Well, welcome to the Rylee Gaines Show. We are live on from Washington, D.C. i've spent the day enjoying the great American State Fair, seeing all of the wonderful things that the different exhibits have to offer. But today we are sat down with Congressman John McGuire. I was actually just telling him this off air. One of the things that I love most about Congressman is just how ambitious he is, how willing he is. I really do believe that majority of people who serve in the House or the Senate or, of course, in the 119th Congress, they do want to save America, but they don't always want to take the necessary actions to achieve that goal. Congressman McGuire, he is one of those people. And so thank you for joining. Just very excited to chat with you. I want to start. You had a pretty exciting dinner last night.

Oh, yeah. What an honor. We were in the Oval Office last night, the Rose Garden Club. President Trump has a group of legislators and other folks that have been with him nonstop all the way since it came down the escalator. And by the, you know, I'm just honored to be part of that team. And so we had a great dinner, we had a great conversation in the Oval Office. We've got so many things going for our country. If we can just start, get everybody to row in the same direction, we can make a better future for all Americans.

Is President Trump the same as people imagine him to be? You know, they see the clips of him, you know, on stage campaigning, they watch him on the news. Is he that same person behind closed doors when the cameras aren't rolling?

I think he's very genuine. I mean, one on one, he's got a great sense of humor, and it is shocking how knowledgeable he is on every subject. And so I just find that remarkable. And the guy could do anything. I mean, very wealthy man. He's at an age where he could do whatever he wants, but he's sacrificing for our freedom. He wants a. He loves our country. I think he would put an American flag on every car and every house if he could. And I feel the same way. So I'm excited to be Part of the team.

It's. It really is amazing because objectively, I mean, President Trump, he's old, right? He's, you know, 80 years old. That's objectively an old age. But the way he is able to. I mean, the stamina that he has, he doesn't sleep ever. His knowledge on topics. I totally agree with you.

And you got a comment about that, if you don't mind. So you remember the one big, beautiful bill, the working family tax cut? Well, that's historic. I mean, a lot of people don't know, but executive orders are temporary, and they get frustrated by that. But what he did was he codified 28 executive orders in one bill. It's like four years of success in one bill. People don't talk about that. But because it was such a historic bill, and being a Navy SEAL veteran, you know, we can sleep later when we're dead. They say, I said, I'm going to stay up to this whole thing because it's part of history. I'm the only member that I know that stood up the whole night, all night long. So I was in a room with a phone call with President Trump at 3:00am he was more awake than me.

So God's got a purpose for all of us. I believe he saved him at Butler to save our country.

You know, speaking of Butler and the assassination attempt, plural, the assassination attempts that we have seen on President Trump's life, obviously, just what, like 10 months ago, we lost one of the most influential, effective minds of our times, that being Charlie Kirk, especially when it came to influencing my generation. What do you make of the increasingly violent and extreme rhetoric that we've seen that I believe certainly leads to deranged people who are willing to attempt to commit these atrocities? Is that something that you have noticed in Congress as well?

It has. In fact, I have legislation we could talk about that I'm working on to help with that. I've received letters from law enforcement all over the country. But Charlie Kirk, you know, I certainly had an impact on your generation, but he had an impact on me and my generation as well. And even today, he can articulate our Christian values better than anyone. I try, but I can.

I'm telling you. I mean, really good. And we talk about our conservative views on life and on everything, liberty and pursuit of happiness. I mean, I study myself, but I can't keep up even now. But, no, he was great. And there is a much higher propensity for violence on the left. And it seems like the left believe that police are bad, criminals are good, and they don't care about the victims. So I've got a bill, it's called fafo. Imagine this, you've got your little girl, a little boy in the ambulance and you've got to get them to the emergency room in 15 minutes or it's not going to make it. And some people that are having a political protest in the middle of the road stops the ambulance from getting to the hospital and the child doesn't make it. That's domestic terrorism. The US Constitution gives us a right to peacefully assemble on the sidewalk and protest. It does not give you the right to block roads, to set police cars on fire, to impede law enforcement, to block first responders, firefighters, ambulance folks. So what happened is George Soros put these prosecutors all over the country that won't prosecute. So this bill says that if they don't do their job, the U.S. attorney appointed by President Trump can step in and prosecute them to the full extent of the law. We need to make some examples because you've seen what's going on in Minnesota and other places. So I believe in limited government. But if we do anything we need to keep you safe, you should be able to walk down any street in America with your little boy, little girl, and be safe. So the FAFO bill.

Oh, I love that. And a genius play on words, right? And kind of mentioning domestic terrorism. We've seen a rise, I mean, especially in the past few weeks, at least from a public stage. It's being shown on Fox News all the time. We've seen a rise of the Democratic Socialists of America and their influence on, specifically on these congressional races. Is that something that concerns you going into 2026? What's really at stake here when talking about the rise of socialism?

