What's up everyone and welcome to another episode of the Epstein Chronicles. In this episode we're going to dive right back in to the tova. Noel. Interview with the OIG inspectors. Question. Okay. Do you know why Epstein was assigned to the shoe? Noel no Question. Did anyone ever tell you it was because he was a risk for suicide or a safety concern? Noel no Question. No. We're going to get into this a little later. But do you know what the hot list is? Noel Are those. I think the hot list is like. How should I say? Like inmates that are like. Inmates that are like gets cut off. I'm going to show you this and ask you if you ever receive this training either. Noel. Huh? Question. Or if you've ever seen it. This. This will spell out exactly what the hot list is. Noel. Okay. Redacted. So this is the MCC New York Special Housing unit. This one is Special Housing Unit management. Suicide prevention. Noel huh? Question. So can you just have. There's two different tabs. The first one is going to say redacted. Just read it for the record. Shoe Hot list identifies inmates with mental health condition who may become dangerous, self destructive or suicidal when placed into the shoe. Noel huh? Question and did you know that? Noel no. Question. So do you know what I'm talking about when I say hot list? There was a list in the shoe. Noel no, I actually Thought the hot list was something else. Like that was on the computer? No, I don't know that question. Okay. Then it talks about when someone is on the hot list. It's supposed to be a special notation on the hot list. A special notation on the cell door. And there's also a special notation on the shoe board. Noel There was never none of that. Question. So did you ever. Can you just take a look quickly? You don't have to look through that. Just basically the two tabs as well as the front. Noel. Huh? Question Was that ever provided to you? Did you ever see this? Noel no. Question no. Okay. Foy do you want her to initial question if you could. Yeah, you can do it on the top of the page. No, sorry. The front page. Redacted. On the front page. Floyd Just the first page. Noel. Oh, and do you know who would have been required to provide you that? No. And no one discussed that with you? Noelle. No. Question. Did anyone ever discuss the hot list with you? Noelle? No. Question. Had you ever heard of the term hot list? Noelle no. Question. You never even heard the term? Noel I thought that hot list was like inmates that were like, like the inmates that were up on 10 South. Like those high inmates like El Chapo and those types of inmates. Redacted. Sure. Noelle that's what I thought. Hotlist was redacted. Okay. And because you brought up 10 south, what's 10 south? Noelle. The level above shoe. And is that a specialized unit that are even more secure than the shoe? Noel yes. Question and can you just explain to me a little bit about who goes there, what the cell makeup is? Are there cameras in each individual cell? Noel I don't know. Question oh, you don't know? Noel. Huh. Question okay, are inmates that are in those cells only one inmate per cell? Noel. I think so. Question. And are they monitored 24 7? Noel yes. Question okay, but you don't know how they're monitored? Noel no. Question okay, but they're like a terrorist, high profile, drugs. Noel. Yeah. Question okay, and that's one floor above where the shoe is? Noel yes. Question Is it kind of the general location of the shoe, though? Noel it's upstairs. Question can you get to it through the shoe? Noel yes. Redacted. And would it be considered I know it's 10 south and it's unique, but is it also part of the general shoe? Noel I mean, when you come into the shoe, you go up the stairs and it's right there. Redacted. Okay. Can you get to it by other means? Noel no. Question. So you have to go through the shoe. Noel Go through the shoe. Question okay. And how many correctional officers are placed in 10 South? Noel 1. Redacted. 1. Noel huh? Question There is no way in or out other than the shoe. Noel huh? Through the shoe. Redacted okay, so when you come in and out, do the officers that are working in the shoe, you know where you are working? Are you the ones that have to allow them to get in and out of the shoe? Noel yes. Question 11. Okay. Do you recall who was working on 10 south on August 9th or 10th? Noel Redacted. Question Redacted. Noel huh? Question okay. Was that August 9th or 10th or both? Noel I don't know about the 9th, but the 10th question that's fine. And some of this stuff redacted probably at some point give you a list of the people so you can refer to, like the roster. Okay. Question you know, you can recall that way if you remember that those people were in indiscernible. Noel okay. Question but you did say that Epstein was assigned to the SHU on August 9 and August 10, 2019? Noel yes. Question okay. And he was assigned to the SHU on the days leading up to the August 9, 2019? Noel yes. Question okay. Do you know approximately how long Epstein