It's Friday, the 16th of May. Welcome to the PDB Afternoon Bulletin. I'm Mike Baker, your eyes and ears on the world stage. All right, let's get briefed up. First on today's bulletin, America's Space Chief, which honestly might be the coolest job title, has issued a grave warning about Russian and Chinese advances in space based warfare, including Beijing's kill Web satellite network, Moscow's intention to put a nuclear weapon into orbit, and their joint project between China and Russia to build a permanent moon base by mid-2030. We'll have the details later in the show. In a surprising development, we're learning that Israel is engaged in secret talks with a new Islamist regime in Syria on the possibility of joining the Abraham Accords in a potential bid to further erode Iran's strategic interests in the Middle East. Now that would be in the top 10 geopolitical developments of 2025. But first, today's afternoon spotlight. We'll begin today with a look at the final frontier of warfare as the U.S. russia and China vie for military supremacy in space. America's space chief sounded the alarm on Thursday on the emerging threat posed by Russia and China in the vast beyond, warning that what's referred to as Beijing's satellite kill web poses the biggest risk to U.S. forces. Speaking at POLITICO's Security Summit on Thursday, Gen. Be Chance Saltzman, chief of space operations, said it's imperative for America to move swiftly to disrupt the efforts of America's top adversaries to weaponize space before they gain an edge over US Capabilities. China's growing satellite network is of particular concern to Saltzman, who said it can precisely target the location of US Forces, preemptively giving, of course, the Communist Regiment valuable intelligence about American troop positions and operations before military objectives can be met. This network reportedly puts forces in the Indo Pacific region at the greatest risk. Saltzman said, quote, the PRC has developed what we've kind of, you know, tongue in cheek, called a kill web. Doesn't sound tongue in cheek. And it's nothing more than a series of hundreds of satellites that are a sensor network that provide real time updates, targeting quality information of our force. He continued, quote, this is a huge problem. That's why we have to build our capabilities to try to disrupt that so that when we're trying to achieve military objectives, our soldiers, sailors and airmen are safe and not under this umbrella of a very accurate, very long range set of weapons. But it's not just China. America's space chief warned that Russia is demonstrating similar strength in this arena point pinpointing three major areas of concern in Moscow's space technology development. First, he points to what he described as their kinetic kill capability. Back in November 2021, Russia used a direct ascent anti satellite missile to intentionally destroy a defunct Soviet intelligence satellite, creating a massive debris field in low earth orbit that posed risks to the International Space Station and other satellites. Second, he noted that Russia launched a crippling cyber attack on American commercial satellite Internet company viasat just one hour before mounting their invasion of Ukraine, causing outages for several thousand Ukrainian customers and disrupting wind farms and Internet services throughout Central Europe. Finally, and most ominously, Saltzman warned of the Kremlin's intention to put a nuclear weapon into orbit. As you may recall, reports started circulating back in February of 2024 that the Putin regime was pursuing a space based anti satellite nuclear weapon that could shut down everything from military communications to civilian phone based services and apps. US intelligence officials said the weapon could trigger an electromagnetic pulse across low Earth orbit that would disable dozens of critical satellites and have a catastrophic effect on any ground based devices that rely on satellite connectivity. While Moscow vociferously, they're always vociferously denying things, aren't they? Denied the reports as a Western fear tactic. Intelligence suggests that the Kremlin is still serious about putting a nuke in space. Saltzman said, quote, the Russians are demonstrating reckless behavior with regards to how they intend to contest the space domain that will have far reaching impacts beyond any localized military effect. But the threat extends beyond Earth's orbit. Saltzman noted that Russia has partnered with China to launch a joint lunar exploration project called the International Lunar Research Station. China intends to put astronauts on the moon before 2030 and build a joint nuclear power plant on the moon with Russia to support the station. According to Politico, the ambitious project aims to create a permanent moon base by mid-2030 to compete with America's Artemis moon mission. We'd also be remiss if we didn't mention China's breakthrough in advanced energy weapon technology. Just last November, the South China Morning Post reported that the Chinese Communist Party had developed an advanced energy beam weapon dubbed a real life Death Star, capable of targeting and disrupting satellite systems. Now the weapon can reportedly be used to impair communications, navigation and even missile guidance systems, adding a potent new dimension to China's arsenal and underscoring their strategic emphasis on space based warfare. Luckily, though, their Death Star can be destroyed by simply firing a proton torpedo into its unsecured thermal exhaust port. And that is easily the nerdiest thing that I've ever said out loud. With the battle over the final frontier heating up, Saltzman says the US Must rapidly work to secure its own strategic foothold in space or risk being overtaken by adversaries. Alright, coming up next, Israel engages in secret talks with the new Islamist regime in Syria. I'll be right back. Hey, Mike Baker here. Welcome back to the Afternoon Bulletin. Turning our attention to the Middle east, where President Trump's push for regional diplomacy appears to be making an impact. According to sources that spoke exclusively with the Times of Israel, Israeli