You know, small businesses are really the backbone of our economy. We we've seen record levels of new businesses formation or forming in recent years. What do you think sort of driving that entrepreneurial boom and you know, are businesses getting the resources they need right now?
Kelly Loeffler
Yeah. And Lisa, what's exciting is that right now in 2026, America's 250th anniversary, we have record all time business formation in the history of the country far exceeding even kind of the post Covid levels where where business formation was taking off. You know what it Is. It's. It's what I hear every day as I go around the country, which is President Trump's America first agenda, is getting the government out of the way. It's making it possible for small businesses to say, I see a path to success. And whether it's huge tax cuts, you know, saving us from a $5 trillion tax increase that every single congressional Democrat voted for. But thanks to President Trump getting those tax cuts done, deregulation, fair trade, and energy dominance, I think people see that the future is very bright, and that's why they're jumping in entrepreneurship at record levels.

Has it been a challenge for some of these small businesses since COVID You know, we know Covid. Particularly in some of these blue cities and states, they just kept lockdowns going on for forever. You know, has it been hard for them to recover since then, or do you think they're kind of been able to get, you know, sort of bounce back and get back to normal?
Kelly Loeffler
Yeah, I definitely see regional state by state differences as I go state to state. But look, because of what President Trump did from day one when he came in, we started rolling back the Green New Deal. We prioritized tax cuts that were retroactive back to 2025. President Trump opened up our energy drilling again. And so just everything that people see is giving them more confidence. And look, people are voting with their feet. There's no question. I mean, people are fleeing California, they're heading to Texas and Florida. So, yeah, there are state by state impacts, but that's what we talk to small business owners a lot is how can we help them at the federal level and educate them what needs to be done at state and local? And then I also work with state and local, with governors and economic development folks and. And make sure that we're advocating for our small businesses so that they have a voice in their own state.
Lisa Booth
Yeah, I mean, I guess there's only so much you can do in, you know, some of these blue cities and states, when that's right, taxes are insane. And they're just, you know, squeezing these businesses for everything they have. You know, even though we're seeing the record business creation and, you know, you look at a lot of. There's been some very positive economic indicators, but voters still just aren't there yet. And how they view the economy, if you look at polling and consumer sentiment, why do you think there's a lag there? You know, what do you think Americans don't have that confidence that we'd love for them to have in the Economy right now.
Kelly Loeffler
Yeah, and I definitely think there's a bit of a lag because of what the country went through during the four years of the Biden administration. It was very tough. I mean you had a government that was out of step with what, where the American people were, what they needed. Covid was long over. They kept pumping government money into the economy, driving up massive inflation. You know, cumulatively, 20% increase in price levels and everything from cars to homes to groceries. That's not what the American people needed. They needed to get their lives back to normal. And so, you know, now that we've gotten the government out of the way, literally shrunk, the government took 330 position thousand positions out of the government. You can see that it's, it's really been rocket fuel for Main street to get those focuses, that focus put back on free enterprise. And we have jobs off the charts. A half million in the last three months. That's just the last three months though. So you know, it's going to take time for that certainty about the people's own jobs to come out. You know, business formation as we talked about is strong. Retail sales is very strong. That's discretionary spending continues to be strong and above inflation. So it just takes time for these data points to translate into confidence and I think it will as, as we get to the end of the Iranian conflict and gas prices continue to fall and people start to see that their taxes, their take home pay is persistently higher now and that's the first time in four years that take home pay growth is exceeding inflation.