was assigned to the shoe? Noel no. Question Was he assigned to the shoe for the most part of when you were doing your assignments in the shoe? Noel When I came back and I was working there, correct? Noel yes. Question yes. Okay, so does July and August sound about right, that he was in the shoe? Noel huh. Question yes. What was Epstein's routine while he was assigned to the shoe? We talked about it briefly. He was with his attorneys and stuff. So was that like daily routine? Can you just tell me when he would come and go and when he would be in the shoe and not be in the shoe? Noelle oh, I come in at 2 and I come in at 4. So when I come in, he he's not there. He would come back like around after 8:00pm okay, and did you typically work after 8:00pm so you come in at 2 or 4. When would you typically work until Noel 2 to 10 or 4 to midnight? Question and then you would typically do overtime shifts after that? Noelle no, because I usually do it on the front end. Question okay. Noelle so I usually come in at 8 to 4 and do 4 to 12. REDACTED and when you would come in at 8 to 4, would he be gone already? Noel yes. Question okay, but he would come back around. So he would be gone before 8am and come back around 8pm? Noel huh? Question Would he eat while he was in the shoe? Noel he gets common fare. That's all I know. I don't know if he eats it, but he gets common fare. Redacted. Would that be something you supplied after 8pm Noel when he comes back? Yeah. Question okay. What time is typically feeding time in the Evening? Noel After 4. Question and so because he was away, would he have an individual tray that was saved for him or provided when he returned? Noel yes. Question okay. And would you provide that tray to him? Noel not necessarily me, Just whomever. Question did you ever. Noel yes. Question okay. Did you provide that to him on August 9th? Noel yes. Question you were the one who did. Noel huh. Question okay. Did you ever have any communication with Epstein during his stay at the mcc? Noel no Question Never any conversation at all? Noel no Question okay. Did you even verbally say hello? Hello back, anything like that? Noel he was in the shower to make a phone call and he was calling because he wanted to come out of the shower. And I told him that he had to wait because there were other inmates out and you can't move them and them out at the same time. That's the only conversation I ever had with him. Redacted and redacted. Get into that. But what was the phone call on August 9, 2019? Noel yes. Question okay, but when would you provide food or, or anytime he would come back after 8pm even when he was coming in or out, you wouldn't even say hello? Noel no Question no okay, for the one interaction you can think of with the phone call, do you remember if that was a positive or negative interaction? Do you remember it at all? Noel it was regular. Question Regular. Noel Huh. Question did he seem upset? Noel no question. Abnormal? Anything out of the ordinary? Noel no Question what were your instructions with regard to Epstein being assigned to the shoe? Noel There were no instructions. Question so no one said Epstein was a high priority there. Pay closer attention to him? Noel no Question all right. So even when you had that interaction with one individual who told you that that he was a high profile person, that he was in the news all the time, there was never discussions about what we need to do to pay close attention to him? Noel no question. And Lieutenant Redacted. You said was the lieutenant in the shoe, he never told you to pay special attention to Epstein? Noel no Question okay. Was Epstein assigned any cellmates when he was assigned to the shoe? Noel yes. Question and do you know when he was assigned to the shoe? Was he always assigned A cellmate. Noel. I just know that he had two cellmates. Question. Okay. Two different ones. Noel. Yeah. Question. All right. Did anyone ever speak with you about Epstein knitting a cellmate when he was in the shoe? Noel. No. Question. No. Who was the officer in charge or the OIC in the shoe? Noel. Me. Question. Question. Are you talking about at 12am? Noel. Yes. Indiscernible. Redacted. In general, was there like one officer in charge that was like, considered the OIC in the shoe? Noel. That's what I'm telling you. On paper it says me, but I don't know how to run the shoe. So I rely on the senior officer while on the roster. And it says that I was the oic. Question. I think I'm not asking the question correctly. I'm not talking about like from 12:00am to 8:00am on August 10th. I mean, in general, like in July and August when you were in the shoe, was there one person that was considered the officer in charge? Like, how's there one lieutenant of the shoe which was redacted. Was there also an officer in charge of the shoe? Noel. No question. Do you know who? Wasn't it redacted, then redacted again? Do you know who redacted is? Noel. No question. Would he be considered the officer in charge? Noel. See, I don't know. Because on this roster it can be a different person. Question. Did redacted have like a computer, a desk area that he always sat in when he was there? Noel. No question. Specifically. Noel. It's the one that we all sit at. Question. But he didn't have one specific location that he would sit at? Noel. No question. No, he would sit wherever

