Welcome to the PDB Afternoon Bulletin. I'm Mike Baker, your eyes and ears on the world stage. All right, let's get briefed. First up, did the Kremlin fake a major battlefield victory in Ukraine? Russian military bloggers now claim Moscow declared Kubiansk captured while fighting was still raging inside the city, raising serious questions about whether Kazakhstan commanders are feeding false information all the way up the chain to Vladimir Putin later in the show. Six weeks into the ceasefire with Iran, US Intelligence officials reportedly believe the regime has already restarted parts of its drone production network and may be rebuilding key military capabilities far faster than expected. I'll have the details, but first, today's afternoon spotlight. For months, the Kremlin has insisted that a small eastern city in Ukraine called Kubyansk had been captured by its army armed forces. Russian generals celebrated it, state media broadcast stories about it, and medals were reportedly handed out. There was just one problem. According to a growing number of Russian military bloggers and pro war telegram channels, the battle for Kupiansk never actually ended. In fact, by spring of this year, Russian sources were reporting that isolated Russian troops were still trapped inside parts of the city, including inside the ruins of a hospital position where soldiers allegedly spent months under siege, while Moscow publicly claimed the city was already fully under Russian control. And if those reports are accurate, the implications stretch beyond one battered frontline city in eastern Ukraine. Because this may not simply be a story about Russian propaganda aimed at the public. It may also be a story about Russian commanders feeding false or exaggerated battlefield reports up the chain of command, potentially all the way to Vladimir Putin. Now, it is important to note that wartime reporting is notoriously difficult to verify, and much of this information comes from Russian military bloggers, telegram channels, Ukrainian sources, and battlefield reporting rather than independently verified official accounts. But what makes this story remarkable is that many of the harshest accusations are coming from Russia's own pro war nationalist community, people who are typically supportive of the Kremlin and the war effort, and Putin. So let's talk about Kupyansk. Why does this small city in Ukraine even matter? At first glance, it's not a very large place, but strategically, it occupies a key logistical position in eastern Ukraine. Kupyansk sits along major transportation routes leading toward Kharkiv, Ukraine's second largest city, and serves as an important rail and supply hub near the Oskil River. Russia first captured the city during the early phase of the invasion back in 2022, using it as a logistics base for operations deeper into the region. Ukraine later recaptured it during its Kharkiv counteroffensive, disrupting Russian supply chains and forcing Moscow to rethink its operations in northeastern Ukraine. Since then, Russian troops have repeatedly tried to push back toward the city, and by late 2025, Kupyansk had become one of the most contested sectors along the front. And then came the victory announcements. In November of last year, Russian Chief of the General Staff Valerie Yarasimov basically is the Russian version of the Chairman of the Joint Chiefs of Staff in the US Reportedly informed Putin that Kupyansk had been captured. Russian Defense Minister Andrei Belousov later congratulated troops on what he described as the, quote, liberation of the city. Russian state media amplified the message, portraying the battle as another successful step in Moscow's campaign. But almost immediately, cracks began appearing in the narrative. Russian military bloggers started openly questioning the official claims. One influential pro war channel wrote that, quote, the reality differs from the optimistic reports. Others complained there had been little actual progress inside the city and described severe logistical problems for Russian forces operating there. One Russian channel linked to the Military reportedly described the situation as, quote, worse than critical, while another accused commanders of systematically exaggerating battlefield successes and transmitting inaccurate information upward through the chain of command. And that's the key phrase here, transmitting inaccurate information upward. Because that raises an uncomfortable possibility for the Kremlin that battlefield fiction may have started replacing battlefield reality inside. Russia's own military reporting structure, and authoritarian systems are especially vulnerable to this kind of problem. In healthy military systems, commanders are expected to deliver accurate assessments even when the news is bad. But in highly centralized authoritarian systems, there can be enormous pressure to report success upward. Careers, promotions, medals, political standing, sometimes even survival can depend on telling leadership what it wants to hear. History is full of examples of this situation. Stalin's Soviet Union, Saddam Hussein's Iraq, Nazi Germany, late in World War II. Over time, bad news becomes dangerous and the systems begin rewarding optimism over accuracy. Reports from the battlefield become shaped less by reality and more by the expectations and demands of the leader. The danger is that propaganda eventually stops flowing outward to the public and starts flowing inward to leadership. And that may be what happened here. The most surreal part of the story emerged months later. According to several Russian pro war telegram channels, a group of Russian soldiers who had appeared in earlier victory footage filmed inside Kupyansk later became trapped inside the city's central district hospital. Reports