e terms and conditions 21 plus what's up everyone? And welcome to another episode of the Epstein Chronicles. In this episode we're going to hear from another employee from MCC who was interviewed by the OIG inspectors about the circumstances leading up to and the death of Jeffrey Epstein. And this time we're going to be hearing from the electronics technician. And like usual, I'll say question and that's going to be the investigator asking the questions. And when I say answer, that means that the technician is responding. Question what's the highest level of your education? Answer Some college. Question what college? Answer Community college, like first year. Question do you know the name of the college? Redacted Question okay, is that in New York City? Answer yes. Question and was there a specific major Answer Electrical engineer. Question okay, what did you do prior to working for the bop? Answer I worked at tsa. I was a transportation security officer. Question okay, and do you have any military service? Answer yes. Question how long have you served with the Federal Bureau of prisons? Since March 24, 2013 to the present. And you were working at TSA directly before this? Yes. All right, what was your entry on duty date? Answer to here is March 24, 2013, I believe. Question when did you graduate from BOP training? I don't know. That was probably, I don't know, probably the following March. So Maybe March of 2014. Okay. And were you with the MCC the whole time? No. I started off in Brooklyn as a Correctional Officer From 2013 to 2015, and in 2015 to about 2017, I went to Terre Haute and that's when I became an electronics technician. Question where did you go, Kerry? Haute, Indiana. A federal complex. Another prison. And that's where I became an electronics technician and I stayed there for about a year and a half. Then I moved back to New York City. Question did you come back to the MCC and MCC New York as an electronics technician? What year did you come back to the MCC? I believe four or five years ago, so 2016, around that time, 2017. I'm not too sure of the dates. And you've been here at the MCC since then? Yeah, I've been here since then. And what was your what's your current position? Electronics technician. Question okay, and what shift were you on normally? What's your normal shift? My normal day is six two. Question six two. Answer Day watch. Question Just before we go on as an electronics technician, when did you actually become that? Answer 2015 in March of 2015. Question answer and does that involve like specialized training? Answer yeah, what the Bureau gives you and my background because I did before I started with the Bureau, I had about 15 years in electronics with a military and government contractor and in the private sector I did electronics for about 15 years before question okay, so what training did you receive specifically in that field? Answer in the Bureau? Question Just overall, since you said you only did you did college, I mean it doesn't have to be specifically. I mean just like in general. Answer well, I could troubleshoot certain cores at component level, like a starter, use hand tools. Question so are you talking about like on the job experience? Answer yeah, everything's pretty much on the job. And then in the redacted I went for training for about a year in electronics. Oh, so one electronic one year with or adapted. And then what about with the bop, did they provide training? It's pretty much on the job. I went to one telephone school and that was about it. And a fire alarm Training okay, but everything's pretty much on the job. Thank you. On August 9, 2019, were you working? Yeah, August 9. That's the Friday or the Saturday question? Friday Answer yeah. Question and what was your position on that day? Answer Electronics technician. Question what schedule were you on? Answer I believe 6 to 2. Question 6 to 2 Morning watch. Answer 6am to 2pm that's day watch or yeah, day watch. Question okay, and what is your position until what are your daily duties? Answer I just well make sure anything in the building so far as communication's working. So the first thing you do is check the phone, radio, telephones, radios. I said make sure the cameras are recording if they're working. And what else? Anything communication wise. If anybody's having a problem, they usually get to me even something as simple as a voicemail, they'll say, hey, my machine isn't working. And I go take a look at it and where somebody's computer is not working. So question and since you mentioned also daily when you come on the job at 6, you check to see if the phone, cameras, everything is working. Answer, I don't have to check. There's not set standard or like, okay, you should come in and check it. You just like kind of look to see what's going on. You kind of know what hasn't been working and what's been working. You kind of make a checklist for yourself. There is no set standard of what you should do at that time. Now there is more stuff that you do day to day where before there was really no standard of okay, you come in, you start and this is the first thing you've got to go