Now remember, they have about now, I think it's 12 working days to mark up this bill. They're not going to mark it up. They're just going to come out with their own provisions. Donald Trump wants this bill on his desk. I think it's by like what is it, July 5th or 4th, before the July 4th recess to sign probably so that he can tie it in there. And so here's Chuck Schumer. And now all of a sudden we find out that Witkoff and Rubio are negotiating a secret side deal with Iran. What kind of bull is this? They're going to sound tough in public and then have a side deal that lets Iran get away with everything. That's outrageous. We need to make that side deal public. Any side deal should be before Congress and most importantly the American people. If Taco Trump is already folding, the American public should know about it. No side deals.

The, the idea that this guy is out there bemoaning. And to be clear, the side deal is that Iran will retain capacity to enrich uranium at a low level. Such a low level that it could only be used for civilian purposes.

This is to prevent them from getting a nuclear weapon. Right. 100% to make sure that like the JCPOA, which is one of the best things that the Obama administration did, the original Iran deal, make sure that they're enriching it at a low level. That's more for like, you know, power usage as opposed to creating weaponry. And we, we're, it's, we said this at the time, it was almost a blessing in disguise that Biden was such a Zionist and such an Iran hawk and a pro Israel president. Because if he had reentered into the Iran deal after Trump initially scrapped it up, Trump wouldn't be trying to do these negotiations and be the deal maker. Cause he just wants his name on it.

New York Senator Chuck Schumer is next in line to be Democratic leader. The president, president's top emissary in the Senate. But he's also the most prominent Jewish member of Congress and a fierce supporter of Israel. And that's the side that won out Thursday when Schumer announced that he must oppose the agreement with Iran because of its serious weaknesses. Lifting sanctions on Iran, Schumer wrote, would leave it stronger financially and better able to carry out terrorist actions in Israel, Syria and other Middle Eastern countries. White House press secretary Josh Earnest said Schumer might pay a price for that position.

Netanyahu at this time was in an all out public relations blitz to say that Iran was cheating on the nuclear deal without evidence. I remember just before I even was working in this Industry watching in disbelief. The video of him doing a PowerPoint presentation with all of these lies, trying to get the rest Republicans and Democrats to try to get Obama to remove himself from this peace deal. It was diplomacy. This is the kind of stuff we should be engaging in. And there was no evidence that they were cheating on the nuclear deal. But Chuck Schumer, he's the Democratic leader and AIPAC won in that instance.

Yeah. This is actually really, I think, significant. So Boston Consulting Group is one of the big three consultants. Like, so you have Bain, you have McKinsey, and then you have BCG. And the Washington Post wrote this morning, just two hours ago, that this management firm was hired to help design the Gaza Humanitarian foundation, which is not humanitarian. It's being run by the Israelis and by us Paid for mercenaries, basically. I don't know who they are, actually. It'd be interesting to see what if Erik princesses fingerprints on this. But regardless. A spokesperson for the firm, Boston Consulting Group bcg, said the company had terminated its contract with the Gaza Humanitarian foundation and placed one of their senior the senior partners leading the project on leave pending an internal review. Three people closely connected to both the GHF and BCG, who spoke on the condition of anonymity because they were not authorized to discuss the matter, said it would be difficult for the foundation to continue to function without the consultants who helped create it. In addition to helping develop the initiative in close coordination with Israel, BCG set the prices for paying and equipping the array of contractors who built four distribution hubs in southern Gaza to deliver the aid.

Another person familiar with its operations contradicted the firm's account, saying that BCG had presented monthly invoices of more than a million dollars.

All right, let's turn to what's happening in the Senate right now, which is that The Senate has 12 more working days to come up with their version of the reconciliation bill after the House passed theirs. You will recall that the House's bill will cut anywhere from 7 to 12 million people off of Medicaid. It will cut millions of people off of snap. It is a big redistribution. Here, pop this, this clip, this graph from Steven Semler. You can see the how this is essentially a upward redistribution of money to wealthy people under this bill. And the Senate has a couple of different challenges to it. But let's start with Mike Johnson. There is a campaign by the Republicans now to lie about this bill. They've sent out Russell Vote. They've sent out Mike Johnson. They are afraid of Americans understanding what is actually in this bill. And while Chuck Schumer is often a nursing home or I should say, in his office complaining about a potential Iran deal, Mike Johnson and Republicans are able to go out and lie about what's in this bill. This is clip number two.

