outrageous. It's dangerous. And ICE being in Minnesota makes us less safe. And they have to get out.
Jen Psaki
It is. I know you've called for that. The governor's called for that. The mayor of Minneapolis has called for that. There's so many horrifying aspects of the last 36 hours or a little more. One of them is that they've continued to terrorize people in the community. There was a whole incident at Roosevelt High School yesterday. Can you tell us a little bit about what happened there? I think it's so important for people to hear about.
Peggy Flanagan
Absolutely. So, you know, the image that we see, right, are ICE agents descending on a high school, arresting staff members and using chemical agents in front of children. Like, let's be really clear, right? High school students are still children. I am the mom of a 12 year old, and I am horrified by that. Minneapolis Public Schools has closed school. They close school today and tomorrow due to safety of children, let's be honest. And now have moved to a potential distance learning option for students who want to participate in school that way because they're afraid. Right. This is outrageous. And this builds upon, you know, American citizens being detained by ice, legal observers being arrested, folks thrown into the back of vans, and now, you know, children being exposed to chemical irritants. What are we doing? It is unconstitutional. ICE is dangerous. They are making us less safe and terrorizing and causing chaos, chaos in our communities. And it has to stop.
Jen Psaki
We have seen and we started the show showing protests, peaceful protests across the country, obviously beautiful ones happening in Minneapolis. I think so many people watching are horrified by what they've seen. What you just described about Roosevelt High School, what can people watching right now, people the rest of the country, do to support your community and the people of Minneapolis right now?
Peggy Flanagan
So one, I mean, just continue to speak up and speak out. I know the videos are incredibly painful to watch, but it matters that we share those images, right? You know, the lies that Donald Trump and Kristi Noem are spinning right now. We have our own eyeballs and can see what happened in that video footage. So make sure that that gets out there. You know, contribute to mutual aid. Make sure that, you know, when you are protesting that you're doing so peacefully that nonviolent demonstrations really matter. Right now we have to demonstrate, demonstrate, you know, that it is completely unacceptable the way that the federal government is behaving right now and to lift your voice in your own community. And the last thing that I would say is call your member of Congress, no matter where you are, and say, we demand that the FBI partner with the Minnesota bca. And you know that there is a full independent and transparent investigation to bring justice to Renee, to Minnesota and for, for all Americans.
Jen Psaki
Everybody has a voice out there. They can use it. Lieutenant Governor Peggy Flanagan, now candidate for U.S. senate. Thank you so much for joining me. That does it for me tonight. You can catch the show Tuesday through Friday at 9pm Eastern on Ms. Now. And don't forget to follow the show on Blue sky, Instagram and TikTok.

The episode is an urgent snapshot of America’s immigration flashpoint, examining not only the actuality of violence and loss but also a federal government increasingly insulated from accountability and transparency. The voices of local leaders—Mayor Mamdani, Governor Shapiro, Rep. Bynum, and Lt. Gov. Flanagan—underscore both the human toll and the imperative for state and community-based solutions, even as they wrestle with limited power before the federal juggernaut.
Simultaneously, the episode reminds listeners of the potential for positive governmental impact (NYC’s universal childcare), and urges them to resist cynicism by engaging in peaceful protest, community mutual aid, and persistent advocacy for transparency and justice.
For More:
The next segment features officials from Portland and Minneapolis, and ongoing national coverage of ICE operations, community resistance, and federal-state conflicts.