and do. And no, there was never anything written down as far as what should be done during your shift. When did that change after Epstein pretty much questions. Question. So that day when you came in, do you recall? I know it's been two years. Do you recall doing a checklist like trying to see if everything was working? Answer. I usually, because I don't get a radio in the morning, I usually the first thing I do is I call for the elevator. So I know if the phones are working. And then I go downstairs, turn on the radio, listen to radio traffic. So I know the radios are working. And as far as the cameras go, I have that time I had like the old system that I had a screen at my desk to make sure because it went to analog matrix. It's going to sound a little confusing when I say analog matrix and digital matrix. Because the old system we had was a mixture of both and kind of like the new system too. It takes the old analog cameras because we had a lot of old analog cameras. It takes all of that and then it transfers it to make it digital so you can start recording and that's how we'll get a video and look back for video. But everything was analog. So I would have the analog system in my office and I would pretty much look to see if that's working, if that's working. I know I was pretty much good question. Now, the analog if before it was converted over to digital, how would the analog be recorded? Answer the analog. I wasn't here. The it's not really well, it's converted well. They use the encoder to take the analog signal and make it a digital signal. And put it on a recorder. Question. Okay, and what was it recorded on? Answer. The old hard drives. It was two of them, two hard drives. Question, was it on a server? Answer, it was pretty much like a server. Yeah, it was two computers pretty much. Question. Okay, and once it was recorded, do you remember checking the cameras that day, seeing if it was working? I checked them. Later in the day I went up to the video room because we were having. The thing about this whole process was when I came here, the first thing I saw in the video room and the biggest thing was all the equipment in that room was out of date. It was old. I came from another institution, like I said before, where everything kind of wasn't modern, but it was more up to date than this. And so, like, the camera system I had was maybe 5 to 10 years old. And when I came here, this one was over 10 years old. And it was on 365 a day, like 24 hours for, like the last 12 years. The system was always on. And something as simple as shutting down the time and change because you gotta get a recording time right when the seasons change, you would have to wait like a whole day to shut down a recorder. It takes a whole day for it to come back after shutting it down. And where I came from, that was not the standard. Like, it should not be like an hour, maybe like 30 minutes, maybe even 10 minutes. If it's a newer system, you shouldn't even have that much downtime as far as the recording. So one of the first things I did when I came here was I addressed that the recorders needed to be upgraded. And who did you address that with? Answer my facility manager. I talked upper management. But, like, during this whole time, I actually started the camera project, and that's why I was doing overtime around this time. And we had people come from other institutions. There was a camera project to upgrade the cameras. Everybody's fear was the actual cameras, not recording software of the cameras. But I started over and over again. And the problem you're going to have is, is the recorders. And we even had the new recorders. They were in the warehouse. We have them stockpiled. They were ordered, but we were on the bottom of the list as far as install. So even though we had the new equipment, we weren't a priority to get anything installed. So we had to wait until something happened. Question. And you said there was, you mentioned that your facility manager. Who was that? Answer. When I first got here, it was redacted and redacted. Was facility manager. I think we were in between facility managers when this happened. We didn't really have anybody. Question so there was no one during August 9th and 10th there was nobody. I'm not too sure if my new facility manager took over at that time, but I don't believe he was here. I think he came after he was here visiting, but I don't think he took the job. Question and you mentioned it to upper management too. Answer yeah. Question who in upper management did you mention it to? Answer My old associate warden. Still. He's no longer. He's retired from the Bureau. Question who's the old aw. Answer Associate warden. Phonetic that was his last name. I forget his first name, but I mentioned to him and of course I talked to the wardens about it. Question who was the warden at that point? It was redacted and before that it was redacted because they wanted me, like to add more cameras and do upgrades. And I'm like, well, you've got to spend money because this stuff is old. Like, you can't just start adding cameras to old systems. It's not going to work this weekend.

