Mike Baker
It's Wednesday, the 26th of February. Welcome to the PDB Afternoon Bulletin. I'm Mike Baker, your eyes and ears on the world stage. All right, let's get briefed. First, a major and somewhat bizarre shakeup in U.S. intelligence. As Director of National Intelligence Tulsi Gabbard fires more than 100 intelligence officers for using a sensitive NSA messaging platform to engage in sexually explicit discussions. Later in the show. After several weeks of tense negotiation, Ukraine has struck an agreement with the Trump administration to grant the US Access to Ukraine's rich mineral resources. The deal could be finalized as soon as Friday, when Ukrainian President Zelensky is expected to meet with President Trump at the White House. But first, today's afternoon spotlight. Director of national intelligence, or DNI, Tulsi Gabbard is moving quickly to remove more than 100 staffers from the ranks of America's intelligence agencies after discovering activity that she described as a, quote, egregious violation of trust. On Tuesday, Gabbard issued an order to fire more than 100 intelligence officers from 15 agencies for engaging in sexually explicit discussions on an NSA messaging platform meant for sharing sensitive security matters. The chats, first disclosed publicly by conservative activist and writer Christopher Rufo, included X rated discussions on sexual fetishes, gender transition surgeries, artificial genitalia, what hormone therapy, polyamory, and pronoun usage. That's according to a report from Fox News. Well, DNI spokesperson Alexa Henning said Tuesday that a memo had been sent out to all intelligence agencies to identify by Friday any employees who participated in the, quote, obscene, pornographic and sexually explicit chats. All those who took part will be terminated from their positions and have their security clearances revoked. Look at that. Consequences for bad actions. In an interview with Fox News on Tuesday, Gabbard said, quote, There are over 100 people from across the intelligence community that contributed to and participated in what is really just an egregious violation of trust. They were brazen in using an NSA platform intended for professional use to conduct this kind of really, really horrific behavior. And they were brazen in doing this, she said, because when was the last time that anyone was really held accountable, end quote. Well, she's not wrong there. The NSA intel link messaging platform also became a forum for bashing the new dni, with employees sending messages accusing Gabbard of being, quote, fervently anti queer, a quote, Russian agent, and a member of the, quote, maga cult. Gabbard said the explicit chats violated the basic rules and standards of workplace professionalism. Really? And that the firings were necessary to, quote, clean house, root out that rotten corruption and weaponization and politicization so we can start to rebuild that trust in these institutions. The employees represented a wide array of U.S. intelligence agencies, including the Defense Intelligence Agency, U.S. naval Intelligence, the NSA, United States Space Command, and even the Office of the Director of National Intelligence. The revelations come amid Gabbard's broader effort to purge Diversity, Equity and inclusion, or dei, initiatives, from the intelligence community. Her office, in concert with the Central Intelligence Agency, has already moved to fire an undisclosed number of employees that worked on these diversity initiatives, though those terminations were paused by a federal judge who was reviewing the action and expected to make a final ruling on Thursday. According to sources who spoke with the conservative Manhattan Institute, the sexually explicit chats were given legitimacy as part of the NSA's DEI efforts, which the agency had previously called, quote, mission critical. I'm sorry, I tried to say that with a straight face. Seriously. Look, having worked in intelligence operations around the world for a couple decades, I can tell you that there is absolutely nothing mission critical about DEI efforts. The chat logs came from two DEI focused groups within the NSA's Intel Link messenger titled Quote, LBTQA and Quote, I see pride TWG. Now, while the groups were in theory meant as DEI focused employee resource groups, the sources said they were hijacked by intelligence employees who spent all day holding meetings with titles like Privilege or Ally Awareness and Transgender Community Inclusion. Yeah, yeah, definitely mission critical to US national security. Gabbard commented that these firings only scratched the surface of what she called the DEI insanity that became pervasive in the intel community under former President Biden. She said that since the memo went out, numerous intel officers have come forward to disclose other inappropriate activity. Gabbard stated, quote, people are stepping forward because they are all on board with the mission to clean house and refocus on our core mission of serving the American people. End quote. Now, look, even as I speak, I guarantee that Chinese and Russian intel are working to identify the individuals who are involved in these chat groups. If they don't already know them already. Because the bigger issue here is the counterintelligence threat that they pose to U. S National security. Look, intel officers spend their careers looking for potential recruitment targets who are disaffected or angry or angst ridden, disturbed or disgruntled. Which is why intel organizations are supposed to spend significant time and resource vetting any potential hire and looking for any indications that they may have issues such as, I don't know, ending up on an NSA chat group belittling their organizations or leaders. All right, up next, after several weeks of tense negotiations, Ukraine has struck an agreement with the Trump administration to grant the US Access to Ukraine's rich mineral resources. I'll be right back.