All the information that goes with this episode can be found in the description box. What's up, everyone? And welcome to another episode of the Epstein Chronicles. In this episode, we're diving right back in to the Tova Noel interview with the OIG Inspectors Question. Can you give me just, like, a layout? How many desks and computers were there in the shoe where the officer sat? Noel it was two desks, one this way and one this way. Redacted. So kind of like an L type of formation. Noel. Yes. And computers. About three. Question. About three computers. Noel. Huh? Question. And had you sat at all three of those computers at least one time during your shifts? Noel. Yes. Okay, so it's just. It rotates. You can sit at each one. Noel. I mean, you can sit at anyone. Question. And do you remember ever there being a sign posted on any of the computers saying that Epstein was required? Does have a cellmate? Noel. No question. All right. And then am I pronouncing that right? Mr. Yeah. How do you spell your last name? Do you remember? Thank you, Agent. Redacted. So he didn't have a specialized computer where he would have posted a sign on a computer? Noel. No question. No. What about. Do you recall ever seeing a sign posted on Epstein's door? Noel. No question. Saying that he was required to have a cellmate? Noel. No question. No. Okay. Who was inmate Nicholas Tartaglioni? Noel. His first cellmate that he had. Epstein's first cellmate. Noel. Huh. Question. Was that his cellmate in July of 2019? Noel. I'm not sure about the month, but that was his first cellmate. Redacted. Okay. Do you recall if Tartaglioni was already in the shoe or was he brought in specifically to be Epstein's cellmate? Noel I don't know that. Question. You don't know that? Noel. No question. Okay. Are you aware of any issue that took place between Epstein and Tartaglioni when they were cellmates? Noel no question. Were you aware that honor around July 23rd of 2019, that Epstein allegedly attempted to commit suicide? Noel I wasn't at work that day, but I was told. Okay. And were you told anything else about the incident? Noel no question. Are you aware if Tartaglioni was his inmate at the time? Noel yes. Question. And you said you didn't have any involvement in that matter, though? Noel I wasn't at work. Do you know if Tartaglione was removed as Epstein's cellmate at some point? Noel. At after that, he had another cellmate Reyes. Question. And do you know why they changed? Noel. But I don't know why. Question. Okay. Do you know who would have made that decision to change cellmates? Noel no question. Had you ever heard that Tartaglioni attempted to harm Jeffrey Epstein? Noel no question. You didn't even Hear that rumor? Noel no Question. Okay. Do you know what was used in the incident when Epstein attempted to allegedly attempt to take his own life? Noel no question. Do you know if it was, like, linens or a shirt or any kind of. Noel I don't know. Question no. Noel. No question. No one discussed that with you? Noel no Question. And you didn't ask anybody about it? Noel no question. Do you know if Epstein was placed on suicide watch or psychological observation? Noel I. I think he was placed after that, but I don't know which one. Question. Okay. Is it usually that someone will go on suicide watch for about 24 hours, then after that they would go on what's called psychological observation? Noel I'm not sure. Question. You're not sure? Noelle huh? Question Is that done in the shoe or elsewhere? Noel it's done downstairs. Question and when you say downstairs, do you know where Noel. Where the suicide watch is or unit two? Question okay, so second floor. Noel huh? Question and do you know who makes the determination to be able to place someone on suicide watch or psychological observation? Noel no Question. No. Okay, does it sound right that he was placed on suicide watch? Honor around July 23, 2019, and return to the shoe on or around July 30, 2019? Noel yes. Question that sounds about right. Noel huh? Question and at that time, was Epstein assigned another cellmate? Noel yes. Question who. Which cellmate? Noel Reyes. Question Reyes. Noel. Huh? Question honor around July 30th, and who is inmate Reyes? Efren Reyes? Noel. His cellmate. Redacted. Do you know anything about him? Noel no Question. Okay, but do you know he was his cellmate from that point until about August 9, 2019? Noel yes. Question okay, and do you know if inmate Reyes was already in the shoe or was he brought in specifically to be Epstein's cellmate? Noel I don't know. Question. You don't know if he was already in there? Noel no Question. Now, do you ever. Do you have