There's one lie that they keep repeating recently. Like it's just objectively an abject lie, and you'll hear him repeat it, and she doesn't really correct him on it. The 1.4 million illegals that they're getting money from Medicaid that would stop because of these cuts. They're just not accurately representing what the Congressional Budget Office found. They. They found that 1.4 million will lose.

All right, let's move on to Medicaid. Now, as you know, that's a big part of the debate as well. Here's what the American Hospital association is warning. It writes, quote, the sheer magnitude of the level of reductions to the Medicaid program alone will impact all parties. Hospitals, especially in rural and underserved areas, will be forced to make difficult decisions about whether they will have to reduce services, reduce staff, and potentially consider closing their doors. Republican Senator Josh Hawley of Missouri calling this a hospital tax. Mr. Speaker. So does the House bill put rural hospitals and frankly, the most vulnerable Americans at risk?

No. And you can underscore what I'm about to tell you. There are no Medicaid cuts in the big, beautiful Bill, we're not cutting Medicaid. What we're doing is strengthening the program. We're reducing fraud, waste and abuse that is rampant in Medicaid to ensure that that program is.

The best. Research shows that only 5% of Medicaid payments are improper. 74% of that was just paperwork. This is all. And to the extent that there is fraud in Medicaid, it is all on the provider side. If it was the case that they were just getting rid of fraudulent Medicaid recipients. And incidentally, you don't receive money when you're on Medicaid, right? All you receive is health care. So to the extent that there's any fraud or waste, you wouldn't see, According to the CBO, anywhere from 5 to 8 million people lose their coverage. So he's lying here. It's just an outright lie. Good.

This is also not true. First off, it was set up actually to deal with people who don't have jobs and therefore don't have health insurance. The a former Kaiser foundation, they call it KFF now, they did a study four months ago. Only 2 million people on Medicaid are not working. The vast majority of them have either retired or they have an inability to find work. So the idea that we're talking about people and they are under the age of 65, the idea that we're talking about a bunch of strapping young men who are going around going like, well, I'm not, I have no money, but I do have health care when I need it. And that's what their plan is. It's just absurd. It's just a total lie that they are allowed to go out there and deliver over and over and over again unchallenged. Because you have the Senate Minority leader worried more about his book tour and worried more about having peace break out with Iran War break than, than dealing with, than dealing with. The lies that the Republicans are doing to push this bill, which is supposedly their only strategy to get back power, is by letting the Republicans pass this bill and having people punish them for it. Meanwhile, they're out there and the bill is not polling poorly because these lies are going unchallenged. Good.

But what's happening right now is you have a lot of people, for example, young men, able bodied workers who are on Medicaid. They're not working when they can. That drains resources from the people that need it most. And so what we're doing here is an important and frankly heroic thing to preserve the program so that it doesn't become insolvent. This is not going to hurt rural hospitals. There's a lot of flexibility, but built.

Into this, wow, that might be his most egregious lie yet. The rural hospitals are going to be decimated by this, by basically every single metric. I have this written down here.

Up to 300 hospitals could close.

200 hospitals are at risk of immediate closure because of the cuts. 50% of hospitals already operate with negative margins. The Chartist group, this is also from KFF, found that rural hospitals and Medicaid expansion states are 62% less likely to close than in the non expansion states. Meaning that the Medicaid expansion, which, what, like 15 million people plus chip since 2017 were added to around that figure that gave people more health care. It cut the uninsured rate in half in the states that expanded and it kept the hospitals afloat in rural areas. And spoiler alert, the poorest countries in the country or poorest states in the country often are rural states.

And to be clear, this is one of Josh Hawley's concerns. Yeah, you may think it's easier. He's fabulous. He's pushing it out there.