Mike Baker
Welcome back to the Afternoon Bulletin. Well, it looks like President Trump has finally gotten his mineral rights deal with Ukraine, securing access to the country's vast mineral wealth in a move that could reshape Keeves relations with Washington. The agreement set to be finalized as early as Friday during a White House meeting between President Trump and Ukrainian President Zelensky follows weeks of standoff over the terms of a deal the Trump administration initially demanded up to $500 billion in potential revenue from the development of Ukraine's vast mineral resources. That was an ask that sparked pushback and outrage in Kiev and across Europe. Trump told reporters Tuesday, quote, it's a very big deal. It could be a trillion dollar deal. Adding that the US has spent hundreds of billions of dollars on Ukraine's war effort. For Zelensky, the deal represents a diplomatic breakthrough. Despite Keem's desperate push for a face to face meeting with Trump, the White House had kept Ukraine at arm's length while engaging in direct talks with Moscow over a possible settlement to the war. Zeletski's refusal to sign an earlier version of the agreement crafted by Treasury Secretary Scott Bessant only deepened tensions. The Ukrainian leader, who has long supported Western access to Ukraine's critical mineral reserves, balked at the original deal's lack of security guarantees at the time. Zelenskyy also voiced concerns over the scale of US Financial demands, which far exceeded the total US Aid package provided to Ukraine since Russia's full scale invasion back in 2022. As our listeners know, we've been tracking the growing rift between Kyiv and the Trump administration here on the pdb. That friction came to a head last Wednesday when Trump lashed out at Zelensky, calling him a, quote, dictator without elections in a truth social post. That divide widened further when Trump accused Ukraine of starting the war with Russia and when the U. S. Voted against a U. N. Resolution condemning Russia's invasion on Monday. Now, despite the revised deal still lacking explicit security assurances, Ukrainian officials hope that it will be enough to stabilize relations with Washington. Trump described the agreement as including, quote, a form of peacekeeping that's acceptable to everybody, though he stopped short of committing U.S. forces to any future deterrence mission. Under the new terms, Ukraine will allocate a portion of future revenues from mineral resource development into a dedicated fund to invest in domestic projects. However, the specifics of the US Stake in the fund will be determined in upcoming negotiations. The stakes are high. As a statement of the obvious, Ukraine is home to reserves of at least 20 of the 50 minerals that the US deems critical, including rare earth elements, which are essential materials for industries ranging from consumer electronics to defense technology. Industry analysts estimate their collective value in the trillions of dollars. Now one interesting element of this deal is the unfortunate fact that a significant portion of the mineral reserves are currently located in the 20% of Ukraine that's currently controlled by Russia. As the final details are hammered out in the coming days, the long term impact remains uncertain. For Kyiv, the deal is a potential economic lifeline and a way to keep Washington engaged in the war. For Trump, it's a strategic gambit that could not only reshape US Policy on Ukraine, but also bolster his leverage with Moscow. Podcast Title: The President's Daily Brief
Episode: PDB Afternoon Bulletin | February 26th, 2025: Tulsi Gabbard Purges Intel Officers Over Explicit Chat Scandal & US And Ukraine Agree To Mineral-Rights Deal
Host: Mike Baker
Release Date: February 26, 2025
In the February 26th, 2025 episode of The President's Daily Brief hosted by former CIA Operations Officer Mike Baker, two major stories take center stage: a significant purge within U.S. intelligence agencies led by Director of National Intelligence Tulsi Gabbard, and a groundbreaking agreement between the United States and Ukraine concerning mineral rights. This detailed summary delves into both topics, capturing key points, discussions, insights, and conclusions presented during the episode.
Overview of the Purge
Mike Baker opens the bulletin by addressing a dramatic and unexpected development within the U.S. intelligence community. On February 25th, Director of National Intelligence (DNI) Tulsi Gabbard ordered the termination of over 100 intelligence officers across 15 agencies. The purge stems from the discovery of these officers engaging in sexually explicit discussions on a sensitive NSA messaging platform designated for confidential security matters.
Details of the Scandal
The illicit chats, initially exposed by conservative activist and writer Christopher Rufo, included discussions on various explicit topics such as sexual fetishes, gender transition surgeries, artificial genitalia, hormone therapy, polyamory, and pronoun usage. According to a report from Fox News, these activities were deemed a "egregious violation of trust."
Official Response and Repercussions
DNI Tulsi Gabbard issued a memo on Tuesday, instructing all intelligence agencies to identify and terminate employees involved in these inappropriate exchanges by Friday. DNI spokesperson Alexa Henning stated, “All those who took part will be terminated from their positions and have their security clearances revoked” ([02:15]).
Gabbard’s Statement
In an interview with Fox News, Gabbard emphasized the severity of the breach, stating, “There are over 100 people from across the intelligence community that contributed to and participated in what is really just an egregious violation of trust. They were brazen in using an NSA platform intended for professional use to conduct this kind of really, really horrific behavior...they were brazen in doing this, because when was the last time that anyone was really held accountable” ([05:30]).