any involvement with the inmates when you're in there? Would you, like, converse with them or kind of redacted or. Noel Answer no. Question no. So you don't. Did you ever know why people were specifically in the shoe? Noel no Question No. Do you know why inmate Reyes Was removed from MCC on August 9, 2019? Noel no question. So even at this point, do you know why he was removed? Noel no, I didn't even know he was removed. Redacted. So I'm saying even today, do you know that? Noel oh, no question. You don't know why he was removed? Noel no, I'm saying at that point in time, I didn't know why he was removed. Question yeah, so I'm saying as of today. Noel but for now, I don't know the reason why he was moved. Question okay, but do you know that he was removed? Noel yes. Question and did you know that he was removed on August 9, 2019? Noel no question so even on August 9, you didn't know that he was removed? Noelle no question. You knew that Epstein had a cellmate. You just didn't know that he didn't have a cellmate on that day? Noel he had a cellmate. I didn't know that the cellmate was removed and wasn't coming back. Question okay, so you never learned on August 9th or August 10th for that matter, prior to 6:30, that there was no other inmate within Epstein's cell? Noel no question okay, and do you know if anybody was aware that Reyes Was departing the MCC or shoe prior to August 9, 2019? Noel I don't know. Question you don't even know what you know at this point, if anyone was aware? Noel no question do you know if it was anticipated or not an anticipated move? Noel I don't know. Question so on August 9th, during your time, from 4pm Even to just 12am that was not discussed with you at all or within the shoe that Epstein's roommate Reyes was removed? Noel Never. Question Never. Noelle Never. Question and are you pretty confident about that? Noel yes. Okay. Are you aware if Epstein should have been reassigned to cellmate after Inmet Reyes Was removed on August 9, 2019? Noel no question so you're not aware? Noelle no question. If he should have been. Noelle no question so your understanding was he had a cellmate, you just didn't know if one of them was removed that he should be reassigned one? Noelle Exactly. Uh huh. Question okay. Do you know who was responsible for assigning Epstein a new cellmate? Noel I don't know. Question could shoe staff have assigned Epstein a new cellmate? Would you have had the authority working in the shoe if you knew someone was supposed to have a cellmate? Do you have the authority to place another inmate in with that person? Noel See, I don't know because I'm that new. Question okay. Noel so like I said, I rely on the senior person a lot, so I don't know. Like that would be a question I would ask them. So I don't know. Question when you were during your time in the shoe, which you said I guess was from, you know, late June through August 9th or 10th did you ever see that happen before? Shoe staff assign inmates with other inmates. Noel when an inmate comes, they place them with another inmate. Redacted Question and would they do that based upon their own responsibilities and duties or would someone tell them to do that? Noelle See, I don't know. You don't even know. Uh huh. So you saw people be assigned with other ones but you don't know how that was determined? Noelle yeah. Question so you don't even know if you could have assigned Epstein a new cellmate? Noelle I don't know. Question do you know if SHU staff should have assigned, you know, like. Or I guess you just answered that. So you said you know. And again, on August 9, no one notified you that Reyes was gone from the shoe? Noel no. Question and you were working in the shoe? Noel Nope. Question do they typically tell you when an inmate in the shoe is or has left and is not coming back? Noel Nobody said anything to me. I don't know. Question because you don't have to be able to keep your accounts correct and be able to know how many people are in the shoe. So if someone's removed, don't they have to tell you? This person's not coming back so your count's going to be lower? Noel but it wasn't told to me, so I don't know. Okay. Do you know who the MCC staff psychologists were in August of 2019? Noel no question do you have any dealings with them at all? Noel no Question does the name Chief redacted ring a bell? Noelle no Question how about staff psychologist redacted? Noelle I know her. Okay. Who is she? Noel One of the psychologists. Question okay. And did you have dealings with her? Noel I had dealings with her after question after August 10th? Noel like on August 10th she came to the unit. Question okay. Prior to August 10th, did you ever have any dealings with her? Noel no, not really. Question what about redacted? Noel yeah I know her. Question and who is she? Noel A psychologist. Question did you have any dealings with her? Noel no Question so only with redacted Noel Yes. But she came after the incident. Question but what was your dealing with her