And you said there was a project started around that time, before Epstein's death. Before Epstein's death, yeah. How far before I would have to look at documents? I'm not too sure. Me. And pretty much we have an engineering tech when we started because we had problems with the recorders, where we submitted paperwork to the regional office saying, hey, the recorders are going down. It's end of life. What can we do to upgrade? What are the steps? And that's why we got funded all the money that we got to start the project. Question Before Epstein's death, do you recall what exactly the project entailed? What were you guys upgrading? Answer we were trying to get from analog cameras to IP cameras and trying to upgrade the recorders. The recorders were like the main thing, upgrading the recording system. Question. But not the cameras itself. Analyze. Answer not the cameras itself because they can still work and they still work now. Question Were the majority of the cameras working during that time? Answer yeah, pretty much all the cameras were working. Maybe we had 10 probably that weren't working. But for the majority, all of the cameras were working. They weren't being recorded. That was the problem. Question so the cameras were working, but it wasn't actually recording into the system? Question now think I know it's been two years. Do you recall which were the 10 cameras that weren't working? I have no idea. I would have to look at the list there. How about during that time in the shoe, were the cameras working? Yeah, the cameras were working in the shoe. They were working. They were recording. Well, they were working. They weren't recording, but they were working. All right, we're gonna wrap up right here. And in the next episode dealing with the topic, we're gonna pick up where we left off. All the information that goes with this episode can be found in the description box. What's up, everyone? And welcome to another episode of the Epstein Chronicles. In this episode, we're going to pick up where we left off with the OIG interview with the electrical engineer from mcc. Question, did you know at that point that the shoe cameras weren't recording at that point? Towards the end of the day? I did. I believe I did know at the end of the day. Question on August 9th, during the day, yeah. And I called Signet. That's my point of contact. I usually. Anytime I have a problem or something's not working because I wasn't really familiar with the whole system. I had, like, a newer system. It kind of worked the same as far as the software side goes. As far as, like, the hardware, it was different. So I would always have to call them for, like, tech support. Like, okay, I'm having a problem today. Can you document it? You know, it builds our case. When I have to submit stuff to a regional office, me just saying, it's not going to work. That's not going to fly. And usually they help me troubleshoot through the whole process of what I should have to do. A, B, C. Okay, take this drive out, put that drive in. And like previously, probably six months before that, we. We actually had a motherboard, which was my main computer, like, go out, and I had to actually replace that. And they had to walk me through it over the phone. I went to scrounge round parts from another institution to get it working. I know I'm giving you, like, a lot of stuff. Question. So let's step back. So you said it wasn't working. There was possibly a work order already created, right? Answer yeah, possibly yes. Who approved the work order? Answer, that has to go through my general foreman or facility manager, whoever is in charge. Question do you think. Do you recall if this was before Epstein's death or after. Answer. This was probably before Epstein's death. There was a few work orders before Epstein's death. Question and if these work orders, are these orders still maintained? Copy anywhere? Answer they should be in the facilities folder somewhere. Question who would have access to that now? Answer My facility manager. She'll know where they're at. And the engineering tech would pretty much. Well, I'm not saying engineering tech, but the facility manager should know if those records are kept or if they're maintained. Question and when this work order was created, this work order specifically addressed the fact that the shoe cameras weren't recording? Answer no. All of the cameras. It's not going to just be shoe, it's going to be all the cameras. Question. All the indiscernible cameras. Answer. Yeah. Question okay, so at that point, how come some cameras recorded? He said there is redundancy, so there's either going to be a drive or B drive. Answer yeah. Question how come some recorded? Answer okay, oh, there is going to be another problem too. Okay, so there's an A side and a B side. And it's supposed to be redundant, but it's not redundant because it's not really redundant when one side goes bad. So it just knows to record channels. Let's say 1 through 50 is on this side and 51 through 100 is on this side. Everything is working. It doesn't work. Okay, I can take over for this one because it's not working. But as soon as that one goes, I can kind of record over here. As soon as the second drive goes, I have to just record what I'm recording. I can no longer help out the other drives. Question okay, so some channels inside the shoe were recording on one drive. Answer yeah. Question Some were on the other drive. Answer yeah. Question so the ones which drive was the one that stopped recording altogether? Answer I believe it was the first drive. So like the A side? Like the first. Because the shoe cameras are on the first. They're like the first 50 cameras. Well, not the whole 50, but they're on that side in this string. Question but some were also on the B side. Answer yeah, on the B side. And that's just because they wired it the way they wired it. Question okay, so I'm going to show you a map of the shoe. I know this is kind of old. I'm not sure if this is still exactly how it is. Answer, you have the updated one right in front