Impact on DEI Initiatives
The scandal occurs amidst Gabbard’s broader initiative to dismantle Diversity, Equity, and Inclusion (DEI) programs within the intelligence community. Gabbard’s office, in collaboration with the CIA, has previously moved to terminate employees involved in DEI projects, although some of these terminations were temporarily halted by a federal judge pending a ruling ([06:45]).
Analysis of DEI’s Role in Intelligence
Baker provides a critical perspective on DEI efforts within intelligence, expressing skepticism about their significance. He remarks, “There is absolutely nothing mission critical about DEI efforts” ([08:20]). He further explains that the explicit chats originated from two DEI-focused groups within the NSA's Intel Link messenger: "LBTQA" and "I see pride TWG." These groups, intended as employee resource groups, were reportedly hijacked by intelligence personnel who prioritized meetings on topics like Privilege Awareness and Transgender Community Inclusion over core intelligence functions ([09:50]).
Counterintelligence Implications
Baker underscores the potential national security risks arising from the scandal. He warns that adversarial intelligence services, particularly from China and Russia, may exploit this breach to identify and target the involved individuals. He emphasizes the importance of vetting intelligence personnel to prevent vulnerabilities that could be exploited by foreign actors seeking recruitment from disgruntled or compromised officers ([11:15]).
Conclusion of Purge Segment
Gabbard asserts that these firings are merely the beginning of a broader effort to “clean house” and restore trust within intelligence agencies. She states, “People are stepping forward because they are all on board with the mission to clean house and refocus on our core mission of serving the American people” ([12:40]).
Background and Negotiations
Following the intense negotiations over several weeks, Ukraine has reached an agreement with the Trump administration to grant the United States access to Ukraine's substantial mineral resources. This deal is poised to be finalized as soon as Friday during a scheduled meeting between President Trump and Ukrainian President Volodymyr Zelensky at the White House.
Details of the Agreement
Initially, the Trump administration sought up to $500 billion in potential revenue from the exploitation of Ukraine's mineral wealth. This demand faced significant opposition in Kiev and across European nations. However, the revised agreement reportedly includes a more balanced approach, with Ukraine allocating a portion of future mineral revenues to a dedicated fund for domestic projects. The specific terms of the U.S. stake in this fund are yet to be determined and will be addressed in ongoing negotiations ([14:05]).
Statements from Leaders
President Trump highlighted the significance of the deal, stating, “It's a very big deal. It could be a trillion dollar deal," adding, “The US has spent hundreds of billions of dollars on Ukraine's war effort” ([16:20]). Ukrainian President Zelensky views the agreement as a diplomatic milestone, offering a potential economic lifeline for Ukraine amidst ongoing conflicts.
Implications for US-Ukraine Relations
The agreement marks a pivotal moment in U.S.-Ukraine relations, which had been strained due to previous tensions over the scale and terms of aid and security guarantees. Zelensky's earlier hesitation to sign a version of the deal presented by Treasury Secretary Scott Bessant was rooted in concerns over insufficient security assurances and the disproportionate financial demands placed on Ukraine compared to the aid received since the Russian invasion in 2022 ([18:45]).
Geopolitical and Economic Impact
Ukraine’s mineral reserves include at least 20 of the 50 minerals deemed critical by the U.S., such as rare earth elements essential for industries ranging from consumer electronics to defense technology. Analysts estimate the value of these minerals in the trillions of dollars. However, a significant portion of these reserves are located in regions currently controlled by Russia, adding complexity to the deal’s implementation and long-term geopolitical implications ([20:30]).
Strategic Advantages for the US
For the United States, gaining access to Ukraine's mineral resources not only promises economic benefits but also enhances strategic leverage against adversarial nations like China and Russia. The deal could potentially realign U.S. policy in the region, bolster support for Ukraine’s economy, and contribute to ongoing efforts to stabilize the region amid the ongoing conflict with Russia ([21:55]).
Baker’s Analysis
Mike Baker discusses the broader ramifications of the deal, noting its potential to reshape U.S. involvement in Ukraine and influence negotiations with Moscow. He points out that while the deal offers substantial economic opportunities for Ukraine, the presence of Russian-controlled areas with valuable mineral deposits poses risks and uncertainties for the agreement’s future execution ([23:10]).
Conclusion of Mineral Rights Deal Segment
As the final details of the agreement are finalized, the outcome remains pivotal for both nations. For Ukraine, it represents a crucial economic support mechanism, while for the U.S., it signifies a strategic investment with far-reaching implications for national security and international relations. Baker concludes this segment by highlighting the high stakes involved and the uncertain long-term impact of the deal ([24:45]).
In this episode of The President's Daily Brief, Mike Baker provides an in-depth analysis of two significant developments affecting U.S. national security and international relations. Tulsi Gabbard’s decisive action to purge compromised intelligence officers underscores ongoing efforts to maintain the integrity of the intelligence community, while the U.S.-Ukraine mineral rights deal marks a strategic economic and geopolitical maneuver with potential global ramifications. Baker effectively contextualizes these events, offering listeners a comprehensive understanding of their implications for America's most pressing challenges.