after the incident? Noel she just asked if I was alright. Okay. Did she ask you anything about Epstein or a cellmate or anything like that? Noel no Question no so it was specific to you? Noel yes. Question okay. Are you aware that Epstein was meeting with staff psychologists during his stay at the mcc? Noel? Noel no Would he have met with them I guess during suicide watch and psychological obviously. Noel yes. Question okay, so that did you know that he met with them then? Noel I didn't know if he did, but I'm going to assume he did. Question okay, but do you know that he was placed on suicide watch? Noel yes. Question and they never no one from psychology ever provided you instruction with regard to when he returned, how he was to be treated? Noel no question. Or that he was needed to have a cellmate at all times? Noel no question. Or that you needed to watch him? Noel no question. Do you know who placed him on suicide watch? Noel no question. So what is your understanding of suicide watch? When someone's on suicide watch and they come back, what's your understanding of how you're supposed to treat those people? Now, my understanding is that you would have received this training. You know. Now I know you said you didn't do the shoe training, but. But the other training that you attended, the if the MCC annual and the correctional officer training at fletc, did they discuss suicide? Noel I mean if someone is like explains to you that they're feeling a certain kind of way or they want to harm themselves, then you report it to them, they will place them on suicide watch. But as far as when they return, there's nothing special that we're told to do when someone returns from suicide watch Question. So they don't tell you like this person's on suicide watch, he's returning, he needs, you know, a high likelihood of attempting to harm himself. Noel no question. We should place him with another cellmate. Noel no question. That we should watch him? Noel no question. Or make sure that he hasn't harmed himself. Noel no question. Or pay special close attention to that individual. Noel no question. You said suicide watch, though that is on the second floor

Question and to you it's one and the same thing. Noel yes. Question okay. All right, folks, we're going to wrap up right here. Are inmates that come from psychological observation required to have a cellmate? Noel no question. You don't know? Noel I don't know. Question so were you aware of any inmates that are in the shoe that were on suicide watch came from suicide watch and psychological observation? Noel no question. And again, that hot list, did you say that you remember there being one? Noel no question. In the shoe? Noel no question so you don't even remember there being a hot list in the shoe? Noel no question. Would you like to look around at the boards and look at the walls and see different things? Noel there's no list. Question no, there's no, like where the post orders are, where they're kept as she cuts them off? Noelle it's on the desk. Question Was there also on the desk something called the hot list? Noel no question Was there a list on the desk that had, like inmates names and anything next to them, like a description? Noel There's a roster. Question A roster, like of all the inmates in the shoe total? Noel yes. QUESTION well, what about, like, I only say this because I know that there was one. So you don't recall saying like or seeing like one list where there are special people assigned to the list called the hot list? Noel no question no. And you did work there all of June, July and August or not all end of June? July and then it's August. Noel Yes. Question did any staff psychologists visit the shoe? Noel yes. Question did they ever visit Epstein in the shoe? Noel no Question No. What time typically would they come to the shoe? When they would visit? Noel like after when I worked the 8 to 4, I don't know, sometime in the day, like maybe around 12. And would they not have come to the shoe to see Epstein because he Wasn't there at 12? Noel because he wasn't there. Question do you know if they ever visited with him when he was with his attorneys? Noel I don't know. Question. So did anyone so psychologist, peers, supervisor, or anyone else ever tell you that Epstein was required to have a cellmate? Noel Nobody. Question Nobody. Did you ever receive any emails? So any type of form of communication, so not just verbal emails and writing text messages, anything? Noel no question. Do you have that email? This isn't an email that was sent to you. I just want to see if you, if someone ever forwarded this to you. Did anyone ever forward you this? First of all, this is an email from redacted. It says suicide watch psychological observation update. It's what was sent on July 20, 2019. It says inmate Epstein's being taken off psychological observation and needs to be housed with an appropriate cellmate. Did anyone ever forward this information to you, being that you worked in the shoe where