of them. Question updated 1. Okay, I kind of wanted you to mark off where the cameras were right here on the big one. So I'll give you both see if. Let's point it over here. You recognize this where this is? Answer yeah, that's the special housing unit. Question Is this how many levels are there? Answer there's an upper tier and a bottom tier. The one you're looking at is that upper tier or is that lower tier? Answer this is 9 south upper tier. Yeah. Question upper tier. Can you point it out? Answer approximately. I know where all the cameras are. So at the end of each tier there's a camera here. Question so which tier is that? Answer a G tier. Question, you said at the end of each tier. Answer each tier there is one camera looking this way, one looking to the front of the grille. This is the grille. Question so G tier. J tier. Answer J Tier L tier and M should be. Question in that camera, what would it have shown? Answer it would just show whoever's coming onto the tier to do rounds or whatever they're doing on the tier. Question. Okay, and as per Your recollection on August 9, were those cameras actually working running? The cameras were working the recording, no. Question okay, where else in the shoe are the cameras? Answer Also, there's one in the common area, I think. Okay, so you have one over here, like looking at the common area, and then you have another two, like looking this way. Question so you're pointing to the right of the altier. Answer yeah. Question to the right of the altier. And what would oversee he gets cut off by the engineer. Like the common area this way? Yeah. Question and would that also. What's over there? Answer that's the officer station. Question. Use this and just have a mark on there. So if you could. These numbers don't match up, but the tier, the letters should be the same. Answer here. So this is L tier, M tier is the top tier. Question. So can you mark maybe like a circle and then point like an arrow toward the direction that it would be recording, that it would be viewing? Answer oh. Question and this is on August 9th and 10th that we're talking about. Answer Just. Okay, so question. So if you said at the end of each tier just where they were actually, just maybe you can put like a star or whatever you decide to make for the camera and then like an arrow pointing in the direction that they would be recording. Okay, so indiscernible. Second one. Indiscernible. The common area. This is H and I believe they're on top of this tier. There's a camera over here looking this way. Question Is that the upper tier or the lower tier? Answer Upper tier. There's a camera on the upper tier. On the outside of the upper tier looking that way. Is that the one that's like outside of 10 South? Yeah. Do you mind on that camera that you just said, that's outside of 10 South. Can you just put 10s so we know what you're talking about? 10s before you get to 10 South? That's actually. There's actually the camera that you guys probably saw recording. That's 46 door. Question and that's the one that you just wrote 10s next to. No, it's actually up the stairs. Question. So that's not that one. Yeah, you can put it on the drawing because of where it's at. Okay, so the one that you just drew actually where is that in real relation to ten South? That would be like the top of H tier, I believe. Question. Okay, so maybe how are we going to differentiate the fact that you said different one is 10s the one that's recording this weekend.

answer that's 10 South. Then answer that's not 10 South. I crossed it out. So that's going to be so let's say H Tier number one. And this will be H tier number two. And this would be K tier number one. And I'm not sure where the second one is. I, I don't think it's this one. I think it's maybe this one on the side. That's one. I'm saying is K2 on this one. And this will be MTR number one looking that way. And so this would be L tier. Let me get G on there. Where would the officer station be? The officer station will be next to M tier, like right in this area. Question can you put a box there? A I believe it's right here. Question and put OS for officer station. Question Was there a camera pointed directly at the officer station? Answer yeah, I believe there is one out here in the common area. Question and this is on August 9th and 10th, right? Answer yes, I'll just write a common area that's there. And for the 46 camera, because it's not on the drawing. I'll just write it up here. Top 10 south. Question that's perfect. And that's the one you're going to mark as 10 south. Answer yeah, 10 question and that's the one and only that we have that was actually working. Answer yeah, that's the 46th door. Question now, where would the entrance be where inmates are moved in and out of the shoe? Answer that's the front entrance, right by the elevator. Question Was there a camera there? No, there's only a camera in the hallway. There was no camera in there when they were moving back and forth. Question if someone had to come in or out of the shoe and control had to buzz them, was there a way Control buzzes who was coming in and out. Answer the way that the doors worked at that time was because we changed some of the cameras. But before control pops the door, they pretty much acknowledged that well before, especially within nine south. Nine south is different because the officer has the key on their hip. There's an inner door inside here and they won't even. Well, they're not supposed to crack the outer door without somebody in shoe calling for that door. So I can't go up to 10 south or 9 South right now and say, hey, let me get the 27 door. Somebody from SHU has to call for 27 door because the inner door, they have the key before you come Inside on of 9 South. Question but there was no cameras at that point. Answer no, there was a live feed. There's always a live feed. Question but nothing recording. Answer Nothing recording. I mean, the live feed goes to the control center. And the control center officer sees who's at the door and they'll pop the door. Question