claim the soldiers remained there for months under siege conditions, cut off from resupply, surviving on melted snow and holding out in the ruins while fighting continued around them. One Russian channel alleged the troops were never properly rotated or evacuated due to disputes within the command structure. Another claimed the hospital position was eventually destroyed after sustained Ukrainian attacks. Russian troops were allegedly still dying in an effort to hold positions inside a city that Moscow had publicly declared conquered. And even more embarrassing for the Kremlin, some Russian bloggers began openly mocking the official narrative. One sarcastically remarked, quote, well, at least everyone got their medals. Of course, front lines do shift constantly in urban warfare. The bigger issue here is whether Russia's military and political leadership are operating inside a distorted information environment, one where battlefield reality is increasingly shaped by political pressure and disinformation. Welcome back to the PDB Afternoon Bulletin. We turn now to Iran, where new intelligence assessments are raising fresh questions about just how much of Tehran's military power survived the war and how quickly the regime may be rebuilding. What was lost? According to several sources familiar with U.S. intelligence assessments that spoke to CNN, U.S. intelligence agencies now believe Iran has already restarted portions of its drone production network during the six week pseudo ceasefire, with some officials warning that Tehran is rebuilding key aspects of its military industrial base significantly faster than initially expected. In fact, one U.S. official familiar with the assessments told CNN that, quote, the Iranians have exceeded all timelines that the international community had for reconstitution, adding that some estimates suggest the regime could fully restore its drone attack capabilities in as little as six months. Now, to be clear, the intelligence assessments acknowledge that the US Israeli campaign inflicted substantial damage on Iran's armed forces missile infrastructure, production facilities and command networks. And I also want to stress that these IC findings are coming from anonymous sources. But the emerging picture looks considerably more complicated than the public narrative that followed the war. And the new revelations appear to reinforce reporting that we discussed here on the PDB last week. According to intelligence assessments reviewed by the New York Times, Iran reportedly retains roughly 70% of its pre war missile stockpile, approximately 70% of its mobile launchers, and has regained access to nearly 90% of its underground missile storage and launch facilities nationwide, though the Pentagon and White House heavily disputed that report. Now the new reporting from CNN suggests that may have been only part of the picture. According to their sources, roughly 50% of Iran's drone capabilities remain intact, while revised Estimates now suggest as many as two thirds of Iran's missile launchers may have survived the war. That figure is particularly notable because CNN reported in April that US Intelligence initially believed only about half of those launchers remained operational. But the estimate was subsequently revised upwards, with officials reportedly now assessing that some launchers that were originally thought to be destroyed may have simply been buried or rendered temporarily inaccessible during the fighting, only to be recovered during the ceasefire. The findings also indicate that Iran still retains a significant portion of its coastal defense missile network along the Persian Gulf and Strait of Hormuz. And of course, one of Tehran's most important tools are for threatening regional shipping traffic, reportedly securing operational access to at least 30 of the 33 missile sites in that region. Taken together, the intelligence paints a picture of a military that was unquestionably damaged by the war, but perhaps not nearly to the extent described by the Pentagon and White House in the aftermath. The revelations are adding to a growing gap between what these internal intelligence assessments appear to conclude and and the public claims being made by senior military officials. Just this week, CENTCOM Commander Admiral Brad Cooper testified before Congress that Operation Epic Fury destroyed roughly 90% of Iran's defense industrial base and had set back the country's ability to rebuild for years. By contrast, some analysts now believe Iran's timeline for rebuilding key capabilities may be measured in months rather than years, noting Iran's surviving industrial infrastructure remains more intact than originally understood. So if the reports prove accurate, how is Iran managing to reconstitute so rapidly? As we recently discussed on the pdb, intelligence officials believe foreign assistance may be helping accelerate the process particularly, and this will not shock you, the assistance from China and Russia. China is said to have continued providing components that can be used in missile manufacturing after the war began, while Russia has also allegedly provided varying forms of support. Of course, China, and this also will not shock you, has heavily disputed those claims, calling the allegations baseless. Notably, CENTCOM declined to comment on CNN's reporting, while Pentagon officials defended the overall success of the campaign and insisted that the US Military remains fully prepared should hostilities resume. But the assessments come at a very precarious moment. As we've been tracking this week here on the pdb, the outlook for the so called cease fire negotiations appears increasingly bleak, with both Washington and Tehran openly discussing the possibility that fighting could resume if diplomacy breaks down.