Yeah, it very much concerns me. I met with a woman last week who's an expert on the subject. She escaped Communist China and she said that socialism and communism are the same thing. And they say socialism until they get power and then they take over. And this Supreme Court decision really concerns me. Charlie Kirk, who I think a lot of, he said that immigration without assimilation is an invasion. So think about this. We are not a communist country. Our country, our rule of law is not perfect, but it's lifted more people out of poverty, given more people freedom and opportunity than any form of government in the history of man. Because we're born with our God given rights and they are enshrined in our founding documents and even in the Minority. Our constitutional republic gives everyone a voice. So China, Communist China, they've got 1.5 million birth, I guess, dual citizenship children that are now at the age where they could vote, they could literally come in. And because Democrats have same day registration voting, they could sway elections all across our country. So I'm not happy at all with that decision, but we are now working on legislation to stop it. With legislation.

What about the other Supreme Court ruling that we saw yesterday? The Supreme Court ultimately ruled to uphold states, the laws that states have passed in 27 states currently to prevent men from competing in women's sports within any educational program that receives federal funds.

That's right.

Absolutely. And you know, you and I, we've known each other since I was in the Virginia General assembly, and you've just been an inspiration to all of us to fight to protect women. I've been saying they've been trying to erase women. How do 10 men win 10 women's beauty pageants? And, you know, and putting men in women's sports. Anyone that considers common sense important or valuable knew that it was wrong. And thank God Supreme Court did the right thing.

Oh, right. It's. We've reached this point where there is a faction of society and basically an entire political party that is so detached from reality. This has inspired the Riley Gaines act, which you have, have really led the charge on. Tell us about this, because I will say from my perspective, there is no greater honor than lending to my voice and my, my name to such an important piece of legislation. Tell us about it.

Well, you've been a big inspiration, a big help. It's a team effort. But the Raleigh Gaines act basically says that if your daughter loses a scholarship trophy or a position on a team because of a boy and a girl sport, or if she gets harmed, it sets up a mechanism where you can sue that school to protect, to, to basically get damages. Because everything that we've ever done, there's no accountability in there. And what about protecting the girls?

I love this so much. And it's something I, I mean, speak about pretty frequently in discussing this topic is there's not a great enforcement mechanism. Of course, we have the Department of Justice and we have the Department of Education first and foremost. They can't possibly keep up with every single school, every single institution, every single leader that's violating federal law. But also, it's a lengthy, long process. There is no immediate there. I totally agree with you that it needs to be expensive to harm girls and to harm women and to. Infringe on parental rights and to infringe on the safeguarding of children. So I think this is, is genius. And again, I feel totally honored in lending my name to this. I want you to talk about the American Dream act as well, because when we're focusing on my generation, I think especially even young women, what is it that, that you have heard that are some of our biggest concerns and what's being done specifically in the American Dream act to make sure that, that we can live the American Dream?

Well, everything. Politicians have made some decisions, they've doubled your taxes. It's really just hard to afford things. And so we want to lower the cost of living, not increase it. So I'm about cutting taxes and making life easy. So I spent three months, I did an experiment. Every time I met anyone 30 years old to 20 years old, I'd ask them two questions. Number one, do you own a home? Almost all of them said no. I said, does anyone you graduated with own a home? They almost all said a no. It used to be 20% of home ownership in America was under age 30. Now it's closer to 1%. And so I don't normally do this, but I reached out to President Trump And I said, Mr. President, it's hard to be a socialist if you own property. And he said something to the effect that, yes, because socialism and communism take your property. And it seems like young people in these universities are not getting the right information. And so. And you guys don't have a future financially. And we met a 24 year old girl in D.C. her parents twisted her arm and said, you got to buy a house right when she graduated college. And she said, that's my travel money. But she bought a home. She's now 30 years old and she's financially ahead of everyone she graduated with. And so then I Met A guy, 65, no, 72 years old. He has 55 rental properties under the value of $500,000 to $200,000. When you graduate a university or trade school, you can't afford a million dollar house, but you might be able to afford a $300,000 fixer upper. Start a family, build a future. So this bill says if you're age 65 or older and you sell your property to a first time buyer, there's a five year moratorium on capital gains. And I got to tell you, staffers on the Democrat side and Republican side come up to me every day and whisper, that's my favorite bill. You're giving us a chance at a future. So it's the American Dream Act. It's to loosen up supply and to help young people afford homes. And every real estate lobbying firm in D.C. has endorsed the bill.