where would the camera be? Answer I think that that camera would be in the hallway. I think that camera was looking this way. So 9 Sally. I just labeled it 9 Sally and it just looks like down this way. Question okay, so you pointed out that there is one on each tier that would make six cameras. Answer yeah. Question there's one in the corner of H tier. Answer yeah, I believe so. Question that would make it seven. There's one in the corner. He cuts them off. The engineer. I'm not sure about that one. I think there's one in the corner, but I know that there's one definitely in the common area. I know that these two are definitely here. That other one I'm not too sure about because I don't remember seeing that. Question okay, that's eight cameras and there's one in the Sally. Answer yeah. Question where's the XS camera? Answer it's up here. Question okay, so nine cameras total that you're aware of that should have been recording. Answer Recording, Yes. All the cameras were working though, because you could see. Question where could you see it from? Answer the live Matrix. Question the live Matrix. Answer yeah. Question who had access to the live Matrix? Answer Whoever had the keypad. Not a lot of people have access to that. So like SIS would have it at the time. Control center would have it. Lieutenant's office don't have it. So it's sis, Sia, I have access. And that's pretty much about it. And then our command center question, Is there something that they would have to key in to see or is it just running? Answer no, you would have to key in the cameras to see the actual camera call up. You would have to call up and hit the button and know what camera is to call up. Question did anyone like the SIS office or even the control have light cameras, you know, like the feed just running on their screen at all times? Answer yeah, but they would have to go through all the cameras. They usually just like it just sits on one camera. It doesn't keep scrolling through all the cameras. Alright folks, we're gonna wrap up right here. And in the next episode dealing with the topic, we're gonna pick up where we left off. And that's the other investigator jumping in now maybe you answered some of this and maybe just being a layman I didn't understand but so going back to the beginning, how many cameras are in the MCC or Were there in August 9th and 10th? Answer I would have to look through those right now. Question well, approximately. Answer Old partner would always tell me that there was like 200, I probably think like 150, if that. I don't even think that it was 150. Question and you said at the time There were approximately 10 that were not working and Answer Yes. Question what does that mean, not working? Answer it probably needs to get out of focus. Just the video is probably grainy, not the best video. Question so they're on but they were so differentiate for me because you said that there are cameras in the shoe were working but they weren't recording. So what's the difference between working and not recording when you're talking about that? Answer okay, so if you have a camera working you, you can see the video but it's not recording. That's totally different. Problem. Question okay, so the ones that you say that are not working, there's a problem with what you're seeing. Answer yeah. Question but they're recording or they're not recording? Answer it could possibly be that they could be recording or can't be recording. Question all right, and then when we just talked about the shoe, there's approximately 10 cameras in the shoe. Answer yeah. Question and the camera is in the shoe. Only one out of the ten, only one was recording. Answer Only one yeah, because it was on a different recorder at the time. Question and on August 9th you said that you knew some of them were not recording. Is that what you were saying? Answer I knew, yes, something was going on. I went up to the room and I was about to change everything out and I didn't have access so I had to leave for the day. Question Question and that's on August 9th. Answer August 9th, the end of the day. Question and that was the very first time that you knew that they were not recording? Answer that day yes. Question okay. Answer towards the end of the day. Question and did you know all of them were not recording at the time, aside from that one? Answer I didn't know exactly what wasn't recording on the recorder. I don't know exactly which ones weren't working. I just knew that the recorder was down. Answer and how did you know that? Question as soon as I went in, I saw the drives because the drives, usually they're green when everything's working and amber, like when there is an emergency or something's wrong. And I saw that there was a few ambers so like it wasn't recording. Then I called Signet, the company and they said I have to start rebuilding. And what start rebuilding means is I have to pull that hard drive out and start putting fresh hard drives in. And then the system, it knows that it put a new hard drive in, it starts to sync up and does this thing where it starts to go through, it does all of its checks and starts recording. And that would pretty much take a day. Question that takes like a whole day to do that. Answer a day. Yes. And I was at that stage pulling everything out that was probably going to take a couple days to pull all the drives out and, and start recording again. Question and did you make that notification that the camera in the shoe were not recording to anyone? Answer I believe I told my supervisor. Question and who would have been your supervisor at the time? Answer There was really like, I don't think there was nobody there because we were like in the middle of a project and it was kind of chaos. Question okay, did you. But at the time though, you knew basically all the shoe cameras were down but one. No, I didn't know anything about the shoe cameras. No, no, I'm talking about the shoe cameras specifically. No, I don't, I don't know what's on the recorders. At the time I didn't know what was on the recorders.