We're all hospitals. There's a lot of flexibility built into this. They keep saying that, you know, 7.6 million people is the figure that is supposedly going to be affected by this. But when you look at those numbers and you break them down, this is high on public opinion polling. You're talking about 1.4 million illegal aliens that are receiving Medicaid.

That is not true. Illegal aliens, as he calls them, do not receive Medicaid. They are barred from receiving Medicaid. There are 14 states that provide about 1.7 million undocumented with some form of health care. But that is not from the Medicaid dollars. He is lying. He's lying. Medicaid does not allow undocumented onto their rolls. And if they were, they were pretending that they were somehow documented, then Mike Johnson wouldn't have that figure because there would be no record of it. So I see he's simply lying. It's just. And the fact that who it is, Welker or whomever is interviewing him every time he spews this doesn't say, hey, wait a second, how could you possibly know that? Because statutorily, they're not allowed to get Medicaid. And if they're getting Medicaid, as you claim they are, then they must be hiding the fact that they're undocumented. And if they're hiding the fact that they're undocumented, how is it that you know it, but CMS doesn't know it? Good.

But when you look at those numbers and you break them down, this, this is high on public opinion polling. You're talking about 1.4 million illegal aliens that are receiving Medicaid right now. They're not, they're not entitled. This is for US citizens in those vulnerable populations. There's about 4.8 million people that they're referring to that are able bodied workers. If you are able to work and you're not and you are riding on the public wagon, you need to help pull it. And by the way, Kristen, this is no draconian requirement. All we're requiring in the legislation is 20 hours a week. You can volunteer in your community, you can be in a job training program, or you can get to work.

Okay. This is Arkansas and Georgia both received waivers from the Trump administration to impose exactly this work requirement. And all that it ended up doing was because of the paperwork booting hundreds of thousands off of Medicaid who deserved Medicaid. It actually ended up costing more because of all the administrative requirements to go through this paperwork. And it ended up not saving them money on Medicaid. Also does.

So just let me ask you directly, do you have any actual proof that these people are engaging in fraud? Millions of Americans, as you say.

This is a very important distinction. Those 4.8 million people will not lose their Medicaid unless they choose to do so. I will go into any town hall in any district in America and explain what this is and every single person will nod their heads and go, oh, that makes sense. You're telling me that you're going to require the able body, these young men, for example, okay, to only work or volunteer in their community for 20 hours a week. And that's too cumbersome for them. I'm not buying it. The American people are not buying it. This is a new requirement. It should have been put in a long time ago. And the people who are complaining that these people are going to lose their coverage because they can't fulfill the paperwork. This is minor enforcement of this policy and it follows common sense when people.

If the idea is that this is going to inspire people to work, then how are they going to get the savings? And it's going to blow a Bigger hold the, I mean this is, this is the fallacy of the whole program because they're saying they're not cutting right. All they're doing is that they're giving the opportunity for people to work, which of course this is all, you know, a fabrication. But even if we stipulate that what they're saying is true, then how can they project the savings that they're projecting here? It doesn't make any sense. It's the same argument as the tariff. It's both going to raise us, you know, hundreds of billions of dollars and keep us from having to pay taxes anymore and it's going to grow us business. Both things can't happen because either people continue to buy this stuff on the tariff side and they continue to buy this stuff and they don't encourage us growth of industry or vice versa either. This is just a barely a, you know, a requirement and it's not going to inhibit people. And all these 4.8 million young men out there are not working, just living, you know, off the off the earth, I guess, except for when they get sick, then they can go in and get health care. They don't get any payments from Medicaid and according to them, none of them are going to decide to get jobs. The whole thing is a fiction. It's a complete fiction. And on the Democratic side we have Chuck Schumer talking about side deals on the complaining about an Iran nuke deal.