he was assigned? Noel no question. So no one ever discussed with you in the shoe like none of the other employees in the shoe that would have received this? Noel no question. Do you know why other employees would have received this and you wouldn't have? Noel I'm not going to say that they received it and I didn't. Question well, if you look at the back, it's all the people that it was sent to. So if you go to the last page, do you recognize any of the people on there that you worked in the shoe with the names? Look at that, look at the list. That middle page and towards the bottom, the following page, I think middle, towards the bottom. Noel that's lieutenant. Question do you recognize lieutenant Redacted on there? Noel yes, but this is not sent, this is not sent to the workers. None of those people were assigned to the shoe towards the bottom of that? Noelle no. Question no. Okay, so just the only person that you see on that is the lieutenant. Noel. Lieutenant Question. And he never discussed the matter with you? Noel no. If you don't mind, could you initial and date that? Noel I initialed end date. During your time in the shoe, did any new inmates come during your shift? Noel on that specific day or in general? Yeah. From June to August, when you worked in the shu, did the shoe receive any new inmates? Noel I didn't. The senior officer did. Senior did you see them assign inmates, assign a cell to them? Noel like put them in a cell? Yes. Were they ever put by themselves? Noel I don't remember. Question. You don't recall any inmates being placed by themselves in the shoe? Noel I think there was one inmate by himself. Question Any reason why he was placed by himself? Noel I don't know. Question so of all the inmates, there was only one that was by themselves? Noel I think it was an inmate by himself on G tier. Question now, you mentioned that day, were you on August 9, you were notified that Efren Reyes was moved. But during your time in the shoe, were you ever notified if an inmate was ever removed from the shoe for whatever reason? Were you ever notified about it? Noel no Question. How would you find out if the inmate was supposed to be in the shoe or not? Noel how would I find out if the inmate is. Suppose she gets cut off, let's say in the morning you came on shift at 2pm or, or possibly 4. After that there's counts and rounds when you do the counts, right? I just want to know in terms of how you would know if an inmate was removed or not? Noel When I count, then he's gone. Redacted. You wouldn't be notified any other way? Noel no question. That's all I have. Question by the next investigator. And I know we discussed the cellmates, but were you ever told you needed to keep a close watch on Epstein when he was there? Who was the MCC warden in July and August of 2019? Noel Is that redacted? Noel yes. Okay. What communications did you have with the warden with regard to Epstein being housed within the MCC or the MCC shu? Noel None. Question none and he never provided you special instruction with regard to Epstein? Noel no Question did the warden ever tell you that Epstein was required to have a cellmate? Noel no Question did the warden ever visit the shoe during Epstein's stay at mcc? Noel I don't know. Not on my watch. Question not during your shift? Noel no Question okay. Episode Date: May 19, 2026
In this Mega Edition, Bobby Capucci continues a meticulous review of the official OIG (Office of Inspector General) interviews with Tova Noel, a correctional officer at MCC (Metropolitan Correctional Center) New York during Jeffrey Epstein's detention and death. Parts 4-6 cover the minute details of Epstein’s time in the Special Housing Unit (SHU), the protocols surrounding his supervision, the assignment of cellmates, and the actions or lack thereof by supervisors and psychologists. The episode seeks to clarify what Noel knew, what she was told, and how the breakdown of communication and procedures might have contributed to the events surrounding Epstein’s death.

"I would call downstairs to the lieutenant's office." — Interviewer & Tova Noel (39:16)
The conversation is methodical, at times almost clinical, reflecting the gravity and bureaucratic fog surrounding the Epstein case. Noel’s responses are frequently hesitant (“huh,” “I don’t know,” “no one told me”), emphasizing institutional confusion, a lack of clear direction, and a sense of disconnection between policy and practice.
These parts of the Mega Edition reinforce a picture of MCC plagued by procedural ambiguity, poor communication, and under-trained staff—factors all swirling around the suspicious circumstances of Epstein’s death. Tova Noel’s account, as meticulously deconstructed by Bobby Capucci, exposes gaps at every level, raising direct questions about culpability, oversight, and institutional failure.
Next episode: Capucci promises to resume with further details from the OIG interviews and continue putting together the contentious circumstances of Epstein’s last days.