all right, so when you went in, you knew that some recorders, some cameras Weren't recording and you didn't know which ones? Answer Ones? Yeah. Question all right, so about how many were Amber where it was showing you that they weren't recording? Answer that was like half of them. So I'll say 50 to 60 cameras on are probably not recording. Question so there were a ton he gets cut off in that slot that weren't working. Question and is there anything that that just all happened on that one day of August 9th? Answer it happened before. Multiple times before. Question it happened before. Answer Before? Yes. Question so you have actually troubleshot this in the past? Answer yeah, same problem. I have to rebuild drives and I mean, hey, this isn't working. I've got to rebuild the drive. There's really nothing I can do. I just put the drive in and I wait and I make sure it comes back. Question so this was the end of the day, you said. So around like two, you're thinking? Answer One something, one something. Yeah. Question all right, and then being that it happened before, was there anything that you're supposed to do if, like, hey, I've got a note notify like the captain. Answer no. At my old jail, I'm not trying to throw anybody under the bus, but at my old jail, if anything wasn't working and I was a contact, I couldn't leave the jail. Like, if the fence, because we had a fence system or cameras aren't recording, I would have to fix, stay there until. Okay, I need a part. This is what we're doing. Send notification. This place is run a lot differently and I've said stuff from before and my old supervisor, but just like, oh, go home. Redacted, don't worry about it. And I'm like, well, if I go home, nobody's gonna fix it. And at that time, I was the only person that knew what was going on. We had bad practices when I got to this jail. So did someone tell you not to fix it and to go home on August 9th? I'm not too sure. I believe so. I'm not going to say yes or no because I don't really remember that day too much. But I did make a notification that it wasn't working. Question to who? Answer and I was going to be back the next day because I was doing overtime. Question all right, so you were coming back on August 10th? Answer yeah, the next morning. Because I came at 6am the next morning to do overtime. Question so, and is that when you were planning to fix it? Answer Fix it? Yes. Question so you were going to start the next day and fix it. He gets cut off by the engineer. And I had the drive too at that time. I do remember that. Question and you said you made the notification. Who did you make that notification to? Answer My supervisor. I don't know exactly which supervisor it was, but I know I made a notification. Question so you're positive you made it? Yeah. Question and how would that notification have been made? Answer probably verbally because it's not something I would broadcast over the radio or like go on phone. I would like call you in a room because I don't want anybody to know that, you know, that I can't record video. That's not a good thing. Question and I apologize. I think when I asked this question, I'm not exactly sure what you meant by this, but were you supposed to advise somebody like the captain or the warden that the cameras were down? Answer because the way the recorders work, the cameras are the captain's property. So you have to notify the captain, hey, the cameras aren't recording. Question and was that your job to notify him? No, I notified my supervisor and they notified the captain. If I see the captain, I'll say something to him or I'll tell the lieutenant, but other than that I don't have anything to say about the cameras being down. Okay so far. So as far as you're positive you did notify your supervisor? Answer yeah, I notified somebody because they have to know because I told them that I was going to come back the next day. Question so you just don't know who it was? Answer I'm not too sure. Question Is there how can we find out who would have been your supervisor at the time? Answer it's documented somewhere, whoever my supervisor was at the time. Question all right, so that person would have been responsible to notify someone such as the captain or the warden? Answer yes. Question because if the captain was out or no, he did work on the 9th. Right. So that means that around 1pm to 2pm you notified your supervisor. That supervisor should have notified the captain. Answer yeah, and when I got approved for overtime the next day so somebody knew I was coming back. Question O and is that specifically why you were approved for the overtime? Answer no, I was coming back to do the project, but they knew I had the drives because I was going back and forth with my computer service guy because he knows more about the hard drives than I do. We're getting the parts in. Why don't I just do this? And I remember that part of the day. Question now what would cause all those cameras to actually fail like. Like that the recorders Answer Other recording the system was old and it needed to be upgraded. Was very old. Question Was it. Could it have been anything to do with people tampering the system? Answer no, they can't tamper with it. You have to go in a room. It's behind a lock and key. Key in the door. Question so there's no reason to believe that those cameras Answer there's two doors too, because you go through the front door and then there's a secondary door to go into the room. Question all right, so you said the cameras are working and they're in this room. Is anyone actually in that room looking at the cameras? Answer There used to be, and that's an SIS tech, I think, maybe redacted. Was there as the SIS tech for that day? Question now when you're so would he have known that they weren't recording? Answer no. His job is pretty much to look at the live feed and maybe look at the recording. But they do stuff a little bit different here, so I'm not too sure exactly what his function was. Question now would they also have seen this Amber he gets cut off. No, they don't go back in the room. Question so there's a different room? Answer yeah, it's a different room altogether. They just look at the monitors in the room at the time. Question so by looking at the monitor, would they be able to have known that the cameras were down? Answer