His emphasis on young men, I feel like is telling in two ways. One, it's obscuring what you're saying, Sam, which is that the cohort that's going to be most affected by this are 55 and older. Most likely these are also it's very difficult for you to find job, find a job if you're fired in that period of your life. And that's why a lot of these people are on Medicaid in part two, because they might need the care if they're in early retirement because perhaps they did manual labor and their body broke down or they, you know, I don't know, maybe not retirement's the right word for it, but they're unable to work so that they're obscuring it. But then also the implicit notion under it is that there's what about the able bodied women that are on Medicaid that are not working because like they're trying to work this into this whole almost natalist, Hungarian, Viktor Orban model approach to their popula to populism maybe to appeal to Josh Hawley or something like that. It's a little, it's a little telling to me.

The people who are complaining that these people are going to lose their coverage because they can't fulfill the paperwork. This is minor enforcement of this policy and it follows common sense. When people work, when able bodied young men work, it's good for them for their dignity, their purpose, and it's good for the community they're in. If you can't find, find a job, then volunteer in your community for 20 hours and you will meet the requirement. That's, that is a basic minimal standard.

Well, there is a tremendous amount of fraud in Medicaid. It's undisputed. Tens of billions of dollars every year are lost in fraud to Medicaid. So there's another category of people, 1.2 million million that are totally ineligible to be on the program. We also have evidence of people who are listed and enrolled in multiple programs in multiple states simultaneously and they are cheating the system. I'm going to say this very clearly. Our legislation preserves Medicaid, strengthens Medicaid for the people who act.

She's just not up to the task here. How do you defraud Medicaid when it just, it's, you do it if you're a provider, but not if you're a, an enrolled in Medicaid.

You can't. I mean, I guess maybe in some narrow.

So this is the big part of the bill. And they're out there, you know, talking about these strapping, you know, young men who are ripping us off.

And there's, there's no pushback. We see this in SNAP as well. They're going to cut millions of people off of the SNAP rolls. It's going to involve hundreds of thousands of children of undocumented immigrants. It's going to involve people over the age of 54 to 65. It's going to involve families, parents who are unable to find work and have children instead of above the age of 11. Now it's going to be above the age of 6 because those 7 year olds and 8 year olds and 9 year olds and 10 year olds and 11 year olds who have been living it up on SNAP because they told their parents not to find a job, they got to stop the free ride that's happening with those kids.

A reminder that in the pandemic we cut child poverty in half with the expanded child tax credit and now with a Republican administrator. And then that went away and that was Joe Manchin and some of the more conservative Dems. And now we have the Republicans without that child tax credit, trying to take food out of hungry children's mouths.

It cut snap about 30% up until 2034, according to the center on Budget Policies Priorities. That's just nuts. And it takes off some of the automatic stabilizing aspects of snap. So in other words, when people drop below a certain income level because maybe you have some type of financial shock, subsidizes them on SNAP for a period of time where, you know, you get 100 bucks, 150 bucks, maybe 200 bucks, depending on the size of your family, of food for the month. Other provisions in the Senate bill, the big question is going to be what are they going to get by the parliamentariat. John Thune is on record, not that it really matters, but he said this on Monday, that they're not going to overrule the parliamentarian. Elizabeth McDonough now, they did this two weeks ago, right, to roll back California's EV standards. In other words, the EPA gave California a waiver to allow them to have stricter emission standards than the rest of the country. They wanted, I think, by 2035 to have only new cars. All new cars sold in California had to be electric. The EPA gave them a waiver on their CAFE standards to allow them to be more restrictive. The Senate used the Congressional Review act to essentially reverse that waiver. It has never been used in that way, the Congressional Review act, to deal with waivers. But they went around the parliamentarian disregarded what the parliamentarians said about this. Thune's claiming they're not going to do that for this bill. But there's some very major elements of this bill that rely on on the parliamentarian to either just be ignored or to rule in their favor. The biggest is whether they will count the Trump tax cuts from 2017 are set to expire at the end of this year. They create a baseline for revenue that this country takes in in terms of taxes. It fluctuates based upon how the economy is doing. But there are different scenarios that are calculated based upon that tax rate. They're set to expire at the end of this year. Every other time they have ever scored a budget in the in the past, they calculate what, what is the baseline on the day that the budget would take Effect and the baseline in this instance, if done normally, would go back to the preexisting tax rates that this that are supposed to kick in after this sunsets. The Republicans want to pretend like these taxes are the baseline. These tax cuts are the baseline. Therefore they can cut more taxes and have it score better relative to a 10 year deficit window, which makes it comport with the Byrd rule, which allows for it to be a reconciliation bill, which means that they only need 50 plus 1 in the Senate as opposed to it being subjected to the filibuster. Democrats took this issue to the parliamentarian. Republicans canceled their meeting with the parliamentarian about this and are just going to go forward and make the ruling on their own. That's the plan anyways. It remains to be seen how what the parliamentarian will say about this. It's up to Democrats to go to the parliamentarian for each issue they think there is in this bill. And I don't know if Chuck Schumer is going to come back from his book tour to do this or what. There is.

