where his top supporters, his top allies are saying, no, we don't want this. And at the same time, his agenda in Congress is going nowhere. And I have the latest right now. I want to begin by the impeachment call because none other than Alex Jones, the conspiracy theorist, former owner of Infowars, decided to come out today and say, you know what? Governor Josh Shapiro from Pennsylvania. Governor, I got to ask you. You passed a new budget, signed it into law.

How'd you do it?

[Co-Host/Reporter]

With a divided legislature, found ways to

[Governor Josh Shapiro]

come together to compromise without ever compromising our principles. This budget which required votes of the Republican led Senate showed an over 30% increase in public education funding, funding for public safety, economic development. We managed over my last four budgets here in Pennsylvania to cut taxes 10 different times to put money back in people's pockets, including the first progressive tax change in probably the last 50 years in Pennsylvania, called a working Pennsylvania's tax credit. So if you're working, if you're struggling to get by, we're going to put almost 1,000 bucks back in the pockets of about 950,000 Pennsylvanians. It's real stuff. So we're cutting costs, trying to make things more affordable. We're investing in education, we're investing in safety, we're investing in economic growth, and it's all working. And we found ways to come together to do just that.

If I'm a Pennsylvania resident and I have never even heard of the budget, what do I need to know? Based on what you signed, your kids

[Governor Josh Shapiro]

are getting a better quality education, your streets are safer, there's more job opportunities in your neighborhoods, and we're putting money back in your pockets, not taking money out. And we've managed to do all of this while protecting our fundamental rights and freedoms here in Pennsylvania. No matter what you look like, where you come from, who you love, or who you pray to, I actually think this is a model for what we need more of in this country. Finding ways to come together to tackle big issues, to get stuff done and respect people's rights and freedoms.

I got to ask you, because a

lot of people see things like free breakfast for kids and free menstrual products in schools, and they say, well, no way I'm going to have that in a red state like Alabama, or just generally the federal government. No way they're going to do this.

What do you say? Is it possible to really take what

[Co-Host/Reporter]

you've done in Pennsylvania and do this elsewhere?

[Governor Josh Shapiro]

Yeah, because for me to get that done here in Pennsylvania, it required me to get the votes of a whole lot of Republicans. And what it really required me to do was stay at the table and push for this and fight for it and make clear that I wasn't gonna sign a budget that didn't include universal free breakfast for kids or menstrual products for girls and young women in our state parks or in our state schools or in our, you know, our high schools. I mean, I think if you have conviction and you know how to find ways to work with other people, to bring people together, that's the recipe for success. And I think too oftentimes our national politics get screwed up because everybody just wants to yell and scream and isn't focused on deliverables. Here in Pennsylvania, we still stand up for our principles, we still stand up for our values, but we find ways to come together to get stuff done. And I think at the end of the day, that's what people want most most. They want to see you fighting for what you believe in, but delivering real results on things that matter most.

I want to ask you about data centers. It's a big topic lately in the news. You're a neighbor. State governor Kathy Hokel signed recently a moratorium on hyperscale data centers. A lot of Pennsylvania residents have reached out to me saying they don't want data centers in their backyard.

[Host/Anchor]

What do you say? Where are you? Are you at a.

[Co-Host/Reporter]

Let's get a moratorium on there or are we going to put some regulations around to prevent bad actors?

[Host/Anchor]

Where do you.

[Governor Josh Shapiro]

Well, look to your friends who reach out to you. And I hear from too. I don't want it in your backyard either. But what I've. I've made very clear is that we have to have standards if these are going to be developed. I call it the grid standards. But let me explain in a nutshell. It's got three parts to it. One, if you want to build a data center, you've got to bring your own power and pay for it, because we can't have the community paying for the power for these hyperscalers. Two, you have to work with the local community in a few ways. One, you gotta hire local. Two, you've gotta have a local benefits agreement. So money that's going to schools, parks, roads, bridges in that local community. And three, you've got to be totally transparent with the local community. Who's the hyperscaler? What are you building? What's it for? And then the final component of what I require here in Pennsylvania is you have to protect our water source. In fact, we have a constitutional requirement that guarantees every Pennsylvanian access to clean air and pure water. And so we're not going to let any industry, data center or otherwise compromise that. You know, when, when I laid out those principles that knocked out probably 90% of the projects that were even being considered in Pennsylvania because they weren't being honest with the locals or they didn't have a power agreement or, you know, some other shortcoming of their project. And so on my watch, I think we've only permitted. I have to check. I think it's only about three projects on my watch because these are projects that have actually been able to meet those standards and they're located in an area where it works for that community. Remember, all of these have to get approved by the local township or borough or wherever they're being placed. And I would also note that these are thousands and thousands of jobs. I mean, just two projects in Pennsylvania right now is employing 10,000 building trades and likely going to have a thousand or so employees when it's done. So this is not something that should go in every community, and it's certainly not something we're going to allow here in Pennsylvania if it's going to jack up people's energy costs, compromise our water quality, or be a secret in a community. You got to meet these rigorous standards if you even want to have a shot.

