A program that introduces thousands of fifth through eighth grade students in underserved communities to STEM careers is likely shutting its doors for good.Starbase Charlotte is losing federal dollars.Program director Dan Cloninger says that while the House approved the $60 million requested from Starbase, the Senate only approved $20 million.That allowed the program to run until Jan. 31. A new bill aimed at banning cell phones in public school classrooms is making progress in the North Carolina legislature. House Bill 87, which advanced in the House Education Committee Tuesday afternoon, would require all school districts to limit phone use unless a teacher incorporates them into a lesson.Currently, policies on phones vary across the state. While Guilford County Schools and Winston-Salem/Forsyth County Schools already have restrictions, 33% of North Carolina’s public school districts have no rules at all according to General Assembly staff.Supporters of the bill argue that cell phones are a growing distraction in classrooms. A Pew Research study found that one in three teachers considers phones a major problem. Lawmakers also pointed to concerns over bullying, with students using devices to record and share videos of classmates without their consent. Rep. Students in underserved communities are no stranger to challenges, but Charlotte-Mecklenburg Schools leaders say those challenges don't define their futures. As the Trump administration continues to push for budget cuts, CMS leaders like Stephanie Sneed are asking U.S. representatives to pump the brakes. One person has died and three others are hurt after a mobile home fire in west Charlotte early Friday morning, according to Medic.The Charlotte Fire Department responded to the fire on Scott Futrell Drive around 4:30 a.m. Friday. That's just off Billy Graham Parkway and near Interstate 85.Medic said three people were taken to the hospital -- two of those people had serious injuries and one had minor injuries. Three others refused transportation to the hospital. Medic confirmed one person died at the scene. In anticipation of a winter storm, North Carolina Gov. Josh Stein declared a state of emergency on Tuesday urging North Carolinians to prepare for winter weather conditions expected to impact the the state starting Wednesday. During a morning briefing Tuesday, Stein, alongside Director of Emergency Management Will Ray and Secretary of Transportation Joey Hopkins, emphasized the importance of taking precautions and staying informed.“Most of North Carolina will be impacted by this storm, and our greatest concerns are potential power outages and road safety," Stein said. Four people were shot during a party at an apartment complex in Rock Hill on Saturday night, police said. Rock Hill Police were called to the Villas apartments along Celanese Road around 9:15 p.m. When officers arrived, they found four people who had been shot. All four victims were taken to the hospital for treatment.Detectives said the preliminary investigation found the victims, along with several other people, were at a social gathering in the apartment when the shooting began.
