He has simply omitted the part where the management was entirely voluntary — the racket dressed as sacrifice. Max opens his mouth.

The argument is right there: the data, the arrangement, the truth that a protector who manufactures the danger is not a protector. The first two words come out clearly. And then his throat closes. He restarts. He restarts again. The silence stretches four seconds, six. The crowd shifts — not against him, but that specific communal discomfort of watching someone try to say a true thing and fail. Max looks at his feet. The cobblestones he built himself. Silence.
