You men have been selected for this emergency detail because we've got to put a stop to these hit run accidents. During the past few weeks, eight people in this city have died and twice as many have been injured because of reckless driving and unnecessary speeding. It's up to you men to ferret out these reckless drivers and get them off the road. I'll see that they're apprehended. We've got to get out and put the brakes on this situation, even if we have to revoke half the licenses in this city. Reckless driving is a crime against public safety.
