It's Monday, the 18th of May. Welcome to the PDB Afternoon Bulletin. I'm Mike Baker, your eyes and ears on the world stage. All right, let's get briefed. First up, Ukraine launches one of the largest drone assaults on Moscow since the start of the war, bringing the war to Putin's doorstep. Later in the show, one of ISIS's most elusive commanders is now dead after a joint US Nigerian raid in Africa. But the operation is also highlighting a much larger concern, the terrorist group's growing reach across the continent. But first, today's afternoon spotlight. Ukraine launched one of the largest drone attacks on Moscow since the start of Putin's full scale invasion this weekend, sending waves of drones deep into Russian territory. The attack brought explosions, fires and chaos to the outskirts of the Russian capital in a way that many ordinary Russians have rarely experienced before. Russian officials say more than 550 Ukrainian drones were intercepted across the country overnight, with at least 80 reportedly aimed directly at Moscow. Authorities say at least four people were killed, including three in the Moscow region, while more than a dozen others were wounded. Videos posted to social media appeared to show flashes in the night sky as Russian air defenses activated around the capital. Drone debris reportedly fell near Moscow's Sherman Yevo airport, while officials say homes, apartment buildings and infrastructure sites were damaged in several suburbs surrounding the city. One strike reportedly injured workers near the entrance to Moscow's oil refinery, while other targets allegedly included fuel depots, logistics, infrastructure and facilities tied to Russia's military industrial bas. Now, while Moscow has faced drone attacks before, the scale of this latest operation appears to mark a significant escalation, not just militarily, but psychologically. For much of this war, daily life inside Moscow has remained relatively insulated from the kind of destruction regularly seen in Ukrainian cities like Kyiv or Kharkiv and Odessa. But Ukraine increasingly appears determined to change that equation. Ukrainian President Zelensky openly confirmed the operation, describing it as retaliation for Russia's recent massive strikes on Kyiv, which killed dozens of civilians this past week. In a statement following the attacks, Zelensky said Ukraine's long range drones had successfully penetrated what he Described as the most heavily defended airspace in Russia. The concentration of Russian air defense in the Moscow region is the highest, Zelensky said, but we are overcoming it, end quote. He also delivered a blunt political message directly aimed at the Russian public, saying, quote, we are clearly telling the Russians their state must end its war, end quote. And that may ultimately be the broader strategic goal here. Ukraine is not simply trying to destroy infrastructure inside Russia. Increasingly, Kyiv appears focused on forcing ordinary Russians, particularly those in and around Moscow, to feel the consequences of a war that for many has remained psychologically distant despite now entering its fifth year. And that matters because Moscow is not just Russia's capital, it's the symbolic center of Vladimir Putin's promise of stability and control. And drone swarms penetrating deep into the Moscow region challenge that image in a very public way. In fact, Russian authorities are reportedly becoming increasingly concerned that about the political impact of Ukraine's expanding long range strike campaign. Just this week, the Kremlin imposed new restrictions banning residents and media outlets from publishing unauthorized images or footage showing the aftermath of strikes inside Russia. At the same time, recent polling inside Russia reportedly suggests growing public concern over Ukraine's ability to strike targets far from the front lines. Now, none of this necessarily means the Kremlin is suddenly ready to negotiate peace, nor does it suggest that Ukraine is on the verge of some sort of dramatic breakthrough. But what it does show is that the strategic geography of this war is changing. Cheap long range drones are increasingly allowing Ukraine to threaten oil refineries and fuel depots, logistics hubs, and even neighborhoods surrounding the Russian capital. And with every new swarm that reaches Moscow, the Ukraine appears intent on delivering the same message. Putin's war needs to impact the Russian population as much as it has the Ukrainians. welcome back to the PDB afternoon Bulletin. The second in command of ISIS is dead following a joint US Nigerian operation. But even as the strike delivered one of the biggest blows to the terror group in years, growing concern inside intelligence circles is that Africa is rapidly becoming the new center of global ISIS activity. Abu Bilal Al Munuki, who is identified as isis's shadow commander, was killed over the weekend during what the Nigerian military described as, quote, a meticulously planned and highly complex precision air land operation carried out in the northeastern Borno state. Al Manuki reportedly spent years operating under some of the strictest security measures inside the terror group's global network. We're talking about a senior ISIS figure who reportedly avoided smartphones entirely, relied on couriers instead of electronic communications, and constantly shifted between small camps scattered across the Lake Chad Basin and the wider Sahel region. So right away, that raises the obvious question, how do you find somebody like that? Well, the most likely answer comes down to one of the oldest and most difficult forms of intelligence to defeat, and that would be human sources. For years now, American intelligence officials have quietly warned that ISIS's African branches were becoming more sophisticated and in many cases, more difficult to penetrate than some of the remnants that were left behind in Iraq and Syria after the collapse of their caliphate. ISIS West Africa Province operates dozens of small, shifting camps scattered across the bush rather than centralized headquarters or permanent infrastructure. In other words, this was not some fixed terrorist compound sitting out in the open waiting to be bombed. Al Manuki survived for years because ISIS built deep local protection networks across northeastern Nigeria in areas where Boko Haram and ISIS linked factions have embedded themselves into local support structures. And that's why President Trump's announcement of the killing on Truth Social, citing, quote, sources who kept us informed matters so much here. Groups like ISIS learned to adapt following years of US Drone strikes and electronic surveillance, stripping away many of the technologies that Western intelligence agencies became so effective at exploiting, which strongly suggests human intelligence ultimately became the key factor in finding Al Manuki. Now, this is a major win for both Nigeria and the U.S. washington confirmed no American or Nigerian forces were harmed during the operation near the borders of Niger and Chad. But while the strike represents a success strategically, the picture remains deeply concerning. Because even after al Munuki's death, ISIS's global leader remains at large somewhere on the African continent. And it comes as ISIS increasingly shifts its leadership, its financing and operational infrastructure deeper into Africa. Now that may sound surprising considering how heavily ISIS became associated with Iraq and Syria over the past decade, but today, more than two thirds of all ISIS linked activity worldwide is taking place across Africa. That means ISIS is no longer operating primarily like the old territorial caliphate that most Americans remember from 2014 and 2015. Instead, the group increasingly resembles a decentralized network of regional jihadist franchises spread across fragile states with weak governance and porous borders and long standing instability. And that model may prove far harder to eradicate in the long term. Many of these African ISIS branches now fund themselves locally through extortions and kidnapping, smuggling, illicit taxation, ransom operations, and regional trafficking networks. An important development here is the increasing level of direct US involvement in Nigeria. You may remember that American troops deployed earlier this year were described as serving primarily in advisory and training capacities following expanded military cooperation between Washington and Abuja. And that cooperation now appears to be accelerating. The Nigerian military announced today that another joint operation involving U.S. support killed more than 20 additional Islamic State militants in Borno State, suggesting this may be the early phase of a broader counterterrorism push rather than a single isolated strike, especially as instability continues spreading across Mali, Niger, Somalia and Nigeria.