I want to talk about some national issues as well, specifically Senator Mitch McConnell. A lot of folks are wondering where Senator McConnell, his team hasn't provided enough

[Host/Anchor]

transparency about his condition. If you were governor and say one

[Co-Host/Reporter]

of your senators was in Mitch McConnell's position, just put out two pictures, hasn't really been seen publicly in six weeks, what would you be doing right now?

[Governor Josh Shapiro]

I mean, look, I think I'd be doing a lot of what Governor Beshear is doing, demanding answers. The public has a right to know what their elected representatives are doing and if they're fit to serve. And as a governor, who would appoint a replacement should a senator, you know, not be fit to serve or able to serve or alive, you know, you've. You've got to be in a position where you can exercise. You. The governor can exercise your authority with your appointment power. So I think what, at least what I read, I think it was yesterday, Governor Bashir sent a letter demanding answers. He's right. And Mitch McConnell's been stonewalling him and not being open and transparent. McConnell's got a responsibility to report to Governor Beshear and, or the people of Kentucky and as to his whereabouts, as to his capacity to do the job, and a rough timetable on his return to the Senate, should he be able to make one. Look, I think obviously we all wish him well. We all wish him good health. No one wishes for anything other than that. At the same time, we also need to know that a senator is able to discharge their duties. And seemingly McConnell's not able to do that right now.

When we talk about a senator discharging

their duties, one duty is to vote to ensure we have authorization to go to war with Iran. And lately, I'm not sure if you saw, but the Trump administration has been under fire for changing the tally of casualties in this war when the casualty

occurred, has been an issue with the president.

[Co-Host/Reporter]

Veterans are coming out saying essentially this is unacceptable.

[Host/Anchor]

What's your take?

[Co-Host/Reporter]

Do you believe that the Trump administration is being transparent enough on the lives that we're losing overseas and just generally the casualties in this war?

[Governor Josh Shapiro]

No, not, not at all. Are they being transparent? I mean, first off, we mourn the loss of life. And I believe even with their, their updated tallies that the number was 18. That's, that's 18 souls that didn't return to their families as they were going across the globe to defend our fundamental rights and freedoms. And we thank them for their service. We mourn their loss. At the same time, the Trump administration, until I think it was just a day or two ago, were suggesting that about 100 members of the military had been injured. And now they've revised that number, I think up to about 600 or so. And I want to be careful because the numbers are changing all the time. So should it be higher? I mean no disrespect to any service member who's not in that tally. And I think it speaks to the fact that they haven't been transparent when it comes to the war since day one. They weren't transparent on why the hell we went into this wrong war. And they certainly, because they have no idea why they went in. They got no idea how the hell to get out. They haven't been honest with the American people. And quite frankly, Donald Trump and his sidekick Pete egseth seem like 8 year olds playing with toy soldiers. Their rhetoric is dangerous. The way they're prosecuting this war is dangerous. I think it's making America less safe. It's making our allies abroad less safe. And you know, I just drove by a gas station here in Harrisburg. Gas was 419A gallon, all because of Donald Trump's war in Iran. He should have never gotten into it, has no idea how the hell to get out of it. It's claiming lives, it's injuring our service members. It's, it's costing the American people billions of dollars and it's destabilizing our world.

Now, Governor, before I let you go, you were Attorney General before you were governor. This election coming up in November, Donald Trump is seeking to undermine it, whether it's via the SAVE act, but also his various executive orders. There are concerns that he may try to seize voting machines or go after ballots. Can you ensure the residents of Pennsylvania that your election will be free and fair from interference from the federal government?

[Governor Josh Shapiro]

We will once again in Pennsylvania have a free and fair, safe and secure election, as we have had throughout our history, particularly over the last decade, since Donald Trump has been involved or on the ballot. I'll remind you Back in 2020, I was the attorney general, and Trump and his allies sued me 43 different times to try and thwart the will of the people to overturn certain votes that were cast by my FELLOW Pennsylvanians. Trump went 0:43. I went 43. And oh, and I'm prepared to go to court. I'm prepared to use my authority as the executive of the Commonwealth of Pennsylvania to protect our citizens access to the ballot box, whether they choose to vote in person or by mail. No one will mess with that, especially Donald Trump.