no. As far as recording, no, they would just have the live feed and everything looks good. Question so for them, they would have no idea that there was actually a problem on the shoe cameras? Answer yeah, and then the software too. Even if you look at the software at the time, it wasn't even telling you that there was a problem. You would think it was actually working. Question Right. So to your knowledge, the only people that definitely knew that the cameras were down were you and your supervisor? Answer the supervisor yes. Question and do you know if your supervisor actually made that notification to anyone else? Answer I don't recall. I don't know who he talks to. Question after the fact, did you ever find out if he did or didn't? Answer I don't remember. Question Were you questioned with regard to what happened with the cameras? Answer yes. Question who questioned you? Answer the next day, because I was here, I had to talk with the warden about what was going on with the cameras. Question and you remember what, he gets cut off by the engineer and the FBI too, the next day. Question okay, the end. Otherwise he was not present for that. Question the next day. Answer yeah, there was nobody here. All right, folks, we're gonna wrap up right here. And in the next episode dealing with the topic, we're gonna pick up where we left off. Answer Just a lot of the cameras weren't. And I wasn't going to sit there and try to figure out, you know, what's going on. So when you're making that notification to your supervisor, you're just saying, like, half the cameras are down. Question by the investigator Answer was down, yeah, you've got to decide what you're gonna do. Question okay. And they at the time said, don't worry about it. Go home. You can fix it tomorrow. Answer that was standard practice. So I believe it went along those lines. Question okay, and you set out another institution that would have never. He gets cut off by the engineer. That would never fly. No, no, can't have it. You've got to fix it. If it's not working, then you have to stay. Question do you believe that you should have stayed? Answer yeah, I believe so. Question and did you request to stay and fix it? I think I did, but I think I pretty much made a notification. But since I was going to be back the next day, it didn't make sense for me to stay because there was really nothing I could fix that day anyway. Even if. And I think I. Before I left the two drives that were bad, I started replacing them. I think I might have taken them out to let them start rebuilding this weekend.

Question okay, so was there anyone in the shoe that could have known that. That those cameras were down? Answer no. Question no. Answer Because I don't talk to anybody in custody as far as the cameras go. That's why I go directly to my supervisor. Question so the fact that, you know, Epstein, your most notorious inmate at the time, is, you know, dies the night that the cameras are down. Is there any reasonably, if there's any kind of. Is there any suspicion surrounding the circumstances? No, it was just whatever happened, happened. It was really no tampering with the devices or somebody turned off the power or. No. Question. So to you, it's just completely coincidental? Just coincidental. Question all right, and again, you said that no one could have tampered with the cameras to make them go down. Answer yes. Question that's correct. That no one could have. Answer no, no one could have. No. Question okay. All right. Answer and because another thing about the cameras, they're the way the shoe cameras are. The power supply is for the old analog cameras, one of. And it's in one of my closets. You would have to go in there, kill the power, and then go into mess with the recorder. Like, it's too much stuff to try one person to think about trying to tamper with it. It's just a lot. And like, as soon as I put in the new recorders, all the cameras came up. So the cameras weren't tampered with at all. Question Right. The cameras themselves. But what about that room that you said that's where you fix them at? Who had access to that room? Answer I would have. It would be SIS because that was their room at that time. I really didn't have access. And that was part of the problem, too, because they were leaving for the day and I didn't have access to the room. I didn't have a key at that time to go in the room because it's their property room also. Question but you went in to be able to see that you weren't recording. Answer yeah, because somebody was in the room. SIS was upstairs. Yes. Question so SIS allowed you in the room? Answer yes, Question Were they in the room at that time? Answer Nah, I usually just go in the back room by myself. Question and then you just ask them if you can go in or is it. What do you mean there's like an SIS officer and then there's a room within the SIS office. Answer the SIS office? Yeah, they have the main room, but then it has a video room. And behind the video room that's where the recorders are. Question okay, so is that room that you're talking about where the recorders are, is that also secured? Answer yes, it's secured, yes. Question so there's the SIS room that's secured and then there's also the TV monitor room that's also secured. Answer yes. Question where are the recordings? So did you have access to who would have had access? I guess to where the recordings would have been stored? Answer I guess anybody in SIS with the key for sis, but only sis? Yes, only sis. Question Is there any reason to believe anyone in SIS could have manipulated those that system or taken the cameras? Answer, you'd have to know what you're doing and I would kind of know. If somebody messed with it, it's not really something. You go in there and start disconnecting. Like the only way to really do anything in that room is to start disconnecting stuff and it's a spaghetti mess. Starting to disconnect stuff is not going to. It's going to be tampered with and you'll see somebody did something. Question Is there any other than SIS who could have gotten in there? Answer I don't believe so. Question does the Captain, AWS and the warden have access to that room? Answer they don't probably even know anything that goes on in that room. The only time I will tell them is like to do maintenance. I'll complain and show