You know what I've, I've never understood, I feel like most of public policy is common sense, you know, and like you get this, you've been a senator, you've been in business, you're, you're now the administrator, the small business administrator. And it's like when you look at small businesses, if you're putting up regulations in their way, it's like any barriers that you're putting in front of them is obviously going to make it more difficult and more costly to run a business, to start a business. And like that's just like my listeners, the people listening understand this, right? Like it's just, it's common sense. You know, you see the left just every step they can throw up these barriers. And so it's like, is it just intentional or you know, why, why do they not seem to get that?
Kelly Loeffler
Well, it's just a difference in between believing in the American people and free enterprise and what, what can be done outside the government and believing that government is the solution to every problem. And as I've gotten in there, I've seen that it's the cause of many problems. In fact, frankly, it's why I got involved in politics over 15 years ago, because I saw the government just pushing back against small businesses, which. Which I was part of. And it was shocking to think, you know, we're trying to build something here in America, and our own government is saying, no, you can't do that. And thankfully, President Trump, for years, for decades, I mean, he is someone that, since the 1980s, has been very clear that America needs to lead in these areas, and the government, its policies, can't lead and lead in our failure, like shipping millions of jobs overseas, hollowing out our manufacturing infrastructure, all of that. But we also have to have the policies that encourage people to take risk, to hire, to take that next step, whether it's, you know, going to trade school and becoming trained in some of the jobs that we need to encourage them. There's a future, and it's not government dependency.
Lisa Booth
You know, Washington, D.C. can be a bubble. And that's one of the biggest frustrations people have with, you know, a lot of politicians. You know, they go to Congress or whatever, they're there forever, and people sort of feel like they lose touch back home. You've kind of made it a point to travel the country, to get out, to meet people, to sit down with these small business owners. How do you think that's shaped the job that you're doing, and why has that been important to you? Like, what have you learned from that?
Kelly Loeffler
Well, Lisa, you're absolutely right, and it's been incredibly important. I saw during my time in the Senate, my. As a businesswoman coming into the Senate, I thought, wow, campaigning is going to be really daunting, but I'm going to like being in Washington, legislating and solving problems. What I actually loved was being out with people, hearing their concerns and then translating them into what I could do in Washington. And so when I came into the sba, and it's very much what President Trump does, is listen to a lot of people and take on board, like, what's happening in real time. And so I'm able to be out on the ground this week. I'll be. Let's see. Michigan, Wisconsin and Florida and listening to small businesses. I'm on a national manufacturing tour today. I'll be at a construction site for residential construction after speaking at the national association of Home Builders event. Because I don't just want to be at events in Washington and then not be on the ground with the people whose policies were impacting. So I'm able to help them. Whether it's affordability or getting regulation done out of the way, or providing capital, that's what the SBA does, is get access to capital. I was in Michigan yesterday talking to a bunch of entrepreneurs in the defense tech industry. They need access to capital. How can I work with Department of War? How can we work with the private sector to solve that problem? And that's the sweet spot of this administration, is common sense and solving problems. And it's incredibly energizing to be part of it and to be able to bring those solutions to bear.

You know, there's been a lot of frustration from Americans just saying how much fraud is in our government. And, you know, people just are working so hard. You know, they've had inflation that they've been dealing with for quite some time, you know, and then yet we're just like giving money away to people who are taking advantage of us and the hard working taxpayer. What role? You know, I know President Trump's sort of doing this all a government, whole of government approach and trying to fight it. What role are you playing at the SBA and trying to combat some of this fraud that Americans are just so frustrated with right now?
Kelly Loeffler
Well, Lisa, it is shocking. It is at the scale of fraud. Even the government's own auditor says, you know, 186 billion a year in improper payments and up to half a trillion a year in fraud. It's staggering. And then it's urgent that we get on that. And that's why it's so incredible that President Trump during his campaign and now, you know, promises made, promises kept, has put J.D. vance, our great vice president in charge of the task force. And it's getting so much done, about 600 legal actions in the first 90 days. The SBA, from day one, when I came in last year, we knew that there was 200 billion in fraud from the PPP program. Look, an important program, about 1.2 trillion went out during COVID but 200 billion of it was marked fraudulent by the Biden administration. And then they tried to forgive all the fraudulent loans. And so what we've done is gone back in and said that's not fair to American taxpayers, of which small businesses are a huge number of those, and said, we are going to make sure that we crack down on this. So from day one, we've been all over it. We're using Palantir to partner with us, to really take quick action because this is long overdue. And as a result, we've since sent, so far, $22 billion to treasury for collection and to the DOJ for prosecution. That's 560,000 fraudsters so far.

That's crazy. No, I'm so glad that we're, we're cracking down on this.