I think it's incredible. As I have grown older now, graduating college, of course, entering into that real adult stage of Life now being 26, I've got a child, my husband and I. Right, you start your family and you're forced to think about these financial decisions and to have financial responsibility. And I've realized now that the economic state of America is not the same economic state of America that my parents were starting this same phase of life. And so I think this is critical and I do think affordability is going to continue to be, you know, always, regardless of who's in the Oval Office, will continue to be kind of top of the of priorities for your everyday American, your everyday voter. So thank you for doing what you're doing here. One more thing that I know you and I have talked about before, but I have found so much interest in and I think you, you explain it very well. And something that I didn't initially realize is the welfare programs that we have in this country, funded by taxpayers, so funded by you and me that actually end up penalizing you for being married. Can you, can you kind of explain what I'm talking about here?

Yes. I'm on the Oversight Committee and I spent a good part of my first year in Congress with Elon Musk as part of the DOGE Caucus, finding waste, fraud and abuse in our country. JD Vance believes that if we were able to eliminate all the waste, fraud and abuse, it would literally eliminate our national debt. It's that bad. And I think all of America was watching what happened in Minnesota. A lot of people said, I don't know if I'm paying criminals or paying taxes. It's not fair. We want a return to fairness. Well, in one of our committee sessions, we had experts on all the social net programs. And I asked the simple questions in committee. I said, how many social net programs do we have, like snap, WIC and all that? And I said, and the answer was 16. So then my Follow up question was how many of those incentivize single parent homes? All of them. I think a lot of the. As a Christian, I believe, I believe that the government, especially Marxist communists, want to separate you from God. They want you to worship government and then they can give you your rights, which means they can take them away from you. What's unique about our country is you're born with the rights and they can't be taken away. But these social net programs to get you dependent on government are. It's like, you know, I want to teach you how to, how to fish, and then you can fish for life. They want you dependent. So the destruction of the breakdown of the nuclear family I think has caused a lot of problems in our country. If you look at these cities like Chicago, with crime, not having fathers in the home, we need programs that need to incentivize families. And I like what Charlie Kirk said. He asked everybody to get married, have lots of babies. We need more families, more babies, more freedom. Yeah.

And we live in a time where the birth rate decline is a serious issue. It should be more pressing than I think is talked about from a national scale. So thank you for your work you're doing there as well.

Today is faith, values and inspiration day here at the Great American State Fair. What does your faith mean to you? You alluded to being a Christian. What does it mean to you in the service that you provide this country?

C
Well, you know, I know God has a purpose and, you know, you pray. A lot of people say, I don't know what I want to do with my life. I said, well, if you pray on it, God will give you the answer. And it's not always the plan that you have, but it makes sense.

It hardly ever is. I mean, I gotta tell you, I had a lot of people ask me to run for Congress. And I just said, no, no, no, I'm state senate. And they kept asking me wherever I went. And finally we prayed on it. And I said, well, if God wants me to be in Congress, I'll be in Congress. And they said, I had a 1% chance. But by the grace of God and many other people, this is a way to continue service to our great nation. And I don't know how long I'll be here, but my promise to you is I'll work hard as I can every day to leave it better than I found it, to make sure that our young people, because I believe young people like yourself have less freedom today than I had growing up. But I'm going to give it all I got. I'm going to work with President Trump, our Republican conference and the U.S. senate and everyone else to try to have a better future.

You're a freshman member, meaning this is your first term. What has been the most surprising thing about serving in Congress?
- [17:16]
C
Well, I'm a very positive guy and I try to find good in everyone, but I mean, I'm a Navy seal, so I'm certainly guard it in some ways, but I try to give everybody a respectful chance when I meet them. But going to Washington, all I heard was it was a swamp. It was a swamp. It was a swamp corruption and all kinds of stuff, and that's here. But what I also did was I found people like Congresswoman Mary Miller.

She's got the biggest heart and her faith in Jesus Christ. I've been finding people like that have been mentoring me and helping me understand Congress and. But I do think a good leader brings people together. You know, I was in the General Assembly. I got the highest award for conservatism in Richmond. At the same time, I passed bills every year with every Democratic Republican voted yes. My last year in the State Senate, I had two bills that every Republican said, there's no way you'll pass these two bills, but by the grace of God, we passed both of them with every Democrat, every Republican. And one of them was a pro life bill, which I've had pro life leaders tell me you're not. There's no way you're going to pass that bill. So fast forward to Congress now. We're in Congress. We just passed two bills in three weeks. The first one 25 years of my district, the last six congressmen didn't get it done. But by working across the aisle, treating with people with respect and working with a team, we passed that bill in six months. So, you know, and I just got the highest award for conservatism in Congress from top three organizations like Club for Growth, the Institute for Legislative Analysis, and CPAC gave me their highest awards for conservatism. You can stand strong on conservative principles. Stand Strong on the Bible and your faith, but still work with people and get things done is what I'm trying to prove.

