In this episode, we're going to pick up where he left off with the OIG interview with the unnamed co. Question alright, so I'm going to go back to your entry notes. Answer yes Question in the control center, an employee gets information from the person that that he or she relieves. While in the control center one has various responsibilities such as fire security check, equipment and key checks and watching the cameras. The person that's designed as Control 2 or designated excuse me, as Control 2 is responsible for preparing the paperwork for the count on August 9, 2019. This decision was made because he was on suicide watch, then he was in psych observation, and then psychology makes a decision that, hey, listen, this inmate cannot be housed by himself. If that instruction had to come down to the lieutenant and even the COs, how what was the chain of command? How should those instructions come around? Answer. Okay, so those things happen when they have regular department head meetings, but then they also have emergency meetings. So in a situation like that, they would have a last minute emergency meeting. They'll come up with whatever plan. It's medical. It's all department heads. It's unit team, it's medical, it's psychology. It's the captain. Lieutenants don't sit in department head meetings. So whatever determination they make, the captain will inform the lieutenants. So, like line staff, we don't really need to know who needs a cellie and who doesn't because we don't. It's not our responsibility to walk around and say, hey, you need a cellmate. We just, you know, we count for inmates, do our rounds, do our shakedowns and go home in one piece. Being the fact that you did overtime in the shoe, a requirement like that, do you think they should have informed you about that? Absolutely. Okay.

That's just something that, as officers, we do to say, hey, reminder. Make sure you check on this inmate. So, like, say if I'm working a housing unit and an inmate got news that his mother died, and I'm on the housing unit, and this happened on my shift, and I'll put a little sticky note and say, hey, keep eyes on inmate Jones because he got a phone call, he got an email that his mom passed away. You know, keep an eye on him. I'll write a little sticky note. And it's like something that we do as line staff. So, like, say, when you're leaving me and. Because you'll forget sometimes to pass on pertinent information. So we did that as something that we made up to do to remind ourselves. Like, hey, what's this sticky note for? Oh, yeah, remember Redacted. Telling me about Joan's mother died. Just keep an eye on him. Question. So there was a note that said. Answer. There was a note. When I say we, I mean line staff. There was a note that somebody created as a reminder for us to do it. You understand what I'm trying to say? Like, not like an email printed out. Answer well, not necessarily the shoe roster. Whose responsibility would it have been in the institution? Like who would have notified first? Who would have made the notification? Answer all right, so if Epstein Selli left at one or two, that's overlap, right? With lieutenant. So gets cut off by the guard. He left. Supposedly he was removed from MCC. Supposedly around 1:30ish, let's say from the books. Yeah. Question so, yeah, so he leaves and then they think he's going to court, but he gets released around 1:30. Question who would have found out first and how should it have gone? Answer R D staff inmates depart and come in the same way. So. So receiving and discharging and control are the first ones to know. Answer and does it show on this as you he gets cut off by the guard. No, he picks back up. Determine this is who is working these positions. Answer no. So it's a non custody post. So receiving and discharging is not here. So R and D supervisor should have notified operations and said, hey, Epstein, Selly left. Question who would have been in operations at that point? Question how soon should a cellmate should have been assigned if it was required? Answer well, I mean, it just really depends. Because if the situation is a unique situation and they have to, you know, she gets cut off by the guard, by the investigator. Well, this specific situation, let's think about it. So if everyone's told that Epstein needs a cellmate at all times, redacted is informed the cellmate left, what should have happened? Answer he should have got a cellie before every department had left. Question okay, so that should have been notified. Should have he gone straight to psychology or should he have told the captain first? Answer well, somebody has to. So like if the lieutenant is on, right, the lieutenant is here, they have their office. Everyone has their own office. So if an inmate is he leaves out R D and the marshals or whoever calls R and D and says, hey, this inmate got released from court, we take them off the count. R D should be notifying their supervisor, who in turn would be notifying psychology and the captain, and then that's when it comes down. You understand what I'm trying to say? So me being a line staff, my immediate supervisor is always operations. Like, I don't call R and D and say, hey, I got an inmate that's saying he got court. What's going on? My line of defense is operations. So everyone has a supervisor. So they should have been going to their supervisor, R D, because you still have line staff in R D, they have a supervisor. And that's when the supervisor needs to reach out to whoever they need to reach out to. And, well, the supervisor notifies psychology and the captain. Question and they would have been. Would they have been responsible to making sure that Epstein was assigned a cellmate? Answer, Absolutely. All right, so we're going to wrap up right here and. Answer well, not necessarily the shoe roster. Whose responsibility would it have been in the institution? Like who would have notified first? Who would have made the notification? Answer all right, so if Epstein Selli left at one or two, that's overlap, right? With lieutenant. So gets cut off by the guard. He left. Supposedly he was removed from MCC. Supposedly around 1:30ish, let's say from the books. Yeah. Question so, yeah, so he leaves and then they think he's going to court, but he gets released around 1:30. Question who would have found out first and how should it have gone? Answer R D staff inmates depart and come in the same way. So. So receiving and discharging and control are the first ones to know. Answer and does it show on this as you he gets cut off by the guard. No, he picks back up. Determine this is who is working these positions. Answer no. So it's a non custody post. So receiving and discharging is not here. So R and D supervisor should have notified operations and said, hey, Epstein, Selly left. Question who would have been in operations at that point? Answer Would have been redacted. Redacted still on. He leaves that for. So if you're asking me for time frames, right? Yeah, Operations Lieutenant. Question if redacted was aware of the requirement from redacted, what should he have done? Answer he should have got with psychology and made sure before everyone left for the day, they should have made sure that Epstein had another cellmate. Question how soon should a cellmate should have been assigned if it was required? Answer well, I mean, it just really depends. Because if the situation is a unique situation and they have to, you know, she gets cut off by the guard, by the investigator. Well, this specific situation, let's think about it. So if everyone's told that Epstein needs a cellmate at all times, redacted is informed the cellmate left, what should have happened? Answer he should have got a cellie before every department had left. Question okay, so that should have been notified. Should have he gone straight to psychology or should he have told the captain first? Answer well, somebody has to. So like if the lieutenant is on, right, the lieutenant is here, they have their office. Everyone has their own office. So if an inmate is he leaves out R D and the marshals or whoever calls R and D and says, hey, this inmate got released from court, we take them off the count. R D should be notifying their supervisor, who in turn would be notifying psychology and the captain, and then that's when it comes down. You understand what I'm trying to say? So me being a line staff, my immediate supervisor is always operations. Like, I don't call R and D and say, hey, I got an inmate that's saying he got court. What's going on? My line of defense is operations. So everyone has a supervisor. So they should have been going to their supervisor, R D, because you still have line staff in R D, they have a supervisor. And that's when the supervisor needs to reach out to whoever they need to reach out to. And, well, the supervisor notifies psychology and the captain. Question and they would have been. Would they have been responsible to making sure that Epstein was assigned a cellmate? Answer, Absolutely. All right, so we're going to wrap up right here and.