Do you think is it just because,
Lisa Booth
like, our government is so large, we have so many programs kind of doing the same thing, and maybe some of the agencies aren't checking with each other, like, so much money going out the door or. Why do you think it's been so easy up until now? Obviously, it's a focal point and we're really trying to crack down on it, but why do you think it's been so easy for these fraudsters to commit fraud?
Kelly Loeffler
Yeah, Lisa, it's a lot of what you said, but it's also a lot of these programs are administered at the state level. And Minnesota was the canary in the coal mine back in November. As soon as we saw that, we. I directed my team to look into what had gone on during COVID at the sba and sure enough, feeding our futures. The fraudulent scheme that just sent a woman to prison for 42 years is someone that took advantage of the PPP program. So we have gone state by state. We found 430 million of fraud there. I've, you know, talked to whether it's Dr. Oz or CMS Administrator Dr. Oz or, you know, Ag Secretary Brooke Rollins or anyone, we are all working to make sure that we fix these programs and whether the states have a will to fix them or not that will determine, dictate whether they continue to get the resources of the federal government. I was with the Vice President's task force in Ohio a couple weeks ago where we announced Hawaii now is being suspended from a Medicaid program because they refuse to check for fraud. And so this cannot become a giant vote buying scheme to just send out fraudulent money to your constituents. We have to make sure that only people who deserve these benefits are getting them and that we make sure that that next dollar doesn't go out because it's very hard to get it back. So it's a completely new mindset in this administration on fraud.

Well, it's because it's like, I feel like any time, you know, like for instance, like Doge, the whole point was to try to crack down on fraud and the government and also to make the government run more efficiently and like to sort of modernize government. And then you looked at the big beautiful bill and there were some welfare reforms that Republicans got in there. And you know, Democrats were fighting tooth and nail. And even with Doge, I mean, they set Teslas on fire across the country as a result of, you know, what Elon and his team were trying to do. Why do you just, why is there so much opposition? Is it just the boat buying scheme that you had mentioned or why do you think the Democrats just try to fight? Because, you know, at one point you go back to Clinton, you know, he was trying to do well for reform. So I guess what's changed in between that period of why Democrats seem to be fighting? Yeah, so much.

Yeah, it's, it's definitely there. There are political dynamics in there that keeping money coming out is, is part of the allure for, for some of these politicians. But we think, we know that it is our job to protect and be a steward of taxpayer dollars and to enforce the law. And law and order is a huge part of what this administration is trying to get back to whether it's closing the border, closing off rampant fraud, having accountability, sending people to jail for committing fraud, because that is the law. And that just hasn't been done in Washington for the last 20 years. And that's why efforts like Doge, like the working family tax cuts, putting requirements that you cannot be an illegal alien and get Medicaid, it's illegal to do that into law. And Democrats fight it tooth and nail. USAID rife with fraud. We shut down some of the federal contracting to USAID because it was completely conducted through bribery. And that was one of our earliest announcements on fraud. I'm auditing a program right now at the SBA that's a 50 year old program that has never been Audited, we were immediately able to kick 25% of the participants out on it, out of it early in the audit because people were acting like small businesses when they weren't. So that's. That's where we are right now.

And then I wanted to get you on this. I know you've got a lot of stuff to get to today. You know, the part of President Trump's efforts on tariffs, trying to bring jobs back to America. More products Made in America, more jobs in America, more self reliance. I know that you announced this week, I believe it was a partnership with GSA to prioritize American made products and federal purchasing. Before we go, walk us through that effort and why it's important. What should people know about it?
Kelly Loeffler
Yeah. Made in America is basic common sense, and that's something that this administration is really focused on. At the White House, I was with the president for Small Business Week, and we were talking to various small businesses, and one of the small businesses said that they were trying to compete for government contracts with foreign companies. And the president looked at me and said, kelly, look into this. We've got to fix this. So I worked with gsa. We went down the rabbit hole of federal contracting and found that there were about two dozen companies posing as Made in America, companies that were being utilized to provide silverware for our troops, for our military, that were not Made in America. And it's just common sense. When you have 100% made in America product, that's what should be done. And it's also the law. So we are just going, this is different than fraud, but waste and abuse, where we just need to be focused on things that help put America first and that put our troops first. And those are the kinds of efforts that go on every day in this administration.

Well, look, there's never been a better time for small businesses right now. And we see that, whether it's hiring, business formation, retail sales, the consumer coming back after four tough years. So one business is not subsidizing another. The program funds itself through our guarantee fee program. And it's a great honor to serve our entrepreneurs across this country who are the job creators.