There's also other measures. There is an attempt to prevent courts from enforcing contempt citations, which is important because you have the Trump administration ignoring a lot of court orders and these courts would issue contempt charges now.

No, it's not. And the parliamentarian will probably boot that. Supposedly it also we mentioned this yesterday, it bars states from regulating AI. Now you might think to yourself, like what interest does the state have in, you know, regulating chat GPT. But this has to do with things like RealPage which was fixing rents across the certain areas and multiple municipalities have.

City councils have passed laws against that now.

Yes. And that would be barred under this.

Bill also, again, deep fake, right? Like AI pornography of people without their consent. That is something that could promulgate if AI is not allowed to be regulated by these areas.

So these are all going to be in, supposedly brought in front of the parliamentarian and we will see if John Thune actually holds us up. Because, you know, if I'm a Republican and I see that we can go in and harass Democratic members, aides with federal officers, we can arrest Democratic members and the House majority leader goes on or minority leader goes on television, says if this happens again, despite the fact that it crossing my red line, if they cross the red line again and again, we will decide at our own pace as to whether we'll do something. I mean, I start to get the message that, like, you know what, these guys, they don't really do anything.

Remember when Chuck Schumer said we would when he was receiving all that fire, that firestorm after he voted for the Republican budget or whatever the bill was at the start of the year? The he, he said that if Trump violates the Constitution, then people are going to have to rise up and that's when he'll really fight. Kamara Breco Garcia is still in seekot or still in an El Salvador prison. Trump has not facilitated his return as the Supreme Court told him to.

I know low income retired guys who get 60 bucks a month in SNAP benefits. That's the max. You know, incidentally, requiring people to work in construction or labor or deliveries or until they're, you know, deep into their 60s, after they may have been able to collect Social Security early because their back is busted. I mean, I know a couple of guys I play softball with, they can't play half the time because they're injured, but work delivery, drive a cement truck. When you start to get to be my age, it becomes a lot harder, a lot more difficult. The idea that you could maybe or you'd have to retire by age 62, but you don't have the ability to fill out the disability paperwork, which often incidentally takes months and months, if not years to get filed. I mean, it just, it's twisted.

It says a lot that he kept taking refuge in the it's common sense thing. And I hate to keep going back to this, but it's people like Bill Clinton that helped contribute to making that sort of thing common sense across partisan lines 100%.

This is just another way to underscore why we need, you know, Medicare for all. They're attacking Medicaid because it's a program that fills in the gaps because we have decided that we want to use leverage over our workforce by tying health care to their employment. And more people are on Medicaid because we also have an economy that's increasingly gigafied. We, the tech industry got around labor protections and they're using AI as this way to break unions because their vision is having a workforce that they don't have to worry about unionizing. You're already seeing the drop off in recent college graduates in terms of like their inability to get jobs right out of school, these entry level positions. It's, it's. We need health care to be decoupled from works and it can be directly funded via taxation so Republicans can't try to immiserate the poorest among us once.

They tried to get out of it for religious reasons with birth control, with the Supreme Court and Hobby Lobby, and now they're not doing it and they're letting the government pick up foot the bill for them, not treating their employees and giving them benefits. This is the problem. This should be publicly run.