officials have been holding secret security related talks with Syria's new Islamist led government in recent days aimed at reducing tensions between the longtime adversaries and on the possibility also of having Damascus join the Abraham Accords. While these delicate discussions are still in the earliest of stages, such a move could see Syria normalize ties with Israel, which of course would deal a critical blow to Iran's strategic influence in the Middle East. Both Israel and Syria are remaining tight lipped about the developments and reports conflict about who is mediating the talks, though sources indicate that both the UAE and Qatar are playing a role. One source said a recent meeting was held in Azerbaijan attended by the chief of the Israeli military's operations directorate who spoke with unnamed Syrian government representatives alongside Turkish officials. A diplomatic breakthrough between Israel and Syria would go a long way towards reducing regional tensions with the Israeli sources saying the government thinks it could also enable a positive shift in ties between Israel and Turkey. As we've been tracking here on the PDB since the fall of the Assad regime in December, both Ankara and Jerusalem have moved quickly to try to shape Syria's future. Turkey is fully backing interim Syrian President Ahmed Al Shiraz Islamist government and hoping to establish permanent military installations inside Syria. Israel on the other hand, remains skeptical of the new Sunni Islamist government, particularly given Al Shiraz past life as a former Al Qaeda operative. Israel has been conducting airstrikes targeting the former Assad regime's military infrastructure and armaments to prevent them from falling into the hands of extremists. The competing interests have raised diplomatic tensions of course between Israel and Turkey with Israeli leaders viewing Turkey's growing presence in Syria as a threat to their security. Israel has also carved out a demilitarized zone in southern Syria near the Golan Heights to protect their border from extremist groups and and they've repeatedly warned Syria's new government about deploying forces south of Damascus. But the reports of direct talks suggest that the situation could could perhaps de escalate. The news comes after President Trump announced a major US Policy shift regarding Syria just on Tuesday, saying he plans to remove all sanctions on the war torn nation to quote, give them a chance at greatness in the post Assad era. On Wednesday, Trump did meet face to face with Al Sharah in the Saudi Arabian capital of Riyadh. In exchange for the promised sanctions relief, the President reportedly urged Al Sharah to normalize ties with Israel, expel all foreign and Palestinian terrorists and help the U. S prevent the resurgence of isis. Trump later told the media, quote, I told Shira, I hope you're going to join the Abraham Accords once you're straightened out. And he said yes. Though Trump did caution that Syria still has, quote, a lot of work to do. And that my friends, is the PDB afternoon bulletin for Friday 16th May. Host: Mike Baker
Release Date: May 16, 2025
In the May 16th, 2025 episode of The President's Daily Brief hosted by former CIA Operations Officer Mike Baker, listeners are presented with a comprehensive overview of critical national and international issues. This afternoon bulletin delves into the escalating space-based warfare threats posed by China and Russia, and explores groundbreaking diplomatic developments between Israel and Syria. Through insightful analysis and authoritative commentary, Baker equips listeners with the knowledge necessary to understand and address America’s most pressing challenges.
At the forefront of space-based military advancements, China has developed an extensive satellite network, ominously termed the "kill web." General Be Chance Saltzman, Chief of Space Operations, highlighted the severity of this threat during POLITICO's Security Summit. He emphasized the precision and real-time capabilities of Beijing’s satellite network, which poses significant risks to U.S. military forces, especially in the Indo-Pacific region.
General Saltzman (07:15): "The PRC has developed what we've kind of, you know, tongue in cheek, called a kill web. Doesn't sound tongue in cheek. And it's nothing more than a series of hundreds of satellites that are a sensor network that provide real-time updates, targeting quality information of our force."
Saltzman further elaborated on the implications of this network, noting its capacity to provide Communist adversaries with invaluable intelligence on American troop movements and operations, potentially preempting U.S. military objectives.
While China’s advancements are alarming, Russia is not far behind in weaponizing space. Saltzman identified three primary concerns regarding Russia’s space technology:
Kinetic Kill Capability: In November 2021, Russia successfully launched a direct ascent anti-satellite missile, destroying a defunct Soviet intelligence satellite. This act not only created a substantial debris field in low Earth orbit but also endangered the International Space Station and other operational satellites.
Cyber Warfare: Russia's offensive cyber operations were showcased when they launched a crippling cyber attack on American commercial satellite internet provider Viasat an hour before their invasion of Ukraine. This attack caused widespread outages affecting thousands of Ukrainian customers and disrupted internet services across Central Europe.
Orbital Nuclear Weapons: Perhaps the most concerning is Russia's purported intention to deploy a nuclear weapon in orbit. Reports from February 2024 suggest that the Kremlin is pursuing space-based anti-satellite nukes capable of generating electromagnetic pulses (EMPs). These EMPs could disable critical satellites and ground-based devices reliant on satellite connectivity, leading to catastrophic disruptions.
General Saltzman (15:42): "The Russians are demonstrating reckless behavior with regards to how they intend to contest the space domain that will have far-reaching impacts beyond any localized military effect."
