It's Monday, the 17th of February. Welcome to the PDB Afternoon Bulletin. I'm Mike Baker, your eyes and ears on the world stage. All right, let's get briefed. First, we'll discuss the fallout From Vice President J.D. vance's speech at the Munich Security Conference on Friday, where he chastised European leaders over their attempts to stifle democratic norms, leaving some officials in tears. Later in the show, the Trump administration takes aim at Pentagon spending, with Elon Musk's Department of Government Efficiency looking to trim some 8% from next year's defense budget, which is a budget that exceeds currently over $800 billion. But first, today's afternoon spotlight will begin in Europe, where Vice President J.D. vance delivered a surprising, to say the least, speech at the Munich Security Conference on Friday blasting the continent's drift towards political repression and leaving some European officials in tears. Vance tore into policies increasingly seen in countries throughout Europe that criminalize free speech and marginalize populist voters. He suggested that growing reliance on censorship as well as crackdowns on political opposition are arguably a greater threat to the stability of Europe than Russia or any other outside actor. In his address, delivered in front of some of Europe's top political brass, Vance accused European leaders of abandoning free speech, encouraging unchecked migration and generally ignoring the will of their voters. He warned of what he dubbed, quote, the threat from within and of, quote, the retreat of Europe from some of its most fundamental values. Vance said, quote, I can tell you plainly there could be no security if you are afraid of the voices, the opinions and the conscience that guide your very own people. Europe faces many challenges, he said, but the crisis this continent faces right now is one of your own making, end quote. Now the vice president cited the behavior of authorities in countries like the U.K. germany and Sweden, where political groups and voters outside the mainstream, particularly conservatives, have been increasingly subjected to investigations, arrests and even prosecution for protesting things like mass migration, the war in Ukraine or reproductive rights. Some have even faced the full wrath of the state over something as innocuous as a Social media post landing lengthy jail sentences simply for expressing a controversial opinion. This stifling of democracy, Vance warned, risks creating a fissure between European allies and the US and could have ramifications for how America interacts with the continent on issues like defense and trade. He said Britain's quote, backslide away from democratic values was perhaps the most concerning, pointing to the case of a man who was hit with a two year conditional discharge and an $11,000 fine by a British court for silently praying outside an abortion clinic last fall. We should note that that case is hardly unique these days, it seems in many European countries. He also condemned Romania for annulling the results of its December presidential election over claims of Russian interference on social media, saying, quote, if your democracy can be destroyed with a few hundred thousand dollars of digital advertising from a foreign country, well, then it wasn't very strong to begin with, end quote. He then turned his ire towards the organizers of the Munich Conference for banning lawmakers representing populist parties on both the left and the right from participating in the conversation. Vance stated, quote, to many of us on the other side of the Atlantic, it looks more and more like old entrenched interests in Europe hiding behind ugly Soviet words like disinformation or misinformation, simply do not like the idea that someone with an alternative point of view might express a different opinion or vote a different way, or, dare I say it, even win an election, end quote. Vance added, the absence of rules must not become the guiding principle of a new world order, arguing that in such behavior plays into the hands of Russia and China. Vance's remarks prompted outcries and denunciations from Europe's political elite. Well, there's a surprise with Germany's Minister of Defense even interrupting Vance's speech multiple times with cries of no. Later in the weekend, the chairman of the Munich Security Conference broke down in tears while addressing the attendees, lamenting, well, when you're crying, I suppose you're lamenting that Vance's speech shows the US And Europe no longer share a, quote, common value base. Now, if you think Vice President Vance was being over the top in his criticism of Europe's crackdown on speech, well, it's worth bringing to your attention of 60 Minutes piece that ran this weekend. The segment highlighted how Germany is literally criminalizing free speech, with German prosecutors telling CBS that posting insults online or speaking them publicly is a crime. They further explained that posting, quote, malicious gossip, who online is also a criminal offense, really, as is reposting content that is deemed to be, quote, misinformation the report noted that last week German authorities carried out more than 50 armed raids against individuals accused of posting a racist cartoon online. The prosecutors claimed that while Germans enjoy free speech protections, or do they quote, it also has its limits. Looking ahead, Advance's tough stance against European overreach will likely, and by that I mean will, have significant implications for the Trump administration's relationship with Western allies going forward, particularly as the White House pursues peace negotiations with Russia to end their war on Ukraine. And at the same time, European leaders are currently meeting to discuss their response to Trump's apparent intent to sideline the EU from taking part in any peace negotiations. According to the Wall Street Journal, Doge aims to trim 8% from next year's defense budget, and that's a budget that currently exceeds over $800 billion. Trump has placed his confidence in Musk to root out widespread fraud and waste within the Department of Defense, which has the largest discretionary budget in the US Government. With cuts looming, defense officials are scrambling to offer up targeted reductions in an effort to stave off severe slashes. The army has proposed phasing out outdated drones and armored vehicles while the Navy is looking at decommissioning frigates and some other ships. Army spokesman Col. Dave Butler said in a statement that the service is taking a, quote, proactive approach to, to making our spending more efficient. Well, there's a thought adding, quote, there are several systems that we know won't survive on the modern battlefield. Yeah, those could be cut then. The Air Force has yet to reveal its recommendations, but Musk has been vocal in his criticism of the F35 stealth fighter program, calling it a quote, flop and pointing to its cost overruns. That near 2 trillion. That's with a t trillion dollars. And that could be considered slightly over budget. But the proposed cuts are certain to face stiff opposition in Washington, where lawmakers have long shielded defense programs that bring jobs to their districts. Well, that is how they get re elected. The F35 program alone is spread across some 48 states, making any attempt to trim it a political minefield. However, the Trump administration appears, well less concerned with political fallout. Defense Secretary Pete Hegseth welcomed Doge's intervention, saying last week that he supports efforts to address waste in an institution that employs nearly 3 million military and civilian personnel and operates on a budget approaching $1 trillion annually. The shakeup comes just months after then President Biden signed off on 895 billion in defense spending for the current fiscal year. But the Trump administration is pushing for a strategic shift toward cutting edge technology, including hypersonic missiles, cyber warfare capabilities, and unmanned drone fleets, while also ramping up shipbuilding to counter China's aggressive naval expansion. DOGE staffers have been working to restructure government agencies to identify spending reductions and redundancies since the start of the Trump administration. And last week, Trump signed an executive order granting the group sweeping authority to reduce government hiring and to cut personnel. Now, that loud collision that you hear?