You mentioned in your conversation with President Trump, it's important to get everyone kind of rowing on the same team, being, being, you know, working together in collaboration to get and accomplish President Trump's America first agenda. How difficult, really, is it with the incredibly slim majority that Republicans have in the House? And what does this mean for midterms? Are you concerned about 2026?

C
Yeah. Well, first of all, it's very difficult. It's more difficult in Congress than it was in Richmond. In Richmond, I got Policymaker of the Year, Legislator of the Year. But the truth is, none of the ideas were mine. It came from you and people in your audience reaching out to their Congress to say, this is the problem, and then we go fight for it. I wish I could tell you they were my ideas. But in Richmond, there's one issue per bill, so it's black and white. Easy here. You and I could work on a bill and someone puts an amendment on it, and you and I don't like our bill anymore. So it's really complex. But it's like most things in life. It's about building relationships. Now, in the midterms, historically, we don't do well when you have a Republican president in the White House. However, the polling is shifting our ways because I believe the theme should be common sense versus crazy. Almost all Americans believe you should have a secure border, but if the Democrats get power again, they're going to open up the border. Almost all Americans believe that boys should be in boys sports and girls should be in girls sports. But if the Democrats get power again, we all know they're going to go back to that crazy common sense versus crazy and a whole lot more. And so I think we've got a good chance that we need everybody's prayers, we need your vote, we need you to volunteer, knock doors and do all that. And here's another one, the Save America Act. We absolutely have.

Yeah. What's the latest here? What's the deal?

C
Oh, my gosh. We're trying everything. So I was with Speaker Mike Johnson. We had a meeting a couple of days ago, just he and I were talking, and I was talking about how important the Save America act was for me. And I said, we've passed it twice. And he corrected me. He says, no, we passed it three times. I said, really? He said, yeah, in the last Congress. I wasn't in the last Congress. We passed it in the 118th Congress. We passed it twice out of the house and the 119th Congress, but every time it goes over to the Senate, there's all these things like the filibuster and all that, which I think they need to get rid of it because the Democrats are definitely going to get rid of it when they get, if they get power. So it's real complicated. So what we tried a couple of days ago is we tried to slip the Save America act into a rules vote for the National Defense Authorization act, and it failed. And so now we're going to go back to the drawing board and we're going to keep working on it. But I would ask everyone, call your senator, say, we need to Save America Act. And that's another thing. If you put 100 Democrats in a room, 100 independents in a room, 100 Republican rooms, and said to them, raise your hand if you think only American citizens should vote in American elections, I bet you they would all raise their hands. And if you said, raise your hand in these three groups, however many groups there are, if you think that you should have a voter id, they would all raise their hand. You can't get on an airplane, can't get medication. You can't hardly do anything without a photo id. And so it's politics over the American people. It's about power and control. As a Christian, I think it's spiritual warfare. And so I don't have all the answers. I didn't get here by myself. But I need prayers and advice and I'll give it all I got.

Now you're running for re election. You're in the midst of campaigning, which I will say I have very happily, very proudly endorsed you. I'm so excited for, for you to continue representing your district. But, but really more than that, because what you're doing, you do represent people like me. So I am, like, all in. I'm behind you. I'm excited for you, and I have no doubt that you'll be victorious there. What are some of your legislative priorities going into this next legislation?

C
First of all, it's a huge honor to have your endorsement. And I work every day to turn that. And just like I'm the first Republican in the country, as I told you, President Trump has endorsed and many, many people have endorsed us. And I hope that's indicative of the hard work we have. I'm in the middle of a primary fight right now in Virginia. We have election season 45 days. So right now we're voting. A lot of people in Virginia and my district don't even know. So I hope they'll spread the word that you have to vote. Right now, the last day to vote is August 4th. But I want to get re elected and help President Trump continue with his America first agenda. He needs people that he can trust, they can count on. Like I said, Rowan, in the same direction, I want to continue to work on the cost of living for young people. I want to help them have more freedom, not less freedom. You know, Charlie Kirk always talked about freedom. That's what our country was founded on, is slipping away. And I want to continue that fight. So obviously, I want to, I want you to be able to live, work and raise your family in peace. So I'm going to keep that fight going.

Like heaven to me. It's why I love being here so much. You just, you see people who are wearing their red, white and blue and they're just happy. They just look happy to be here. And that's a very stark contrast to that of what we see in the protests on the other, really riots that we see on the other side. There's no joy, there's no contentment. There's anger, there's vitriol. They want to destroy. But the people who are here, they want to build up. They want to construct something amazing and prosperous for the next generation. And that's what I see you doing. And for that, I'm eternally grateful and grateful for you sitting down with me today.