Despite Moscow’s denials, U.S. intelligence remains convinced of Russia's commitment to deploying nuclear weapons in space, viewing these actions as a significant escalation in space militarization.
In a strategic move to consolidate their presence beyond Earth, China and Russia have embarked on a joint lunar exploration project named the International Lunar Research Station. Scheduled for completion by mid-2030, this ambitious initiative aims to establish a permanent moon base, directly competing with the U.S. Artemis mission.
The collaboration includes plans to construct a nuclear power plant on the moon, ensuring sustainable operations for the research station. This partnership not only signifies a technological leap but also symbolizes a unified front against American dominance in space exploration.
Adding to the array of space-based threats, China has unveiled an advanced energy beam weapon, colloquially referred to as a "real-life Death Star." Reported by the South China Morning Post in November, this weapon system is designed to target and disrupt satellite systems with unprecedented precision.
The energy beam can impair critical satellite functions, including communications, navigation, and missile guidance systems, thereby crippling the adversary’s military and civilian infrastructure. The strategic emphasis on such weapons underscores China’s commitment to establishing supremacy in space-based warfare.
Mike Baker (25:10): "China's breakthrough in advanced energy weapon technology adds a potent new dimension to their arsenal and underscores their strategic emphasis on space-based warfare."
While formidable, the energy beam weapon is not invulnerable. An interesting albeit niche detail mentioned relates to the weapon's susceptibility to proton torpedoes targeting its thermal exhaust ports, highlighting both the ingenuity and the vulnerabilities inherent in such advanced technologies.
Shifting focus to the Middle East, Mike Baker reports on covert negotiations between Israel and Syria’s newly formed Islamist-led government. These discussions center around Syria potentially joining the Abraham Accords, a series of normalization agreements brokered by the United States to foster peace and cooperation between Israel and several Arab nations.
This development is particularly significant as it represents one of the top geopolitical events of 2025, with profound implications for regional stability and Iran’s strategic interests. Normalizing relations with Syria would not only curb Iranian influence but also alter the balance of power in the Middle East.
Mike Baker (45:22): "A diplomatic breakthrough between Israel and Syria would go a long way towards reducing regional tensions and could deal a critical blow to Iran's strategic influence in the Middle East."
The negotiations have reportedly involved mediation efforts by the United Arab Emirates (UAE) and Qatar, both of which have vested interests in curbing Iranian dominance. A notable meeting in Azerbaijan featured the chief of the Israeli military's operations directorate alongside Syrian government representatives and Turkish officials, indicating a multi-faceted approach to diplomacy.
Turkey and Israel have been navigating a complex relationship, especially concerning Syria. Turkey’s support for Syria’s interim Islamist government, led by Ahmed Al Shiraz, includes aspirations to establish permanent military installations within Syria. This expansion has strained relations with Israel, which perceives Turkey’s increasing military presence as a direct security threat.
Meanwhile, Israel has established a demilitarized zone in southern Syria near the Golan Heights to safeguard its borders from extremist groups. These strategic maneuvers by both Turkey and Israel highlight the delicate balance of power and the ongoing efforts to shape Syria's future political landscape.
In a bold policy move, President Trump announced the removal of all sanctions on Syria, signaling a significant shift in U.S. foreign policy aimed at rebuilding and stabilizing the war-torn nation post-Assad regime.
President Trump met face-to-face with Ahmed Al Shiraz in Riyadh, Saudi Arabia, offering sanctions relief in exchange for Syria's commitments to regional stability and counterterrorism efforts.
President Trump (50:05): "I told Shira, I hope you're going to join the Abraham Accords once you're straightened out."
During the meeting, Trump urged Al Shiraz to normalize ties with Israel, expel foreign and Palestinian terrorists, and collaborate with the United States to prevent the resurgence of ISIS. Al Shiraz acknowledged these conditions, albeit cautiously, underscoring the complex path ahead for Syria’s integration into regional peace frameworks.
The removal of sanctions is intended to empower the new Syrian government to rebuild its economy and infrastructure, fostering a conducive environment for diplomatic normalization with Israel. This strategy aims to undermine Iran’s entrenched influence in Syria, thereby aligning with broader U.S. objectives of diminishing Iranian strategic footholds in the Middle East.
By encouraging Syria’s participation in the Abraham Accords, the U.S. seeks to cultivate a network of alliances that promote mutual security and economic cooperation, ultimately contributing to a more stable and balanced regional power structure.
The May 16th episode of The President's Daily Brief provides an incisive examination of two pivotal developments shaping global dynamics: the militarization of space by China and Russia, and the evolving diplomatic landscape in the Middle East with Israel’s potential normalization with Syria. Mike Baker adeptly synthesizes complex geopolitical factors, offering listeners a nuanced understanding of these critical issues.
As space becomes an increasingly contested domain and the Middle East edges towards a new diplomatic realignment, the insights presented in this bulletin underscore the necessity for vigilant and strategic responses to safeguard national interests and promote global stability.