them the room. Hey, you got to clean this up or Question but do they have access? Can they get into the room? Answer they would have to get 24 hours keys from SIS or somebody would have to give them access to get into that room. Question but only SIS has it. Answer from what I know, yes, only SIS can get into that room. Question why did you happen to go into the room that day? Answer I don't know. I just make rounds and I do stuff. Somebody said something to me was or I was thinking about it because I think I ordered the drive and I just wanted to see where I was at to see what I was going to get started on. And plus we were doing a camera project so I was just Trying to get a lot of things like organized and see where we were actually at and what I was actually going to do. Question so I have to ask, as part of it, did you happen to stop doing upgrade work on it, unplug or take down the redundancy or anything that worked, that happened to stop working at that point? No, just it because we were having problems from before and the problem just happened again. Just like a coincidence and nothing to do with the work you were doing on it? No, because I didn't touch the recorders. Question so not just the work you were doing on it, did anything you do cause the cameras to go down? No, not that day, no. Okay. In the past it had though. Answer if I'm messing with a recorder, it can throw some stuff off or if I'm yeah, moving drives around. That's why I don't have to notify, hey, the drives are bad because if I start moving stuff I don't know what's going to go down or not work or. Yeah, the system's very old. Question but that day on August 9th when all the shoe cameras went down, that had nothing to do with you, it was just coincidental that they went down as far as the recording? Yes. Okay, so when you specified as far as the recording, can you tell me why you said that? Is there something else? Answer because people believe that when cameras don't work, like the camera's not working, the camera could be throwing out video because the live feed, like I said, goes to the control center. They see the live video when they're popping the door. So there's live video going, getting fed. It's just the digital side of it, the recording side is not working. Question Was there a camera towards the back room? Answer what back room? Question Is there a camera in the SIS office? Answer no. Now there is. There is a camera going towards sis, but before there was no camera, it would just be the third floor. Three, Sally, is someone was going in that general direction but you can't even make out who's going by there. The video room, was there any way to know who went in and out of that room? No. There is a key entry or no. 2 follow up questions. One, has this problem been rectified? Yes. And when was it rectified? Whenever they came and did a walk around. We added cameras like to the SIS room. Of course we upgraded the recorders, but there's cameras to see who goes in that general area. Like if you go in the room, you'll see who's going in the recording room. Question and was that like a year or two ago? How long after the August 9th incident? Answer that's probably like a year after that because we were doing a lot of other stuff before that. Question so in sometime in like 2020, have the cameras gone down since then? Answer Question and when I say the cameras, I mean the recordings. Answer When I have to do maintenance, I have to notify somebody, like the cameras are going down, they make sure that the jail is locked and he gets cut off by the interviewer, only intentionally. Answer yes. Question they have never gone down. He gets cut off by the engineer. Oh, we've had, see, I can't really say that because we've had issues because, because we're putting in IP cameras. The IP cameras are like little computers and they overload the system sometimes when the software isn't right, so it bogs down the system. And we've had problems where the recording stops, but we have a redundant recorder. But not all the cameras would go down per se. Question okay, answer and the reason I'm saying that also is because a lot of the cameras, it's like a mix and match of old cameras and, and new cameras, analog cameras and like more computer based cameras, IP cameras. So right now when the system fails, the old analog cameras for the most part are going to work. The problems are going to be the newer cameras on the tiers. The older cameras would always pretty much be recording if we ever had an issue. Question okay, answer and we've had a few issues, yes. But they're usually with the newer cameras, not with the older ones. Question Interesting. Okay, and as far as just to make sure that we're clear, which of the cameras in the shoe actually were recording, he gets cut off the 46 door camera. Question and that's the one outside of 10 South. Answer yeah, that's the only reason I know that is because the first day they came, they were looking for video. There was no video and they were like, you've got to find the video. Question who is they? Answer the FBI. And then I stayed later that day and the night and I was trying to look to see what was recording and that's when I figured out that 46 door was actually recording on 10 South. Question the 9th or the 10th? The 10th is the day that he was found. I think it was in the morning the next day when I came in, the first thing in the morning. Question so on Saturday it looks like. Answer Saturday, yeah, because I had to think about what was going on and also that day they made me move over the camera that were recording, put them on different recorders. It was like a mess. Question now, were there any cameras, recordings or hard drives or anything that were sent to try to have the recordings recovered? Answer. Well, the whole thing with everything not recording that day was the way the system works. And we want to work with the vendor and the FBI because they have to talk to the way the system works is if the two drives are bad, it's not going to start recording video. It's not going to go on a different drive where you're going to see bits and pieces of video from that day. You might see old video, but as far as new video from that day, whenever it went bad, you're not going to see any video. All right, folks, we're going to wrap up right there.
